Road Traffic Regulation Act 1984 - Section 14

Temporary Waiting Restrictions Firs Avenue, Mortlake (Ref: 22/194)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas connection they intend to make a temporary Traffic Order, the effect of which will be to introduce temporary waiting restrictions in Firs Avenue, Mortlake.

2. Whilst the works take place no person may permit a vehicle to wait or stand in Firs Avenue, between a point ousted No. 1 Firs Avenue ad a point outside No. 5 Firs Avenue.

3. The order will come into effect on 6 September 2022. The works are anticipated to be in progress from 6 September 2022 until 6 September 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Lion Road, Twickenham (Reference 22/191)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cover replacement works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Lion Road, Twickenham.

2. Whilst the works take place, no person may permit a vehicle to proceed wait or stand in Lion Road between its junctions with Lion Avenue and Edwin Road.

3. The order will come into effect on 31 August 2022. The restrictions will remain in force between 09.30 and 15.30 on 31 August 2022 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Lion Road, Laurel Road, Heath Road and Lion Road.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Road Traffic Regulation Act 1984 - Section 14

Temporary Road Closure Rugby Road, Twickenham (Reference 22/192)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate utility works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Rugby Road, Twickenham.

2. Whilst the works take place, no person may permit a vehicle to proceed, in a northerly direction in Rugby Road between the A316 roundabout and the Mogden Lane/Whitton Dene roundabout.

3. The order will come into effect on 30 August 2022. The restrictions will remain in force between 30 August 2022 and 4 November 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Chertsey Road, Twickenham Road and Mogden Lane and vice versa.

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal

Temporary Road Closure South Worple Way, Mortlake (Reference 22/190)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water service pipe maintenance works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in South Worple Way, Mortlake.

2. Whilst the works take place, no person may permit a vehicle to enter or exit South Worple Way at its junction with Queens Road.

3. The order will come into effect on 31 August 2022. The restrictions will remain in force at all times from 31 August 2022 until 1 September 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via Sheen Lane, North Worple Way, and White Hart Lane

5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle.

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

1. The Council of the London Borough of Richmond upon Thames on 24 August 2022 made the above Orders under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Order will come into operation on 5 September 2022.

2. The general effect of the Parking Places Order will be to introduce a Controlled Parking Zone in the Fulwell Road area in lengths of Clonmel Road, Fulwell Road, Stanley Road, Wellington Road Wilcox Road and Winchendon Road. The zone will operate between 8.30am and 6.30pm on Mondays to Fridays inclusive.

3. The general effect of the Parking Places Supplementary Provisions Permits and Parking Charges Orders will be to set the charges for parking permits and RingGo as described in Schedules 1 and 2 to this Notice.

4. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in various lengths of Clonmel Road, Fulwell Road, Paget Close, Princes Road, Stanley Road, Wellington Road, Wilcox Road and Winchendon Road operating at any time and between 8.30am and 6.30pm on Mondays to Fridays inclusive.

5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.

6. Copies of particulars giving more details of the scheme : -

a) can be inspected, quoting Reference 22/193, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

b) may be viewed on the Council's web-site at

7. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director, Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Order runs, modify or suspend the Order or any provision thereof.

8. If the provisions of the Order continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of an Order under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such an Order for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. by 10 March 2023. send a statement in writing of their objection and the grounds of that objection to the adder s below.

10. If any person wishes to question the validity of this Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
