Northumberland County Council (3rha Freedom Parade, Hexham) Temporary Traffic Regulation Order 2022 Road Traffic Regulation Act 1984 - Section
16A
NOTICE IS HEREBY GIVEN that Northumberland County Council ("the Councir), in exercise of its powers as the local traffic authority under section 16A of the Road Traffic Regulation Act 1984 ("the Act") and all other enabling powers, has made on the 29th June 2022 the Northumberland County Council (3RHA Freedom Parade, Hexham) Temporary Traffic Regulation Order 2022 ("tfie TTRO").
The Council has made the TTRO for the purposes of facilitating the holding of the 3RHA Freedom Parade ("the Event") by restricting traffic on Beaumont Street, St Mary's Wyd ("Road One") Market Street ("Road Two") Moot Hall Footway ("the Footway") Chisholm Place, Priestpopple, Cattle Market, Battle Hill and Beaumont Street ("Road Four") and by designating no waiting at any time on Beaumont Street, St Mary's Wyd ("Road Four") Priestpopple, Battle Hill and Castle Market ("Road Five").
The TTRO shall come into force and subject to the provisions of section 16B of the Act at the following times:
a. Road One at 6:00 hours on 16th July 2022 and will remain in force until 11:30 hours on 16th July 2022;
b. Road Two at 10:00 hours on 16th July 2022 and will remain in force until 11:30 hours on 16th July 2022;
c. The Footway at 11:00 hours on 16th July 2022 and will remain in force until 11:30 hours on 16th July 2022;
d. Road Three will be a rolling road closure between 10:00 hours on 16th July 2022 and will remain in force until 10:30 hours on 16th July 2022; and
e. Road Four and Road Five at 17:00 hours on 15th July 2022 and will remain in force until 11:30 hours on 16th July 2022.
An alternative route will be available for use whilst the TTRO is in force being the A6097 Priestpopple, the A6079 Station Road, Alemouth Road, Haugh Lane and Gilesgate in Hexham.
All restrictions on the Road will be sign-posted and staffed and will remain in force only for as long as is necessary.
Nothing in the TTRO shall apply to:
f. Any activities taking place on the Road related to the organisation and holding of the Event;
g. Anything done with the permission of, or at the direction of, a police officer or a Duly Authorised Officer of the Council.
h. Any vehicle being used by, or for the purposes of, the emergency services;
i. Any vehicle being used by or for the purposes of a statutory undertaker (e.g. the loss of supplies of gas, electricity or water to premises in the area, which requires vehicles to be brought onto the Road);
j. Pedestrian access to any premises adjoining the Road; or k. Access for residents and businesses in respect of St Mary's Wyd and Market Street.
