(West Mersea, Colchester) Temporary Waiting and Loading Restrictions Order 2022

Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 Has Made the following order under Section 14 (1) of the Road Traffic Regulation Act 1984.
Effects of the order: To introduce no waiting and no loading restrictions between 06.00 and 23.00 on Saturday 13th August 2022 on the following lengths of road in West Mersea in the borough of Colchester.

Road Description
St Peters Road Both sides from a point 10 metres south of its junction with Victory Road to its junction with Firs Road Coast Road Both sides between its junction with The Lane and Victory Road
Firs Chase Both sides for its entire length on the parts of Firs Chase from its junction with Firs Road to Coast Road and its junction with Firs Road to The Lane
The Lane Both sides for its entire length
Firs Hamlet Both sides for its entire length
Rosebank Road Both sides for its entire length
Stonehill Way Both sides for its entire length
Blackwater Drive Both sides for its entire length
City Road Both sides for its entire length
Victory Road The north side for its entire length

The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended in so far as it relates to the parking, waiting and stopping restrictions detailed in this notice.
The Order will come into operation at 6am on Saturday 13th August 2022 and will continue in force until 11pm on Saturday 13th August 2022.

(City of Colchester) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.13) Order 2022
Proposed Conversion of Footway to Segregated & Unsegregated Shared Footway/Cycleway
Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the order: To Introduce No Waiting at Any Time restrictions on; Layer Road in the City of Colchester, on its Eastern Side from a point approximately 8.9 metres north of the northern kerb line of Messines Road in a northerly direction for approximately 26.7 metres, and from a point approximately 11.4 metres north of the northern kerb line of St Barbara's Road in a northerly direction for approximately 129.6 metres. This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TL985 237 revision 0 to revision 1.
Notice is also hereby given that Essex County Council proposes to convert footway into shared unsegregated & segregated footway/cycleway on Layer Road in the City of Colchester under highway improvement powers given by Section 65 of the Highways Act 1980:

Unsegregated footway/cycleway Layer Road:

Layer Road WEST SIDE: From a point approximately 66.8 metres south of the northern kerb line of Turnstile Square, in a northerly direction for approximately 166 metres. Width varying between approximately 3 and 4 metres.
Layer Road EAST SIDE: From a point approximately 32.7 metres south of the northern kerb line of St Barbara's Road northwards to its junction with Messines Road. Width varying between approximately 3 and 3.8 metres.

Segregated footway/cycleway Layer Road:

The Order will come into operation on 12 August 2022.

(Church Lane, Beaumont) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Lane, Beaumont in the District of Tendring, from its junction with Harwich Road to its end a distance of approximately 262m. The closure is scheduled to commence on 9th September 2022 for 14 days, or where stated on a valid permit (MT001DS0044735 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water No alternative route is available for this closure.
The Order will come into effect on 18th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Church Road, Wormingford) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Road, Wormingford in the Borough of Colchester, from its junction with Main Road for a distance of approximately 110m in a north easterly direction. The closure is scheduled to commence on 5th September 2022 for 3 days, or where stated on a valid permit (EP201EH2328816 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while drainage/ironworks replacement works are undertaken by Essex County Council.
An alternative route is available via Main Road, Sandy Hill, Lower Road, Colchester Road, Bridge Street, Church Square, Nayland Road, Clicket Hill, Road from Cricket Hill Via 8600 to Nayland, Smallbridge, Mill Hill, Church Road and vice versa.
The Order will come into effect on 18th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Ponders Road, Fordham) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Ponders Road, Fordham in the Borough of Colchester, from its junction with Halstead Road for a distance of approximately 50m in a north easterly direction. The closure is scheduled to commence on 5th September 2022 for 3 days, or where stated on a valid permit (AD03160575290 -Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while stoptap replacement works are undertaken by Anglian Water. An alternative route is available via Church Road, Mill Road, Fiddlers Hill, Porters Cottages, Wood Lane, Halstead Road, Fordstreet Hill, Ford Street and vice versa (with access only into Ponders Road).
The Order will come into effect on 18th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Priory Road, Tiptree) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Priory Road, Tiptree in the Borough of Colchester, from a point approximately 360m south west then south east of its junction with Grange Road for a distance of approximately 30m in a south easterly direction. The closure is scheduled to commence on 7th September 2022 for 3 days, or where stated on a valid permit (AD01460672993 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while premis installation works are undertaken by Anglian Water.
An alternative route is available via Braxted Park Road, Grange Road, Priory Road and vice versa with access only into Priory Road.
The Order will come into effect on 18th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Salmons Lane, Coggeshall) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Salmons Lane, Coggeshall in the Borough of Colchester, from a point approximately 330m north west of its junction with Coggeshall Road for a distance of approximately 90m in a north westerly direction. The closure is scheduled to commence on 7th September 2022 for 3 days, or where stated on a valid permit (AD01460686458 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while premis point installation works are undertaken by Anglian Water.
An alternative route is available via Broad Green, A120 From J B1024 To J A12, Colchester Road, Coggeshall Bypass, A120 From J B1024 North of Coggeshall to J B1024 East of Coggeshall, Tey Road, Buckley's Lane, Buckleys Lane and vice versa with access only into Salmons Lane and East Gores Road.
The Order will come into effect on 18th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(School Lane, Great Wigborough) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of School Lane, Great Wigborough in the Borough of Colchester, from a point approximately 320m north west of its junction with Maldon Road for a distance of approximately 50m in a north westerly direction. The closure is scheduled to commence on 5th September 2022 for 5 days, or where stated on a valid permit (EC30023599020 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.
An alternative route is available via Layer Road, Colchester Road, Maldon Road and vice versa with access only into School Lane.
The Order will come into effect on 18th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(St Marys Road, Great Bentley) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of St Marys Road, Great Bentley in the District of Tendring, from a point approximately 150m north east of its junction with Plough Road for a distance of approximately 90m in a north easterly direction. The closure is scheduled to commence on 5th September 2022 for 5 days, or where stated on a valid permit (EC30048145198 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while connection works are undertaken by UK Power Networks.
An alternative route is available via Plough Road, Weeley Road and vice versa (with access into St Marys Road).
The Order will come into effect on 18th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, Colchester) (Temporary Prohibition of Traffic & Temporary Introduction of 30mph Speed Limit) & (Temporary Introduction of Clearway) & (Maldon Road, Colchester) (Temporary Suspension of Bus Lane) (No.9) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:

1. To temporarily close those lengths of road in the Borough of Colchester as specified in schedule 1 to this Order

2. To temporarily introduce a 30mph speed limit in those lengths of road as specified in the schedule.

3. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of road and those in schedule 2 for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

4. To temporarily suspend the bus lane in Maldon Road, Colchester from Beaconsfield Avenue to Southway as detailed in 'The Colchester Borough (Various Roads, Colchester) (Reserved Bus Lane) Order 2000 for the duration of the above closures only.

The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 18th August 2022 exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
