Temporary Waiting and Loading Restrictions Order 2022
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 01 July 2022 intends to make the following order under Section 14 (1) of the Road Traffic Regulation Act 1984.

(West Mersea, Colchester) (Temporary Waiting and Loading Restriction) Order 2022
Effects of the order: To introduce no waiting and no loading restrictions between 06.00 and 23.00 on Saturday 13th August 2022 on the following lengths of road in West Mersea in the borough of Colchester.

Road Description

St Peters Road Both sides from a point 10 metres south of its junction with Victory Road to its junction with Firs Road
Coast Road Both sides between its junction with The Lane and Victory Road
Firs Chase Both sides for its entire length on the parts of Firs Chase from its junction with Firs Road to Coast Road and its junction with Firs Road to The Lane
The Lane Both sides for its entire length
Firs Hamlet Both sides for its entire length
Rosebank Road Both sides for its entire length
Stonehill Way Both sides for its entire length
Blackwater Drive Both sides for its entire length
City Road Both sides for its entire length
Victory Road The north side for its entire length

The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 will be temporarily amended in so far as it relates to the parking, waiting and stopping restrictions detailed in this notice.
The Order will come into operation at 6am on Saturday 13th August 2022 and will continue in force until 11pm on Saturday 13th August 2022.

(City of Colchester) (E-Scooter) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1) and (2), and 2(1) to (3) and Part IV of Schedule 9 of the Road Traffic Regulation Act 84 as amended, the Electric Scooter Trials and Traffic Signs (Coronavirus) Regulations and General Directions 2020 and pursuant to the order made by the Department of Transport under Section 44 and Section 63(5) of the Road Traffic Act 1988 as amended which provides that an authorised operator can permit their rental electric scooters to be used on roads within the geo fenced area of Colchester (as outlined on the website) during an authorised trial. Essex County Council, has made an order, the effect of which will be to allow electric scooters to be used in those cycle tracks and cycle lanes within the geo fenced area of Colchester which are either restricted for use by traffic and which permit pedal cycles or solo motorcycles to use these road spaces.
Effect of the order: The original trial period for Essex has been extended by The Department for Transport to allow for additional detailed data gathering. In order to ensure the legitimacy of the use on those cycle tracks and cycle lanes within the geo fenced area of Colchester which are either restricted for use by traffic and which permit pedal cycles or solo motorcycles the experimental order made on 12 February 2021 is now being made permanent. The original provider of e- scooters in Essex "Spin" globally became a part of TIER Mobility AG in Spring 2022. TIER will manage the trials until their current end date of November 2022. The existing fleet of vehicles will be replaced overnight in each area to avoid their being two services operating.
Under the new Transport Bill introduced in the 2022 Queen's Speech, private electric
scooters will eventually legally be allowed to ride on public roads. However, details of the
Bill or a timeline for implementation are yet to be published.
Date of operation: The Order came into operation on 12 August 2022.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Footpath
11, Elmstead, Tendring) (Temporary Prohibition of Use Extension) Order 2022
Notice is hereby given that the above Order made by Essex County Council, under s14 of the Road Traffic Regulation Act 1984 (as amended), has been continued in force with the consent of the Secretary of State for the Department for Transport until 01 August 2023.
Effect of the order: To temporarily close Footpath 11, Elmstead, in the District of Tendring. For its entire length.
The closure commenced on 01 February 2022 and is required for the safety of the public due to construction works being undertaken.

(Chittts Hill, Stanway) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Chitts Hill, Stanway in the Borough of Colchester, from its junction with Cook Lane for a distance of approximately 180m in a south easterly direction. The closure is scheduled to commence on 15th August 2022 for 22 days, or where stated on a valid permit (EP02231006757 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while construction works are undertaken by M.Anderson Construction Ltd. An alternative route is available via Chitts Hill, Argents Lane, Spring Lane, Halstead Road, Halstead Road Roundabout and vice versa.
The Order will come into effect on 4th August 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(London Road, Great Horkesley) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of London Road, Great Horkesley in the Borough of Colchester, from a point approximately 70m south of its junction with Fishponds Hill for a distance of approximately 330m in a southerly then south westerly direction. The closure is scheduled to commence on 25th August 2022 for 1 day, or where stated on a valid permit (BC008PTMS398346A - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole test works are undertaken by Openreach.

(Priory Street, Colchester) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Priory Street, Colchester in the Borough of Colchester, from a point approximately 180m north east of its junction with St Botolphs Street for a distance of approximately 70m in a north easterly direction. The closure is scheduled to commence on 21st August 2022 for 1 day, or where stated on a valid permit (AD01460306408 - Anglian Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while washout install works are undertaken by Anglian Water.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of School Road, Copford in the Borough of Colchester, from a point approximately 170m south east then south west of its junction with Allendale Drive for a distance of approximately 30m in a south westerly direction. Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Upland Drive, Colchester in the Borough of Colchester, from a point approximately 45m south west of its junction with St Cyrus Road for a distance of approximately 75m in a south westerly direction.
