Manchester Road Leigh - Prohibition of Waiting and Loading
Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Leigh Roads) (Traffic Regulation Consolidation) Order 2004 (Amendment No.137) Order 2022
The effect of the Order will be to introduce no waiting at any time on:
* Edale Road Leigh (northeast side) from its junction with Manchester Road for a distance of 10 metres in a northwest direction
There will be limited exceptions permitting vehicles to wait to enable people to board or alight, for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers, for local authority, Water Companies and Post Office purposes, if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral, to take on fuel, water or air at any garage, for the delivery or collection of goods and for loading or unloading, or the avoidance of an accident. The effect of the Order will be to introduce no loading at any time on:
* Manchester Road Leigh (west side) from its junction with Edale Road to its junction with Patterdale Road
The Order also provides that if any vehicle is left in any road or length of road affected by the Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and/or the vehicle may be removed. A copy of the proposed Order, the Order to be amended, the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing
Any objection to the Order must be made in writing and specify the grounds thereof and must be made to the Assistant Director Legal, Town Hall, Library Street, Wigan quoting reference RD/LS/DC/C108/446 not later than 16/09/2022.
Loire Drive and Bengal Street, Car Parks - Electric Vehicle Recharging Parking Bays For Taxi and Private Hire Vehicles Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 32 (1) and 35(1) of the Road Traffic Regulation Act 1984 and Part IV of Schedule 9 to the Act and all other enabling powers, proposes to make the Wigan Borough (Off Street Parking Places) (Loire Drive and Bengal Street, Car Parks) (Electric Vehicles Recharging Parking Bays (Taxi and Private
Hire) Amendment) Order 2022.
The effect of the Order will be to authorise the installation of electric vehicle recharging parking bays for taxi and private hire vehicles, limited to one hour, in:
* Loire Drive Car Park, Wigan
* Bengal Street, Leigh
There will be limited exceptions permitting vehicles to wait the vehicle is waiting owing to the driver being prevented from proceeding by circumstances beyond his control or to such waiting being necessary in order to avoid an accident; the vehicle is being used for fire brigade, ambulance or police purposes; the vehicle is needed for the maintenance, cleansing, improvement or reconstruction of the car park of which contains the said electric vehicle recharging parking bay; and getting or giving help in consequence of an accident or an emergency, or otherwise taking action for public safety.
The Order also provides that if any vehicle is left in contravention of any provision of the Order the vehicle may be removed.
