Notice is hereby given
that Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (4), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To revoke the existing 'No Waiting At Any Time' Restrictions on the following lengths of road in the District of Harlow as specified:

Road Description
Hare Street Springs, Harlow
NORTH EAST SIDE: From its junction with Harberts Road in a north westerly direction for a distance of approximately 15.8 metres.
SOUTH WEST SIDE: From its junction with Harberts Road in a north westerly direction for a distance of approximately 9.6 metres
Harberts Road, Harlow
NORTH WEST SIDE:
i. From its junction with Hare Street Springs in a north easterly direction for a distance of approximately 13.7 metres.
ii. From its junction with Hare Street Springs in a south westerly direction for a distance of approximately 21.5 metres.
iii. From its junction with the northeast kerbline of Hare Street in a north easterly direction for a distance of approximately 19 metres.
iv. From its junction with the southwest kerbline of Hare Street in a south westerly direction for a distance of approximately 18.4 metres.
SOUTH EAST SIDE:
From its junction with the northeast kerbline of Little Grove Field in a north easterly direction for a distance of approximately 21 metres.
v. From its junction with the southwest kerbline of Little Grove Field in a south westerly direction for a distance of approximately 18.2 metres.
vi. From a point approximately 2 metres from its junction with the southwest kerbline of Hare Street in a south westerly direction for a distance of approximately 13.3 metres.

BOTH SIDES: From its junction with Harberts Road in a south easterly direction for approximately 7.9 metres.
NORTH EAST SIDE: From its junction with Harberts Road in a north westerly direction for a distance of approximately 14.6 metres.
SOUTH WEST SIDE: From its junction with Harberts Road in a north westerly direction for a distance of approximately 14 metres.

2. To revoke the existing 'No Stopping Mon-Fri 8am-4pm On Entrance Markings' restrictions on the following lengths of road in the District of Harlow as specified:

Little Grove Field, Harlow
SOUTH WEST SIDE: From a point approximately 7.9 metres southeast of its junction with Harberts Road in a south easterly direction for a
distance of approximately 49 metres.
Harberts Road, Harlow
SOUTH EASTSIDE: From a point approximately 19 metres from its junction with northeast kerbline of Hare Street in a south westerly direction for a distance of approximately 24 metres.

3. To revoke the existing 'No Waiting Mon-Fri 8.30am-9.30am and 2.30pm-4pm' restrictions on the following lengths of road in the District of Harlow as specified:

Harberts Road, Harlow
SOUTH EAST SIDE: From a point approximately 18.2 metres from its junction with the southwest kerbline of Little Grove Field in a south westerly direction for a distance of approximately 99.1 metres.

4. To remove the existing 'Pinch Point Build-Outs' on the following length of road in the District of Harlow as specified:

Harberts Road, Harlow
BOTH SIDES: From a point approximately 4.9 metres southeast of the south-eastern boundary of No 45 Harberts Road, for a distance of approximately 7 metres in length.
From a point approximately 6 metres from the northeast kerbline of the access road to Northbrooks from Harberts Road, for a distance of approximately 7 metres in length.

5. To introduce 'No Stopping At Any Time - Red Route' restrictions on the following lengths of road in the District of Harlow as specified:

NORTH EAST SIDE: From its junction with Harberts Road in a north westerly direction for approximately 15.8 metres.
SOUTH WEST SIDE: From its junction with Harberts Road in a north westerly direction for a distance of approximately 9.6 metres.

NORTH WEST SIDE:
i. From its junction with Hare Street Springs in a north easterly direction for a distance of approximately 13.7 metres.
ii. From its junction with Hare Street Springs in a south westerly direction for a distance of approximately 21.5 metres.
iii. From its junction with the northeast kerbline of Hare Street in a north easterly direction for a distance approximately 19 metres.
iv. From its junction with the southwest kerbline of Hare Street in a south westerly direction for a distance of approximately 18.4 metres.
SOUTH EAST SIDE:
From a point approximately 30 metres from its junction with the northeast kerbline of Helions Road in a northerly direction for a distance of approximately 27.6 metres.
v. From its junction with the northeast kerbline of Little Grove Field in a north easterly direction for a distance of approximately 21 metres.
vi. From its junction with the southwest kerbline of Little Grove Field in a south westerly direction for a distance of approximately 18.2 metres.
vii. From a point approximately 2 metres from its junction with the southwest kerbline of Hare Street in a south westerly direction for a distance approximately 13.3 metres.
viii. WEST SIDE: From its junction with the northern kerbline of the access road to Northbrooks, from Harberts Road in a north easterly direction for a distance of approximately 23 metres.
Little Grove Field, Harlow Hare Street, Harlow
BOTH SIDES: From its junction with Harberts Road in a south easterly direction for a distance of approximately 7.9 metres.
NORTH EAST SIDE: From its junction with Harberts Road in a north westerly direction for a distance of approximately 14.6 metres.
SOUTH WESTSIDE:_ From its junction with Harberts Road in a north westerly direction for a distance of approximately 14 metres.
Access Road to Northbrooks from Harberts Road, Harlow
NORTH SIDE: From its junction with Harberts Road in an easterly direction for a distance of approximately 10 metres.

6. To introduce 'No Stopping - Red Route Mon-Fri 8am-4pm' restrictions on the following lengths of road in the District of Harlow as specified:

Little Grove Field, Harlow
SOUTH WEST SIDE: From a point approximately 7.9 metres southeast of its junction with Harberts Road in a south easterly direction for a
distance of approximately 49 metres.
Harberts Road, Harlow
SOUTH EAST SIDE: From a point approximately 18.2 metres from its junction with the southwest kerbline of Little Grove Field in a south westerly direction for a distance of approximately 99.1 metres.
NORTH WEST SIDE: From a point approximately 21.5 metres from its junction with the southwest kerbline of Hare Street Springs in a south westerly direction for a distance of approximately 43.7 metres.

7. To introduce 'Speed Cushions' on the following length of road in the District of Harlow as specified:

Road Description
Harberts Road, Harlow
BOTH SIDES:
i. From a point approximately 8.1 metres northeast of the northeast kerbline of the access road to Northbrooks from Harbert Road.
ii. From a point approximately 9.5 metres northeast of the northeast kerbline of Hare Street.
iii. Adjacent to property No. 44 Harberts Road.
Each Speed Cushion is approximately 3 metres in length, approximately 0.75 metres in height and a gradient ramp of approximately 1:8.
This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TL440 095 Revision 1 to 2 & TL435 095 Revision 0 to 1.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment Number 27) Order 2022


Notice is hereby given
Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 1 July 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the Order:
To introduce 'No Waiting restrictions/Provision of parking bays' on Millersdale in the district of Harlow.
This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 'the 2019 Order' by replacing tile number TL435 077 revision 0 to revision 1.

Date of operation:
The Order will come into operation on 3rd October 2022.

Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.


(Back Lane, Nazeing) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
To temporarily close that length of Back Lane, Nazeing in the District of Epping Forest, from a point approximately 280m northwest of its junction with Nazeing Common for a distance approximately 195m in a northwesterly direction. The closure is scheduled to commence on 28th September 2022 for 3 days, or where stated on a valid permit (MX05910058579 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while meter exchange works are undertaken by Affinity Water.
An alternative route is available via Back Lane, Nazeing Common, Betts Lane and vice versa.
The Order will come into effect on 8th September 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier


(Park Hill, Harlow) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
To temporarily close that length of Park Hill, Harlow in the District of Harlow, from its junction with Penshurst for a distance of approximately 15m in a southwesterly direction. The closure is scheduled to commence on 12th September 2022 for 3 days, or where stated on a valid permit (MX04410151224 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while water disconnection works are undertaken by Affinity Water No alternative route is available.
The Order will come into effect on 8th September 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Pudding Lane, Chigwell) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984

Effect of the order:
To temporarily close that length of Pudding Lane, Chigwell in the District of Epping Forest, from a point approximately 415m southeast of its junctions with Abridge Road for a distance of approximately 285m in a southeasterly direction. The closure is scheduled to commence on 27th September 2022 for 1 day, or where stated on a valid permit (BC008FAA5186N1K - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via Pudding Lane, Gravel Lane, Abridge Road Roundabout, Abridge Road and vice versa.
The Order will come into effect on 8th September 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Woodside & Upland Road, North Weald Bassett) (Temporary Prohibition of Traffic) Order 2022


Notice is hereby given
that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close that length of Woodside, North Weald Bassett in the District of Epping Forest, from its junction with High Road for a distance of approximately 420m in a southeasterly direction.

2. To temporarily close that length of Upland Road, North Weald Bassett in the District of Epping Forest, from its junction with High Road for a distance of approximately 435m in a southwesterly direction.

The closures are scheduled to commence on 29th September 2022 for 7 days, or where stated on a valid permit (BC112KN-EPP-8080-FAL7 & KN-EPP-8152-FAL8 - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while ducting and blockage clearance works are undertaken by Openreach.

Alternative routes are available via:
1. Epping Road, The Plain, Thornwood Road, High Road (with access only into Woodside) and vice versa.

2. High Road, Thornwood Road, Palmers Hill, Lindsey Street, Epping Road (with access only into Upland Road) and vice versa.

The Order will come into effect on 8th September 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier


(Brooklyn Avenue, Loughton) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close that length of Brooklyn Avenue, Loughton in the District of Epping Forest, from its junction with High Road to its junction with Brooklyn Court a distance of approximately 40m.

2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in that length of Brooklyn Avenue, Loughton in the District of Epping Forest, from its junction with High Road to its junction with Brooklyn Court a distance of approximately 40m for the duration of the above closure only

"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure is scheduled to commence for (2 nights within this duration) (19:00-05:00) 12th September 2022 for 6 days, or where stated on a valid permit (EP20153066373 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while traffic signal renewal works are undertaken by Essex County Council.
The Order came into effect on 25th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Epping Road, North Weald Bassett) (Temporary Prohibition of Traffic, Temporary Introduction of a Clearway) & (Temporary Introduction of a 40mph Speed Limit) Order 2022


Notice is hereby given
that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Epping Road, North Weald Bassett in the District of Epping Forest, from a point approximately 660m northeast of its junction with Coopersale Common for a distance of approximately 85m in a northeasterly direction.

2. To temporarily introduce a 40mph speed limit in the above length of Epping Road, North Weald Bassett in the District of Epping Forest, for the duration of the above closure only.

3. To temporarily introduce a 'No Waiting. No Loading and No Stopping' in the above length of Epping Road, North Weald Bassett in the District of Epping Forest, for the duration of the above closure only

"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure/restrictions are scheduled to commence on 12th September 2022 for 13 nights (19:00-07:00), or where stated on a valid permit (EP201EH2332360 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure/restrictions are required for the safety of the public and workforce while relining and stud replacement works are undertaken by Essex County Council.
An alternative route is available via Epping Road, The Plain, Thornwood Road, High Road, London Road, Hastingwood Roundabout, Canes Lane, Canes Lane Roundabout, Canes Lane Diversion, Talbot Roundabout, High Road, Epping Road and vice versa. The Order came into effect on 25th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
