THE MERTON (WAITING AND LOADING RESTRICTION) (CPZ W4) (NO. 21 (AMENDMENT NO. 21 ORDER 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton on 30 August 2022, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Orders will be to: -

(a) introduce a no waiting "at any time" restriction in Graham Road, the north-west side, from a point 4 metres north-east of the common boundary of Nos. 1 and 3 Graham Road north-eastward to its junction with Hartfield Road; and

(b) remove the single parking place in Graham Road, the north-west side, adjacent to No. 39 Hartfield Road to facilitate the introduction of the above-mentioned waiting restrictions.

3. A copy of the Orders, which will come into force on 2 September 2022, and other documents giving more detailed particulars of the Orders, including a plan specifying the lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

LONDON BOROUGH OF MERTON GRAHAM ROAD PARKING PLACES AMENDMENTS THE MERTON (PARKING PLACES) (W41 (AMENDMENT NO. 31 ORDER 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 30 August 2022, made the above-mentioned Order under sections 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the 'Parking Places' Order will be to convert shared-use parking places to permit-only parking places at the following locations: -

(a) Graham Road, the north-west side, outside Nos. 3 to 27 Graham Road; and

(b) Graham Road, the south-east side, outside Lygon Court and Nos. 2 to 14 Graham Road.

3. LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 7) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate signal and telecom maintenance works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person will:-

(a) cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading, in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;

(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for:-

(a) diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;

(b) pedestrians will be via the adjacent footbridge.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.

7. The Order will come into operation at 11 pm on 14th September 2022 and remain in force until 6am on 15th September 2022 inclusive. During this time the works are anticipated to be carried out overnight between 11pm and 6am the next day.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (CHURCH ROAD AND COURTHOPE ROAD, WIMBLEDON) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water service pipe repair works in Church Road and Courthope Road, Wimbledon, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Courthope Road, between its junction with High Street Mews and its junction with Church Road; or

(b) wait, including for the purpose of loading or unloading any vehicle,:-

(i) in the road or lengths of road specified in sub-paragraph (a) above; or

(ii) in Church Road, between the common boundary of Nos. 25 and 27 Church Road and the common boundary of Nos. 4 and 6 Church Road.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any designated parking place situated in the length of road specified in sub-paragraph 2(a) and 2(b)(ii) above would be suspended for the duration of the works.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions in any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed using High Street Mews or Courthope Road, Belvedere Grove, High Street, Wimbledon; and Church Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 19th September 2022 and it is anticipated that the works would be completed on Friday 23rd September 2022. However, the Order would remain in force for a period of 3 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) (FLORENCE ROAD, SW19) (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate the service and repair of pipes in Florence Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Florence Road, between the common boundary of Nos. 23 and 25 Florence Road and the common boundary of Nos. 43 and 45 Florence Road; or

(b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.

3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above would be suspended.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed via Trinity Road, Clarence Road and Ashley Road or vice-versa.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or

7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 12th September 2022 with the works expected to be completed within 5 days. However, the Order would remain in force for 3 months should further works be required.

(WORPLE ROAD. SW201 (TEMPORARY RESTRICTION OF TRAFFICl ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate remedial works to rectify defects in the carriageway in Worple Road, SW20, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person will cause or permit any vehicle to:

(a) enter or proceed in Worple Road, between a point 30 metres north­east of the north-eastern kerb-line of Spencer Road and a point 25 metres south-west of the south-western kerb-line of Spencer Road; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Worple Road specified in paragraph (a) above.

3. Any designated parking place situated in the road or length of road specified paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed using Pepys Road, Coombe Lane, Durham Road, Cottenham Park Road, Copse Hill, Woodhayes Road, West Side Common, Cannizaro Road, Parkside, High Street, Wimbledon; and Wimbledon Hill Road or vice-versa with Lambton Road replacing Pepys Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order will come into operation on Saturday 3rd September 2022 and it is anticipated that the works will be carried out that day. However, the Order will remain in force for 3 months should further works be required.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11 (HILLCROSS AVENUE AND LINKS AVENUE. MORDEN1 (TEMPORARY RESTRICTION OF TRAFFICl ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate bridge examination works at the overhead rail bridge in Links Avenue, Morden, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road and in Hillcross Avenue.

2. During the works, no person will:-

(a) cause or permit any vehicle to enter or proceed in:-

(i) Links Avenue, from its junction with Hatherleigh Close to its junction with Hillcross Avenue; or

(ii) Hillcross Avenue, from its junction with Links Avenue to the common boundary of Nos. 1 and 3 Hillcross Avenue; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the roads or lengths of roads specified in sub-paragraph (a) above;

(c) enter or proceed on north-eastern footways of Hillcross Avenue and Links Avenue which lie between a point 3 metres north-east of a point opposite the common boundary of Nos. 1 and 3 Hillcross Avenue and a point 2 metres north-east of the south-western flank wall of Nos. 34 to 40 Links Avenue.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed:-

(a) northbound via Hillcross Avenue, The Beverley Roundabout, Tudor Drive, Epsom Road, London Road, Crown Road, Crown Lane and Links Avenue; or

(b) southbound via Links Avenue, Crown Lane, London Road, Epsom Road, Tudor Drive, the Beverley Roundabout and Hillcross Avenue.
