Notice of making

Harlow District Council ("the Council"), under Sections 1(1), 2(2), 3, 4(1), 4(2), 32, 35, 45(1), 45(2), 46(1), 46(2), 49, 53, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 ("the 1984 Act") (as amended by the Road Traffic Regulation (Parking) Act 1986) and Sections 43, 66 and 74 (as modified by Statutory Instrument 2003 No. 2440) and Part 6 of the Traffic Management Act 2004 ("the 2004 Act") and of all other powers enabling in that behalf and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act and in accordance with the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996, has made the above Order:

Harlow District Council (Mill Hatch (Edinburgh place) Harlow, Essex) (Introduction of Off Street Payment parking places) Order 2022.

The effect of this Order will be to introduce: a) Payment parking places.

To the area of the road shown on the plan and specified in the schedules to this Order.
A copy of the sealed Order, plan and schedule are available for inspection at the Civic Centre, Water Gardens Harlow CM20 1WG and Chelmsford Library, Market Road, Chelmsford, CM1 1LH during normal officer hours. Copies can be acquired on payment of photocopying charges.

The Order comes into force on 8TH August 2022, but if any person wishing to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that a requirement of the Act, or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
