The Isle of Wight Council gives notice that from 1000 hours on Wednesday 15 June 2022 until 1800 hours on Monday 20 June 2022, a Twenty-Four Hour Highway Clearway Order will be implemented along; A): A3054 Racecourse and Fairlee Road, Newport (including the Spur Road of Fairlee Road that passes in front of the Roundhouse) from its junction with Racecourse Roundabout to its junction with Staplers Road; B): A3054 link road, Newport from its junction with A3054 Fairlee Road to its junction with A3020 Medina Way. In this Order, no person shall cause or permit any vehicle to wait on the carriageway, in the above sections of road except in the following situations:
1) If directed or with permission of a uniformed Police Officer.
2) To enable a vehicle to be used in connection with an building, operation or demolition, the removal of any obstruction to traffic, the maintenance, improvement or reconstruction of any of the lengths of road or the laying erection, alteration or repair in or near the road of any main, pipe or apparatus for the supply of gas, water or electric or any telegraphic line as defined in Schedule 2 of the telecommunications Act 1984.
3) An emergency service vehicle (Fire and Rescue, Ambulance or Police vehicles).
4) A vehicle being used in the service of a statutory undertaker in pursuance of statutory powers or duties.
5) A vehicle waiting so long as it may be necessary for any gate or other barrier at the entrance to premises to which the vehicle requires access or from which it has emerged, to be opened or closed.
6) To a vehicle waiting when the person in control of the vehicle, is required by law to stop, is required to do so to avoid an accident or is prevented from proceeding by circumstance outside their control.
7) A public service vehicle engaged on a local bus service or In connection with the conveyance of students, pupils or clients to or from any educational establishment.
8) To enable a vehicle that is being used to check, maintain or replace any sign, barrier or cone that has been placed in accordance with The Isle of Wight Festival Traffic Management Plan.
The provisions of this Order are in the interests of road and pedestrian safety due to the Isle of Wight Festival and shall apply only at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs prescribed by the current edition of the Traffic Signs Regulations and General Directions.
