The Waltham Forest (Prescribed Routes) (Hoe Street E17) (No. 1) Traffic Order 2022
1. NOTICE IS GIVEN that the London Borough of Waltham Forest (hereinafter named 'the Council) on 8th September 2022 made the above-mentioned Orders under sections 6, 45 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (hereinafter named 'RTRA'), as amended.
2. The general effect of the Orders will be in:
(a) Alpha Road (AL) E4 - north-west side - convert 2 metres of regulated footway parking space outside No. 25 AL to double yellow line "at any time" waiting restrictions (fire hydrant access);
(b) Church Lane (CL) E11 - north-west side - opposite Nos. 28 to 32 CL convert a Pay by Phone parking place to a Loading place operating everyday between 7am and 7pm;
(c) Eglington Road (EG) E4 - north-west side - provide 7 metres of double yellow line "at any time" waiting restriction between No. 49 EG and No. 30a Forest View (extending 1.5 metres north and 1.5 south of the access point that leads to the rear of Edgelinks);
(d) in Forest Road E17 - both sides - convert a section of urban clearway (no stopping "at any time") situated between the eastern edge of the Dagenham Brook and a point outside Fairleads House (its eastbound carriageway end point and westbound carriageway commencement point) to double yellow line "at any time" waiting and loading restrictions (the remainder of the urban clearway on Forest Road will now extend from the eastern edge of the Dagenham Brook westward to the borough boundary of Haringey);
(e) Melford Road (ML) E17 - convert:
(i) at its north-eastern extremity - 2 metres of single yellow line waiting restriction; and
(ii) south-east side - 2 metres of permit parking space outside No. 41 ML
all to double yellow line "at any time" waiting restrictions (fire hydrant access);
(f) Portmeers Close (PT) E17 - southern extremity - convert 3 metres of kerb side KS permit parking area to provide space for cycle hangar apparatus under section 63 of Road Traffic Act 1984 outside No. 6 PT (underlaid by double yellow line "at any time" waiting restrictions);
(g) Ringwood Road E17 - northern side - reduce the permit parking place opposite Betts Mews to 5.5 metres and provide a single yellow line waiting restriction for 12 metres to the east of that reduced parking place (or to a point opposite the western wall of Ringwood House) operating 8am to 6.30pm Mon to Sat;
(h) Salisbury Road (SL) E4 - south-east side, convert
i. 2 metres of regulated footway parking space outside No. 5 SL; and
ii. 2 metres of unregulated carriageway space outside No. 41 SL
all to double yellow line "at any time" waiting restrictions (fire hydrant access);
(j) Sansom Road E11 -
i. south side -
(i) convert 2.8 metres of CHN permit park space to double yellow line "at any time" waiting restrictions outside the north facing wall of Whitethroat Court; and
(ii) provide no loading restrictions operating "at any time" between the eastern kerb line of its westernmost arm, eastwards, up to the westernmost parking bay on the south side;
ii. east side of its westernmost arm - provide no loading restrictions operating "at any time" between the southern kerb line of Sansom Road southwards for a distance of 49 metres;
(k) South Birkbeck Road (SB) E11 - eastern side - convert 2.5 metres of single yellow line waiting restriction outside No. 104a SB to parking space place for 'CF' permit holders only operating Mondays to Fridays 8 a.m. to 6.30 p.m. (inclusive); and
(I) Wallwood Road (WL) E11 - south side - convert all LSN permit parking space outside Nos. 129 to 133 WL (odds respectively) and for 1 metre outside No. 127 WL, to a single yellow line waiting restriction operating Mon-Fri 10am to 4pm (LSN cpz times) (drop kerb access/vehicle crossover).
3. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 on 8th September 2022 made the above-mentioned Orders to correct missing waiting restrictions, parking space times of operation; and prescribed route prohibitions for signs already existing on the highway in:
(a) Hoe Street E17 -between a point in line with the northern kerb line of Selborne Road and a point 20 metres south of that said kerb line - a no U-turn prohibition against anyone causing a vehicle proceeding southbound in Hoe Street to cause that vehicle to turn and face the opposite direction (northbound).
(b) Lea Bridge Road -
(i) north-west side - between Dunton Road and Westerham Road - convert single yellow line waiting and loading restrictions to double yellow line "at any time" waiting and loading restrictions (amendment to traffic order mapping schedules)
(ii) south-east side -
a. removal of Pay by Phone parking bay outside KFC and replace with double yellow line "at any time" waiting and loading restrictions; and
b. between Bromley Road and Westerham Road - convert single yellow lines waiting and loading restrictions to double yellow line "at any time" waiting and loading restrictions between Nos. 598 and 604 LBR
(amendment to traffic order mapping schedules)
(c) Ringwood Road E17 - south side - correction of operational times of free short stay from 7am to 7pm to 8am to 6.30 pm outside the flank wall of No. 99 Markhouse Road.
No changes will be made on the highway apart from carriageway marking refreshing.
4. The proposal to convert 5 metres of kerb side permit parking area to provide space for cycle hangar apparatus under section 63 of Road Traffic Act 1984 in Odessa Road outside No. 293 on 1 st July 2022 is abandoned.
5. Copies of the Orders, which will come into operation from 8th September 2022 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: https://www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations .
6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
