Introduction Of A Controlled Parking Zone P1 Putney Heath
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Wandsworth on 8 June 2022 made the following Orders under sections 9 and 10 of the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Traffic Management Act 2004:-
* The Wandsworth (Putney Heath) (Parking Places) Experimental Order 2022
* The Wandsworth (Waiting and Loading Restriction) (Special Parking Areas) (PI) Experimental Order 2022;
* The Wandsworth (Free Parking Places) (No. 1) Experimental Order 2022
2. The general effect of the Orders is to introduce a controlled parking zone in the Putney Heath area in Bowling Green Close, Heathview Gardens, Portsmouth Road,
The general effect of the Orders is to introduce a controlled parking zone in the Putney Heath area in Bowling Green Close, Heathview Gardens, Portsmouth Road,
Telegraph Road and Wildcroft Road and to introduce limited time free parking in Telegraph Road and Wildcroft Road, with a maximum stay of 4 hours operating between 7am and 7pm on Mondays to Fridays inclusive and in a section of Wildcroft Road operating between 7am and 7pm on Mondays to Saturdays inclusive with a maximum stay of 1 hour.
3. The following provisions would apply to the extended Controlled Parking Zone:
* parking places will be designated in the roads described in paragraph 2 above;
* parking places will be permit holder only with the maximum parking period being unrestricted for permit holders. The hours of operation will be 11am to Noon on Mondays to Fridays inclusive;
* vehicles which may be left in the parking places during the hours of operation will be passenger vehicles (16 passengers or less) and goods carrying vehicles: -
* displaying either a valid resident permit, a valid visitor permit or a valid business permit appropriate to the P1 zone or a disabled person's badge;
* The charge for First permit at address will be 3 months - £72.00 (online) / £94.00 (counter), 12 months - £175.00 (online) / £197.00 (counter), 1 month (new residents only) - £30.00 (online) / £52.00 (counter), greener resident permit - £79 (online) / £101 (counter)
* The charge for resident's Second and subsequent permit at address will be 3 months - £94.00 (online) / £116.00 (counter), 12 months - £228.00 (online) / £250.00 (counter), 1 month (new residents only) - £39.00 (online) / £61.00 (counter), greener resident permit - £102.00 (online) / £124.00 (counter)
* The charge for business permits available in all zones will, for first vehicle be 3 months - £325 (online) / £347 (counter), 6 months - £581 (online) / £603 (counter), 12 months - £997 (online) / £1,019 (counter), and they will be issued to any person who occupies premises in the P1 zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above.
* The charge for business permits available in all zones will for Second and subsequent vehicles be 3 months - £365.00 (online) / £387.00 (counter), 6 months - £655.00 (online) / £677.00 (counter), 12 months - £1107.00 (online) / £1129.00 (counter), and they will be issued to any person who occupies premises in the P1 zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above.
* For vehicles which carry a prominent and permanent company livery the charge for first vehicles will be 6 months - £435 (online) / £457 (counter), or 12 months - £740 (online) / £762 (counter). For electrically or gas propelled vehicles the charge will be 6 months - £290 (online) / £312 (counter), or 12 months - £495 (online) / £517 (counter);
* For greener all zone vehicles the charge for first vehicles will be 6 months - £290.00 (online) / £312.00 (counter), or 12 months - £495.00 (online) / £517.00 (counter). For electrically or gas propelled vehicles the charge will be 6 months - £290 (online) / £312 (counter), or 12 months - £495 (online) / £517 (counter);
* For greener all zone vehicles the charge for Second and subsequent will be 6 months - £364.00 (online) / £386.00 (counter), or 12 months - £609.00 (online) / £631.00 (counter). For electrically or gas propelled vehicles the charge will be 6 months - £290 (online) / £312 (counter), or 12 months -£495 (online) / £517 (counter);
* the charge for business permits available in one individual -zone only will be 3 months - £245 (online) / £267 (counter), 6 months - £444 (online) / £466 (counter), 12 months - £746 (online) / £768 (counter) and they will be issued to any person who occupies premises in the P1 zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above. For vehicles which carry a prominent and permanent company livery the charge will be 6 months - £336 (online) / £358 (counter), or 12 months - £558 (online) / £580 (counter).
* For first vehicles which are electrically or gas propelled the charge will be 6 months - £217 (online) / £239 (counter), or 12 months - £370 (online) / £392 (counter);
For second and subsequent vehicles which are electrically or gas propelled the charge will be 6 months - £273.00 (online) / £295.00 (counter), or 12 months - £467.00 (online) / £489.00 (counter);
* the charge for visitors' permits will be £8.60 per day (£4.55 pence per day if the applicant is aged 70 or over or the holder of a disabled person's badge) and for one hour CPZs £3.35 per day (£1.95 pence per day if the applicant is aged 70 or over or the holder of a disabled person's badge);
* NOTE - All residents' permits would only be valid within the zone in which the permit holder resides;
* Wandsworth Borough Council will issue all permits on application being made together with payment of the appropriate charge; and
* generally yellow line waiting restrictions will be imposed in those sections of the roads listed above which are not occupied by parking places. The restrictions would operate between 11am and Noon on Mondays to Fridays inclusive. Existing waiting restrictions, which operate for longer than those hours would remain.
4. Copies of the Orders, which will come into operation on 20 June 2022, and of documents giving more detailed particulars of the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of six months from the date on which the Orders were made in The Customer Centre, The Town Hall, Wandsworth High Street, London, SW18 2PU.
5. Whilst the Orders remain in force the Assistant Director - Traffic and Engineering, or some person authorised by him, may modify or suspend the Orders or any provision contained in them if it appears to him or that other person essential in the interests of the expeditious, convenient and safe movement of traffic or of the provision of suitable and adequate parking facilities on the highway or for preserving or improving the amenities of the area through which any road affected by the Orders run.
6. The Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely by means of Orders under sections 6, 45, 46, 49 and 124 of the Road Traffic Regulation Act 1984. Any person wishing to object to the making of Orders for the purpose of such reproduction and continuation may, within the above mentioned period of six months, send a statement in writing of their objection and the grounds on which it is made to the Director of Environment and Community Services at the address below (quoting the reference ES/TMO/1910).
7. Any person desiring to question the validity of the Orders or of any provision contained in them on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements of that Act or of any relevant regulations made under that Act have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.
