NOTICE OF ADOPTION

In accordance with Regulations 26, 35 and 36 of the Town and Country Planning (Local Planning) (England) Regulations 2012 (as amended) ("the 2012 Regulations") this Adoption Statement hereby gives notice that the London Boroughs of Barnet, Camden, Enfield, Hackney, Haringey, Islington and Waltham Forest (“the Borough Councils”) resolved to adopt the joint North London Waste Plan: 2021-2036 as a development plan document on:
London Borough of Barnet: 1 March 2022
London Borough of Camden: 4 July 2022
London Borough of Enfield: 13 July 2022
London Borough of Hackney: 26 January 2022
London Borough of Haringey: 18 July 2022
London Borough of Islington: 3 March 2022
London Borough of Waltham Forest: 3 March 2022
The North London Waste Plan (“the NLWP”) will form part of the ‘Development Plan’ for each of the North London Boroughs which comprises the London Plan and borough Local Plans. The NLWP has two main purposes:
• to ensure there will be adequate provision of suitable land to accommodate waste management facilities of the right type, in the right place and at the right time up to 2036 to manage waste generated in North London; and
• to provide policies against which planning applications for waste development will be assessed, alongside other relevant planning policies/guidance.
The NLWP was the subject of an independent examination conducted by Stephen Normington BSc DipTP MRICS MRTPI FIQ FIHE, an Inspector appointed by the Secretary of State. The NLWP was submitted for examination on 8 August 2019 and examination hearings were held between 20 and 21 November 2019. In his report dated 27th October 2021 the Inspector confirmed that the NLWP was sound, subject to a number of main modifications. The main modifications recommended by the Inspector, together with additional minor modifications, have been adopted and are included in the adopted North London Waste Plan.
Any person aggrieved by the North London Waste Plan may, with the leave of the High Court, make an application under Section 113 of the Planning and Compulsory Purchase Act 2004 to quash the NLWP on the grounds that:
a. the North London Waste Plan is not within the appropriate power; or
b. a procedural requirement has not been complied with.
Any such application for leave must be made to the Court promptly and in any event no later than the end of the period of six weeks beginning with the day after the date on which the North London Waste Plan was adopted by all the boroughs (i.e. 30 August 2022).
In accordance with Regulations 26, 35 and 36 of the 2012 Regulations the following documents have been made available:
i) The North London Waste Plan: 2021-2036;
ii) This Adoption Statement;
iii) The Sustainability Appraisal (2019) and Main Modifications Sustainability Addendum Report (2021) and
iv) The Inspector’s report together with the Schedule of Main Modifications.
The documents listed at (i) to (iv) above can be viewed on the North London Waste Plan website at www.nlwp.net and will also be made available for inspection at the following venues during normal office hours:
