Notice of Confirmation of An Order Highways Act 1980 Public Path Diversion Order Footpath 10 High Ongar
On 25th April 2022 Essex County Council confirmed the above order made under section 119 of the Highways Act 1980.
The effect of the order as confirmed is to divert a part of Footpath 10 High Ongar of unknown width running from the edge of a field through the grounds of the property known as Fickle Field in a north easterly direction to Norton Lane to an alternative route 2metres in width commencing from the same starting point running in a north, north westerly, then north easterly and easterly directions around the northern edge of the property grounds to meet Norton Lane.

The documents can be made available for inspection 8.30am - 4.30pm Mon-Fri at Essex County Council E block reception, County Hall, Market Road, Chelmsford. Copies of the orders and order maps have also been sent to High Ongar Parish Council and Epping Forest District Council. The alternative route came into force on 23rd May 2022 and the old route was stopped up with effect from 30th May 2022 but if a person aggrieved by the order wants to question its validity, or that of any provision contained in it, on the ground that it is not within the powers of the Highways Act 1980, as amended, or on the ground that any requirement of the Act, as amended, or of any regulation made under the Act has not been complied with in relation to the Order, he or she may, under paragraph 2 of Schedule 2 to the Act as applied by paragraph 5 of Schedule 6 to the Act, within 6 weeks from 30th June 2022 make an application to the High Court.

(Footpath 22, Stapleford Abbotts) (Temporary Prohibition of Use) Order 2022

Notice is hereby given
that the Essex County Council intends to make the above Order under section S14(1) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), and Schedule 1 of The Traffic Orders Procedures Regulations 1996.
Effect of the order: To temporarily close to all traffic under section S14(1) of The Road Traffic Regulations Act 1984 (as amended) Footpath 22, in the District of Epping Forest, from its junction with B175 Stapleford Road to its junction with Footpaths 21 and 37, Stapleford Abbotts, Epping Forest, for a distance of approximately 385 metres.
The closure is scheduled to commence on 18 July 2022 or where appropriate signs are showing and weather permitting. allow for repair works to be carried out namely, to strip existing surface, lay new drainage and construct new road surface, and to facilitate the construction of 20 new dwellings. The alternative route will be via Footpath 37, from its junction with Footpath 22 and Footpath 21, heading in a north-easterly, then easterly direction to its junction with B175 Stapleford Road, then north on B175 Stapleford Road to its junction with Footpath 22, and vice versa.
The Order will come into effect on 18 July 2022 and may continue in force for 6 months, or until the works have been completed, whichever is the earlier. This Order may be extended by the Secretary of State if an extension is required.

(Footpath 168, Harlow) (Temporary Prohibition of Use) Order 2022

Notice is hereby given that the Essex County Council intends to make the above Order under section S14(1) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), and Schedule 1 of The Traffic Orders Procedures Regulations 1996.
Effect of the order: To temporarily close to all traffic under section S14(1) of The Road Traffic Regulations Act 1984 (as amended) Footpath 168, in the District of Harlow, from its junction with B183 Gilden Way, southwards to its junction with Footpath 166, Harlow, for a distance of approximately 1363 metres. The closure is scheduled to commence on 04 July 2022 or where appropriate signs are showing and weather permitting. The closure is required to ensure the safety of the public and workforce whilst construction of a land drain is being undertaken.
The first alternative route will be via B1383 Gilden Way, heading west to the roundabout junction with Mandela Avenue, then south onto London Road, then east onto Footpath 166, and vice versa.
The second alternative route will be via B1383 Gilden Way, heading east to its junction with Footpath 162, then south to Footpath 166, and vice versa. The Order will come into effect on 04 July 2022 and may continue in force for six months, or until the works have been completed, whichever is the earlier

(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.19 part 1) Order 2022

Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.
The effect of the Order:
1. To implement the following changes to restrictions in the District of Epping Forest:
(a) To introduce double yellow lines (No Waiting At Any Time): on the south side of Mayflower Way, from its junction with Onslow Gardens for about 10 metres each side; on Onslow Gardens, east side, from its junction with Mayflower Way to the shared boundary of Nos. 1 and 3; on Onslow Gardens, west side, from its junction with Mayflower Way to a point about 10 metres south of that; on Onslow Gardens, west side, from its junction with Churchill Close for about 10 metres each side; on Churchill Close, both sides, from its junction with Onslow Gardens to a point 10 metres west of that; on the junction of Ormonde Rise and Russell Road; on The Elms, both sides, from its junction with Coopers Hill to a point about 22 metres west of that; and on Coopers Hill, east side, from a point opposite the shared boundary of Nos. 48 and 50 to a point opposite the shared boundary of Nos. 36 and 38.
(b) To introduce 'No Stopping At Any Time' red route restrictions: on Elizabeth Close, from its junction with Nazeing Road in a southerly direction for 15 metres; on Nazeing Road, north side, from outside No. 1 Langley Green to outside the eastern boundary of All Saints and St Giles Church; on Nazeing Road, south side, from a point opposite No. 7 Langley Green to outside the eastern boundary of All Saints and St Giles Church; on both sides of the road leading to Nazeingbury Parade and Nazeingbury Close, from its junction with Nazeing Road to its junction with Nazeingbury Parade; Nazeingbury Parade, both sides, from its junction with Nazeing Road to a point about 6 metres north of that; on St Nicolas Place, both sides, from its junction with Borders Lane to the southern Boundary of No. 6; on Borders lane, north side, about 13 metres each side of its junction with St Nicholas Place; on the turning head of Brook Road, outside Nos. 1 and 2; on The Drive, north side, from its junction with High Road to a point about 110 metres west of that; on The Drive, south side, from its junction with High Road to a point about 66 metres west of that; on High Road, west side, from its junction with The Drive, in a southerly direction for about 8 metres; on the junctions of Brook Road and Brooklyn Avenue, Brooklyn Avenue and Churchfields, Churchfields and Priory Road, Brooklyn Avenue and Priory Road and The Lindens and Alderton Hall Lane.
(c) To extend double yellow lines (No Waiting At Any Time): on the south side of Ninefields so they now extend from a point 20 metres east of its junction with Badburgham Court to a point 20 metres west of its junction with Badburgham Court; on the north-west side of Ravensmere so it now extends from its junction with Kendal Avenue to its junction with its arm leading to Nos. 8 to 16; and on the south-east side of Ravensmere so it now extends from its junction with Kendal Avenue to a point about 20 metres northeast of that.
(d) To replace double yellow lines (No Waiting At Any Time) with 'No Stopping At Any Time' red route restrictions: on Brooklyn Avenue, south side, from the western boundary of No. 1 to its junction with High Road; on Brooklyn Avenue, north side, from the western boundary of No. 2 to its junction with Brooklyn Parade; on the junctions of Poundfield Road and Alderton Hall Lane and Greenfields and Alderton Hall Lane.
(e) To introduce Resident Permit Parking Areas: for 'OR1' permit holders on Ormonde Rise; for 'R1' permit holders on Ravensmere.
(f) To introduce 'No Waiting Mon-Sat 8am-6pm' on Onslow Gardens, west side, from a point about 10 metres south of Mayflower Way to a point about 10 metres north of Churchill Close.
2. To amend The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 to allow the properties detailed in Column 2 of the table in the Schedule to this Notice to be able to purchase permits for the proposed zones listed in Column 1 of that table.
This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the following tile numbers with revision 1: TL385 060, TL390 057, TL550 022, TL550 035, TQ415 932, TQ420 960, TQ430 957, TQ430 960; replacing the following tile numbers with revision 2: TL395 007, TL460 017, TL460 020, TQ410 940, TQ410 942, TQ430 962; replacing the following tile number with revision 3: TQ420 962 and inserting TL385 057 at revision 0.
Date of operation: The Order will come into operation on Monday 8th August 2022.

Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(London Road, Stapleford Tawney) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of London Road, Stapleford Tawney in the District of Epping Forest, from its junction with A113-London Road for a distance of approximately 175m in a northwesterly direction. The closure is scheduled to commence on 27th July 2022 for 1 day, or where stated on a valid permit (BC008JP032 - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole installation works are undertaken by Openreach. An alternative route is available via London Road, Berwick Lane, School Road, Epping Road, Tawney Common, Tawney Lane and vice versa. The Order will come into effect on 7th July 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(North End, Buckhurst Hill) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of North End, Buckhurst Hill in the District of Epping Forest, from its junction with High Road to its junction with The Stables a distance of approximately 70m. The closure is scheduled to commence on 25th July 2022 for 33 days, or where stated on a valid permit (MU04769418087 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while main installation works are undertaken by Thames Water An alternative route is available via High Road and access only to North End vice versa.
The Order will come into effect on 7th July 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Parsloe Road, Harlow) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Parsloe Road, Harlow in the District of Harlow, from its junction with Burnett Park for a distance of approximately 80m in a northeasterly direction. The closure is scheduled to commence on 27th July 2022 for 3 days, or where stated on a valid permit (MX06046551/NG - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water An alternative route is available via Parsloe Road, Paringdon Road, Southern Way, Water Lane, Epping Road and vice versa.
The Order will come into effect on 7th July 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Stradbroke Grove, Buckhurst Hill) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Stradbroke Grove, Buckhurst Hill in the District of Epping Forest, from its junction with Palmerston Road to its junction with The Meadway a distance of approximately 200m. The closure is scheduled to commence on 25th July 2022 for 33 days, or where stated on a valid permit (MU04751316251 - Thames Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. (Weald Hall Lane, North Weald Bassett) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Weald Hall Lane, North Weald Bassett in the District of Epping Forest, from a point approximately 95m northeast of its junction with High Road for a distance of approximately 80m in a northeasterly direction. The closure is scheduled to commence on 26th July 2022 for 1 day, or where stated on a valid permit (BC00826JULEALMC648 -Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Openreach.

(High Street, Roydon) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of High Street, Roydon in the District of Epping Forest, from a point approximately 70m northwest of its junction with The Granary for a distance of approximately 55m in a northwesterly direction. The closure is scheduled to commence on 15th July 2022 for 1 night (00:55-04:00), or where stated on a valid permit (KL736BGK-20-10-150722 - Network Rail Infrastructure Ltd). (Lower Bury Lane, Epping) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Lower Bury Lane, Epping in the District of Epping Forest, from its junction with High Street to its junction with Bury Road a distance of approximately 200m. The closure is scheduled to commence on 15th July 2022 for 5 days, or where stated on a valid permit (BC112KN-EPP80478064-FAL1 - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. (Nine Ashes Road & Woolmongers Lane, High Ongar) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order:
1. To temporarily close that length of Nine Ashes Road, High Ongar in the District of Epping Forest, from a point approximately 550m northeast of its junction with Woolmongers Lane for a distance of approximately 125m in a northeasterly direction.
2. To temporarily close that length of Woolmongers Lane, High Ongar in the District of Epping Forest, from its junction with Nine Ashes Road for a distance of approximately 15m in a westerly direction. The closures are scheduled to commence on 11th July 2022 for 12 days, or where stated on a valid permit (EC30011006528 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while cable installation works are undertaken by UK Power Networks.
An alternative route is available via Nine Ashes Road, Rookery Road, King Street, Chelmsford Road, High Ongar Road Straightening, High Ongar Road, Four Wantz Roundabout, High Street, Coopers Hill, Brentwood Road, Stondon Road, Ongar Road and vice versa.
The Order came into effect on 23rd June 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
