The Hampshire County Council (M27 Junction 10) (Slip Roads, Special Roads) Scheme 2022 The Hampshire County Council (M27 Junction 10 Slip Roads And A3222 Welborne Link Road) (Side Roads) Order 2022
Hampshire County Council ("the Council") hereby gives notice that it has made, and is about to submit to the Secretary of State for Transport for confirmation - (1) A Special Roads Scheme, made in accordance with an Agreement made with National Highways Limited under Sections 6 and 8 of the Highways Act 1980, under Sections 16, 17 and 19 of the Highways Act 1980, which - (i) Authorises Hampshire County Council, on behalf of National Highways Limited as the Special Road authority for the M27 Motorway, to provide for the exclusive use of traffic of Classes I and 11 of the classes of traffic set out in Schedule 4 to the Highways Act 1980, three new slip roads, a M27 eastbound exit slip road, a M27 westbound entry slip road, and a M27 westbound exit slip road, to connect the M27 Motorway with the new A3222 Welborne Link Road described below; and (ii) Provides for each of the new Special Roads to become trunk roads on the date when the Scheme comes into force. (2) An Order, made in accordance with an Agreement made with National Highways Limited under Sections 6 and 8 of the Highways Act 1980, under Sections 14, 18 and 125 of the Highways Act 1980, which will authorise Hampshire County Council to- (i) Stop up highways, (ii) Construct new highways, (iii) Stop up private means of access to premises, and (iv) Provide new means of access to premises, all on or in the vicinity of the Special Roads referred to in ( 1) (i) above, and a length of the M27 Eastbound Entry Slip Road which connects the A32 Wickham Road to the eastbound carriageway of the M27 Motorway, which the Council propose to improve, by its widening on its western side, where it junctions with the A32 Wickham Road and which will create a new slip road boundary with the A32 Wickham Road; and the Classified Roads, being the highway which the Council propose to construct, as the A3222 Welborne Link Road, from and including a new tear drop roundabout, to connect with a new westbound exit slip road and a new westbound entry slip road of the M27, lying to the west of the A32 Wickham Road, northwards to and including a new roundabout junction on the north side of the M27 Motorway and lying to the south of the western end of Dean Farm Estate, then eastwards to and including a new roundabout junction some 200 metres south west of the A32 Wickham Road and lying to the east of Dean Farm and Dean Farm Estate, then north eastwards to junction with a new roundabout on the A32 Wickham Road, some 150 metres north of the junction of the A32 Wickham Road with Pook Lane; and the A32 Wickham Road which the Council propose to improve from a point 380 metres generally north of its junction with Pook Lane, southwards, to and including a new roundabout junction, some 150 metres north of its junction with Pook Lane, then southwards to a point 62 metres south of its junction with the existing M27 eastbound entry slip road, in the Borough of Fareham, in the County of Hampshire. COPIES of the Special Roads Scheme and Side Roads Order and of their relevant plans have been deposited and may be inspected free of charge at all reasonable hours from 5" July 2022 until 25" August 2022 at: The offices of Hampshire County Council, The Castle, Winchester SO23 8UJ; The offices of Fareham Borough Council, Civic Offices, Civic Way, Fareham PO16 7A4Z; and Fareham Library, Osborn Road, Fareham PO16 7EN (Monday, Tuesday, and Thursday to Saturday- 9:30 a.m.- 5:00 p.m. and Wednesday 9:30 a.m.-- 1:30 p.m.)
In addition, a copy of the Special Roads Scheme and Side Roads Order and their relevant plans have been made available online on the Council's website at: Have your say I About the Council I Hampshire County Council and http://wwwy_hangts_gay_uk/transport/transportschemes/m27junction10 ANY PERSON may not later than 25 August 2022, object to the confirmation of the Special Roads Scheme or Side Roads Order by notice to the Secretary of State for Transport, at the National Transport Casework Team, Tyneside House, Skinnerburn Road, Newcastle Business Park, Newcastle upon Tyne NE4 7AR, or by email to nationalcasework@dft.gov.uk, stating the title of the Scheme or Order and the grounds of their objection. In the preparation of an objection and the statement of grounds of objection it should be borne in mind that the substance of any objection or representation may be communicated to other people who may be affected by it. In submitting an objection or representation it should be noted that your personal data and correspondence will be passed to the Council to enable your objection or representation to be considered. If you do not wish your personal data to be forwarded, please state your reasons when submitting your objection or representation and the Secretary of State will copy your representations, with your name and address removed to the Council; if there is to be a Public Local Inquiry they will be seen in that form by the Inspector, who may give them less weight as a result.
