THE HARROW (PARKING PLACES) (AMENDMENT NO.18) TRAFFIC ORDER 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow on 5 September 2022 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985.
2. The general effect of the Waiting and Loading Order will be further to amend the Harrow (Waiting and Loading Restriction) Order 2014 so that:
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in certain lengths of the streets specified in Schedule 1 to this notice;
(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited between 10.00a.m. and 2.00p.m. Monday to Friday inclusive, including bank holidays in certain lengths of the streets specified in Schedule 2 to this notice.
3. The general effect of the 'Parking Places' Order will be to:-
(a) designate permit holder parking places that will operate between 10.00a.m. and 2.00p.m. Monday to Friday inclusive, including bank holidays, in certain lengths of the streets specified in Schedule 3 to this notice;
(b) specify that:
i each parking place specified in Schedule 3 to this Notice may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages displaying a valid permit;
ii. any resident whose usual place of abode is specified in Schedule 3 to this Notice may apply to the Council for the issue of a residents permit valid for use in the permit parking places specified in Schedule 3 to this Notice;
iii. any resident whose usual place of abode is in any street specified in Schedule 3 to this Notice may apply to the Council for the issue of visitor's permits valid between 10.00a.m. and 2.00p.m. Monday to Friday inclusive, including bank holidays for use in the permit parking places specified in Schedule 3 to this Notice;
iv. any person who occupies premises in any street specified in Schedule 3 to this Notice and who uses such premises for business purposes may apply to the Council for the issue of business permits valid for use in the parking places specified in Schedule 3 to this Notice;
(c) designate permit holder parking places that will operate between 10.00a.m. and 2.00p.m. Monday to Friday inclusive, including bank holidays, in certain lengths of the streets specified in Schedule 2 to this notice;
(d) specify that:
i. each parking place specified in Schedule 2 to this Notice may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, motorcycles or invalid carriages displaying a valid permit;
ii. any resident whose usual place of abode is specified in Schedule 4 to this Notice may apply to the Council for the issue of a residents permit valid for use in the permit parking places specified in Schedule 2 to this Notice;
iii. any resident whose usual place of abode is specified in Schedule 4 to this Notice may apply to the Council for the issue of visitor's permits valid between 10.00a.m. and 2.00p.m. Monday to Friday inclusive, including bank holidays for use in the permit parking places specified in Schedule 2 to this Notice;
iv. any person who occupies premises specified in Schedule 4 to this Notice and who uses such premises for business purposes may apply to the Council for the issue of business permits valid for use in the parking places specified in Schedule 2 to this Notice;
v. the charge for residents permits for the parking places specified in this Notice would be as specified in Schedule 5 to this Notice;
vi. the charge for business permits for the parking places specified in this Notice would be £60.90 (Electric Vehicles), £243.00 (Non Diesel Vehicles) or £291.90 (Diesel Vehicles).
4. A copy of each of the Orders, which will come into operation on 19 September 2022, of a map of the relevant area, of the above mentioned Orders of 2014 and 2020 (and of the Orders which have amended those Orders) can be inspected until the end of six weeks from the date on which the Orders were made online at www.harrow.gov.uk/trafficorders or alternatively at Greenhill Library, Perceval Square, College Road, Harrow, HA1 1GX between 10am and 6pm Monday to Saturday and 11am and 3pm Sunday.
5. Persons desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
