(Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No. 29) Order 2022
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.
The effect of the Order: To amend the following restrictions in the Borough of Colchester:
To amend the following restrictions in the Borough of Colchester:

(a) to replace double yellow lines (No Waiting At Any Time) with 'Residents Permit Holders Only A1' bays: on the east side of the Manor Road turning head for approximately 20 metres; on the east side of Rawstorn Road outside No. 13 for approximately 6 metres; on the west side of Rawstorn Road outside No. 30 for approximately 2.6 metres; on the east side of St Albans Road from approximately 8.5 metres north of its junction with Papillon Road for approximately 7.4 metres; on the east side of St Albans Road outside No. 39 to No. 43 for approximately 19 metres; on the north-west side of St Albans Road turning head, from its eastern extent to a point approximately 10 metres north-east of that point;

(b) to replace single yellow lines (No Waiting) with double yellow lines (No Waiting At Any Time): on the east side of Roman Road outside No. 10 for approximately 8 metres; on the south-west side of Roman Road, on the corner outside No. 84 for approximately 9 metres; on the south side of Roman Road at its junction with Castle Road; on the east side of Castle Road at its junction with Roman Road;

(c) to replace single yellow lines (No Waiting) with 'Residents Permit Holders Only D2 Mon-Sat excluding Bank Hols 8am-6pm' bays: for approximately 11 metres on the east side of Roman Road outside No. 11 and 12; for approximately 44 metres on the east side of Roman Road outside No. 2 to No. 10; for approximately 3.6 metres on the south side of Roman Road outside No. 94; for approximately 7 metres on the south side of Roman Road outside No. 84;

(d) to remove: the single yellow line (No Waiting) on the north side of Papillon Road from approximately 6.5 metres west of its junction with Crowhurst Road for a distance of approximately 6.4 metres; the single yellow line (No Waiting) on the east side of Crowhurst Road outside No. 48 to No. 50 Crowhurst Road;

(e) extend the double yellow line (No Waiting At Any Time) restriction: on the west side of Mile End Road, north of Braiswick Lane, by approximately 6 metres;

(f) to replace approximately 9.5 metres of the Limited Waiting Bay outside St Michaels Church with a double yellow line (No Waiting At Any Time) restriction on the east side of Mile End Road.

This Order will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the following tile numbers with revision 1: TL985 275, and TM000 255; replacing the following tile numbers with revision 2:
TL985 250, TM000 252, TL990 250 and TL990 247.

Date of operation:
The Order will come into operation on Monday 4th July 2022.

Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Tour of Britain Women's Road Race Stage 1) (Special Event) (Temporary Prohibition of Traffic and Temporary Clearway) Order 2022

Notice is hereby given that Essex County Council in exercise of its power under Section 16A-C of the Road Traffic Regulation Act 1984 as amended, has made the above Order to facilitate the holding of the Tour of Britain Women's Road Race Stage 1, Special Event (Cycling)
Effect of the order: To Temporarily close the following lengths of roads in the County of Essex, under Section 16A-C of the Road Traffic Act 1984, as specified below between the hours of 11:00am and 12:20pm (as per rolling roadblock)

The temporary stopping restrictions and closures are scheduled to commence on 6 June 2022 at 11:00am and will finish in Essex at 12:20pm or where appropriate signs are showing and weather permitting, the closures are required for the safety of the public whilst the Tour of Britain Women's Road Race, Special Event (Cycling) takes place. Provisions relating to speed limits either by Order or by virtue of street lighting (Restricted Roads) are hereby suspended on the roads specified in Schedule above hereto in so far as they relate to any vehicle used in conjunction with the Tour of Britain Women's Road Race Stage 1 Special Event.
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 6 June 2022 and may continue in force for one day

(Tour of Britain Women's Road Race Stage 2) (Special Event) (Temporary Prohibition of Traffic and Temporary Clearway) Order 2022

Notice is hereby given that Essex County Council in exercise of its power under Section 14(1) and16A-C of the Road Traffic Regulation Act 1984 as amended, has made the above Order to facilitate the holding of the Tour of Britain Women's Road Race, Special Event (Cycling).

The temporary stopping restrictions and closures are scheduled to commence on 7 June 2022 between the hours of 11:00am and 13:30pm or where appropriate signs are showing and weather permitting, the closures are required for the safety of the public whilst the Tour of Britain Women's Road Race, Special Event (Cycling) takes place.
"Provisions relating to speed limits either by Order or by virtue of street lighting (Restricted Roads) are hereby suspended on the roads specified in Schedule above hereto in so far as they relate to any vehicle used in conjunction with the Tour of Britain Women's Road Race Stage 2 Special Event.

(Various Roads, West Bergholt) (Jubilee Festival Fun Run Special Event) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that Essex County Council in exercise of its power under Section 16A-C of the Road Traffic Regulation Act 1984 as amended, has made the above Order to facilitate the holding of the Jubilee Festival Fun Run Special Event 2022.
Effect of the order: To Temporarily close the following lengths of roads in the City of Colchester, under Section 16A-C of the Road Traffic Act 1984, as specified below between the hours of 11:45am and 12:45pm.

Road Description
Hall Road, West Bergholt
From the junction with Lexden Road, in the east to the junction with Hall Road in the west, for a distance of approximately 200 metres
Lexden Road, West Bergholt
From its junction with Mumford Road in the south to the junction with Hall Road to the north for a distance of approximately 805 metres.

Hall Road Diversion:
Colchester Road, then left onto the other section of Hall Road and vice versa.

Lexden Road Diversion: Chapel Road onto Colchester Road and vice versa.

Access for emergency vehicles will be maintained at all times.
The Order will come into effect 4 June 2022 and may continue in force for 6 months or until the event has been completed, whichever is the earlier

(Beckingham Hall Road, Birch) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Beckingham Hall Road, Birch in the Borough of Colchester, from its junction with Birch Road to its junction with Maldon Road a distance of approximately 940m. The closure is scheduled to commence on 28th June 2022 for 3 days, or where stated on a valid permit (EP201EH2328286 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council. An alternative route is available via Hardys Green, Maldon Road, Orpens Hill and vice versa. The Order will come into effect on 9th June 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Church Road, Elmstead) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given  that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Road, Elmstead in the District of Tendring, from its junction with Colchester Road to its junction with Holly Way a distance of approximately 295m. The closure is scheduled to commence on 23rd June 2022 for 5 days, or where stated on a valid permit (EP201EH2329005 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while carriageway patching works are undertaken by Essex County Council. An alternative route is available via Holly Way, Harvest Way, Oatlands, Colchester Road and vice versa.
The Order will come into effect on 9th June 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Clacton Road, Thorrington) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Clacton Road, Thorrington in the District of Tendring, from a point approximately 1160m south east of its junction with Station Road for a distance of approximately 205m in a south easterly direction. The closure is scheduled to commence on 30th June 2022 for 1 day, or where stated on a valid permit (EC30083418172 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cable works are undertaken by UK Power Networks.

(Little Clacton Weeley Bypass, Weeley) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Little Clacton Weeley Bypass, Weeley in the District of Tendring, from the junction with Colchester Road Roundabout for a distance approximately 40m in a south westerly direction (southbound only). Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Newbarn Road, Great Tey in the Borough of Colchester, from its junction with Earls Colne Road to its junction with Brook House Road a distance of approximately 480m. Effect of the order: To temporarily close that length of South Heath Road/Colles Brook Road, Great Bentley in the District of Tendring, from a point approximately 210m south east of the junction with Dial Road for a distance of approximately 295m in a south easterly the south westerly direction. The closure is scheduled to commence on 29th June 2022 for 1 day, or where stated on a valid permit (EC30098541525/EC30042269767 - UK Power Networks). (Western Approach, Stanway) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Western Approach, Stanway in the Borough of Colchester, from its junction with Essex Yeomanry Way Northbound for a distance of approximately 120m in a south westerly direction. The closure is scheduled to commence on 27th June 2022 between 20:30 - 05:00 for 12 nights, or where stated on a valid permit (EP02231006815 - Walker Construction). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while surfacing works are undertaken by Walker Construction.

(Centenary Way, Little Clacton/Clacton on Sea) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Centenary Way, Little Clacton/Clacton on Sea in the District of Tendring, from a point approximately 365m east of the junction with Montana Roundabout for a distance approximately 235m in an easterly direction. The closure is scheduled to commence on 13th June 2022 for 5 nights (22:00-05:00), or where stated on a valid permit (MT00110160737- Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while sprinkler system installation works are undertaken by Affinity Water.
An alternative route is available via Centenary Way, Centenary Way Roundabout, Thorpe Road Roundabout, Thorpe Road, Stephenson Road West, North Road, London Road B1441, Montana Roundabout and vice versa.
The Order came into effect on 26th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Great Tey Road, Marks Tey) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Great Tey Road, Marks Tey in the Borough of Colchester, from a point approximately 55m north west of its junction with A120 for a distance of approximately 165m in a north westerly direction. The closure is scheduled to commence on 13th June 2022 for 5 days, or where stated on a valid permit (BC411SAWD1GW73F001 - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while joint box works are undertaken by Openreach. An alternative route is available via Coggeshall Road, A120, Broad Green, Colchester Road, Coggeshall Bypass, A120, Colne Road, Upper Holt Street, Lower Holt Street, Colneford Hill, Tyburn Hill and vice versa (with access into Great Tey Road, Brook Road, Chappel Road, Swan Street, Chappel Hill and The Street).
The Order came into effect on 26th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
