1. The Council of the London Borough of Richmond upon Thames on 3 August 2022 made the above Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Waiting and Loading Restriction Amendment

Order is to introduce lengths of yellow lines as set out in the schedule to this Notice.
3. The general effects of the Disabled Persons Parking Places Order is to

Introduce parking bays as detailed in the Schedule to this Notice.
4. Copies of the Orders, which come into operation on 8 August 2022, plans showing the location and effect of the Orders and the Council's Statement of Reasons for making the Orders: -

(a) can be inspected, quoting Reference 22/062, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

5. Any person desiring to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE

Kingston Road and Bushy Park Road, Teddington:
To introduce a disabled persons' parking bay in the vicinity of No. 5 The Pavement, Bushy Park Road and introduce double yellow lines ("no waiting at any time") on the south-western side of Kingston between a point outside No 212 Kingston Road and a point outside No. 222 Kingston Road.
To extend the existing double yellow line ("no waiting at any time"] from the north-western kerb-line of Marston Road by 7 metres in the north-westerly direction.
To introduce a 6 metre length of double yellow lines ("no waiting at any time") in Orchard Road, outside the access to the bin storage area outside Nos 1-32 Orchard Road.
To introduce double yellow lines ("no waiting at any time") in Runnymede on the western side, northern extremity and on its eastern side between the cul de sac and the northern end of the grass verge,
To introduce double yellow lines ("no waiting any any time") on the eastern side of St Vincent Road between Nos 2 and 12 and to remove 2 footway parking spaces outside No. 2 and Nos. 6 and 8.
To introduce double yellow lines ("no waiting at any time") in Springfield Road, outside Nos. 34 and 36 to around the fire hydrant.
To Introduce 4 metre lengths of double yellow lines ("no waiting at any time") in outside No. 51 and 87 Waverley Avenue, Twickenham to facilitate access to fire hydrants.
To introduce double yellow lines ("no waiting at any time") at the junction of Westhay Gardens and West Temple Sheen.
To introduce double yellow lines ("no waiting at any time") in the turning circle of West Temple Sheen.
3. The order will come into effect on 17 August 2022. The works are anticipated to be in progress from 17 August 2022 until 19 August 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Road Traffic Regulation Act 1984 - Section 14

(1)
Temporary Road Closure Whittaker Avenue, Richmond (Ref: 22/176)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate outdoor hospitality they have made a temporary Traffic Order, the effect of which will be to introduce a road closure in Whittaker Avenue, Richmond.

2. Whilst the works take place no person may permit a vehicle to proceed, wait or stand in Whittaker Avenue, from the south-western kerb-line, north-eastwards for a distance of 7 metres.

3. The order will come into effect on 10 August 2022. The restrictions will be in force at all times from 10 August 2022 until 28 December 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

5. Nothing in the Order will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

The London Borough Of Richmond Upon Thames (Off Stret Parking Places) (Civil Enforcement Area) (Amendment No. *) Order 202*
North Lane (East) Car Park, Teddington (Reference 22/185)

1. The Council of the London Borough of Richmond upon Thames propose to make the above Order under section 32 of the Road Traffic Regulation Act 1984, as amended.

2. The objective of the Order is to revoke the provisions of the Off-Street Parking Places Order where they relate to the North Lane (East) Car Park, Teddington, following the decision to close the car park.

3. Copies of particulars giving further details of the proposals: -

2. The general effect of the Order will be to upgrade the single yellow lines in the Holly Road Service Yard to double yellow lines ("no waiting at any time") to being them in line with the on-street layout.

3. Copies of the Order, which comes into operation on 8 August 2022, a plan showing the location and effect of the and the Council's Statement of Reasons for making the Order: -

4. 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
