LONDON BOROUGH OF MERTON
PROPOSED INTRODUCTION OF ADDITIONAL "NO WAITING AT ANY TIME" RESTRICTIONS IN DURNSFORD ROAD THE MERTON (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, and all other enabling powers.

2. The general effect of the Order would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for up to 40 minutes) would be prohibited at any time in Durnsford Road, the south-west side adjacent to Nos. 138 and 140 ?urnsford Road.

3. A copy of the proposed Order and other documents giving more detailed particulars of the Order, including a plan which indicates the lengths of street to which the Order relates can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/WRDURNSFORD, no later than 17 June 2022.

INTRODUCTION OF M4 CONTROLLED PARKING ZONE - CEDARS ROAD
THE MERTON (PARKING PLACES) (M4) ORDER 2022 THE MERTON (WAITING AND LOADING RESTRICTION) (M4) ORDER 2022 THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 261) ORDER 2022

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 24 May 2022, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders will be to introduce a controlled parking zone "M4" in Cedars Road, SM4.

3. The general effect of the 'M4 Parking Places' Order will be to: -

(a) designate parking places that will operate Mondays to Fridays between the hours of 8.30am and 6.30pm inclusive in the lengths of road listed in the Schedule to this Notice,

(b) specify that-

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a "blue badge' will park free;

(ii) permits per residential address will be issued by the Council or its agents to persons whose usual place of abode is in Cedars Road and subject to subparagraphs (iv) to (vi) below, the charges will be £110 per annum or £55 for six months for the first permit, £160 per annum or £80 for six months for the second permit, £210 per annum or £105 for six months for the third permit and an additional £50 per annum or an additional £25 for six months for each subsequent residential permit;

(iii) charges for other permits will be, subject to sub-paragraphs (iv) to (vi) below, as follows: free for housebound or registered disabled applicants; business permits will be £331 for 6 months, annual visitor permits (one per household) will be £360, reduced to £20 for all-electric vehicles, residents will be entitled to 50 full day temporary visitors' permits at a charge of £4, 100 half day temporary visitors' permits at a charge of £3.00 per permit valid between 8.30am and 2pm Mondays to Fridays inclusive or 12noon and 6.30pm Mondays to Fridays inclusive; teacher permits will be £188 per annum and all zone trader permits will be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;

(iv) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which will be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;

(v) an additional charge (diesel surcharge) of £150 will apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year will be subject to the surcharge on a pro-rata basis;

(vi) the resident and teacher parking permit charge for all-electric vehicles will be set at a discounted rate of £20 per annum and a reduction of £40 per annum will apply to business and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.

4. The general effect of the 'Waiting and Loading' Order will be to introduce waiting restrictions operating "at any time" or between the hours of 8.30am and 6.30pm Mondays to Fridays (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) in Cedars Road, SM4.

5. The general effect of the 'Free Parking Places' Order will be to amend the Merton (Free Parking Places) (Disabled Persons) (No. 1) Order 1977 so as to better reflect the current layout of the disabled persons parking place in Cedars Road.

6. A copy of the Orders, which will come into force on 30 May 2021, and other documents giving more detailed particulars of the Orders, including a plan specifying the roads or lengths of road affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.

7. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE

1. CEDARS ROAD, the east side, from the common boundary of Nos. 7 and 8 Cedars Road northward for a distance of 8 metres.

2. CEDARS ROAD, the west side, from a point 10 metres south of the south­eastern kerb-line of Links Avenue southward for a distance of 7 metres.

3. CEDARS ROAD, the west side, from a point 19 metres south of the south­eastern kerb-line of Links Avenue southward for a distance of 26 metres.

4. CEDARS ROAD, the west side, from a point 2 metres south of the common boundary of Nos. 37 and 38 Cedars Road southward to a point 2 metres north of the common boundary of Nos. 23 and 24 Cedars Road.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(LOWER DOWNS ROAD, RAYNES PARK) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning works in Lower Downs Road, Raynes Park, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works no person would cause or permit any vehicle to:-

(a) enter or proceed in Lower Downs Road, between its junction with Southdown Road and its junction with Toynbee Road; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the length of Lower Downs Road specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Lower Downs Road specified in paragraph 2 above would be suspended for the duration of the works in that length of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, in any emergency subject to site conditions; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed:-

(a) southbound by way of Worple Road, Pepys Road, Raynes Park Bridge and Kingston Road; or

(b) northbound by way of Kingston Road, Approach Road, Raynes Park Bridge, Coombe Lane, Lambton Road and Worple Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into force at 10pm on Sunday 12th June 2022 and it is expected that the works would be completed by 5.30am on Tuesday 14th June 2021. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(SPENCER HILL AND WORPLE ROAD, SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton, hereby give notice that to facilitate cover replacement works in the carriageway of Worple Road near its junction with Spencer Hill, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Spencer Hill and Worple Road.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in Spencer Hill, from its junction with Worple Road, north-westward for a distance of 12 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle, in:-

(i) Worple Road, from a point 7 metres south-west of its junction with Spencer Hill to a point 7 metres north-east of that junction; and

(ii) the road or length of road specified in sub-paragraph (a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or

(d) any person requiring vehicular access to properties adjacent to the road or length of road specified in sub-paragraph 2(a) above, insofar as access is reasonably practicable without interference with the said works.

5. Vehicular traffic affected by the road closures should proceed:-

(a) via St John's Road and Denmark Avenue or vice-versa; or

(b) using all or some of the following roads:- Coombe Lane, Copse Hill, Cottenham Park Road, Durham Road, Ridgway, Ridgway Place, Wimbledon Hill Road and Worple Road.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into force on Thursday 23rd June 2022 and it is expected that the works would be completed the same day. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(COPPER MILL LANE, SW17) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton, hereby give notice that to facilitate reinstatement works in the carriageway of Copper Mill Lane, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:-

(a) enter or proceed in Copper Mill Lane, from a point 2 metres south-west of the south-western building wall of no. 39 Copper Mill Lane, south-westward for a distance of 20 metres; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes during any emergency; or

(d) any person requiring vehicular access to properties in Copper Mill Lane, west of No. 39 Copper Mill Lane, insofar as access is reasonably practicable without interference with the said works. It is anticipated that access will be maintained at all times.

5. Copper Mill Lane is a cul-de-sac and a diversion route is not applicable.

6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into force on Wednesday 22nd June 2022 and it is expected that the works would be completed the same day. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1) AND 14(7) (HATFEILD CLOSE AND RAVENSBURY GROVE, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate construction and development works in Hatfeild Close, Mitcham, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in Hatfeild Close and suspend waiting restrictions in Ravensbury Grove.

2. During the works, no person will;

(a) cause or permit any vehicle to wait in Hatfeild Close, between its junction with Rutter Gardens and its junction with Ravensbury Grove;

(b) enter or proceed on the southern footway of the length of Hatfeild Close specified in paragraph (a) above.

3. During the works, the waiting restrictions in Ravensbury Grove, the north­west side, from a point 5 metres southwest of its junction with Hatfeild Close to a point opposite the party wall of Nos. 1 and 3 Ravensbury Grove shall be suspended.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrians affected by the footway closure should proceed using the footway opposite.

6. Nothing in the Order will apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any persons engaged in the execution of the works.

7. The restrictions in paragraph 2(a) above will not apply to construction delivery vehicles being loaded or unloaded.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into operation on Monday 6 June 2022 and will remain in force until 5 December 2023.

WANDLE ROAD, MORDEN (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022

1. The Council of the London Borough of Merton hereby give notice that to facilitate carriageway resurfacing works in Wandle Road, Morden, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to:

(a) enter or proceed in Wandle Road, between its junction with Morden Road and its junction with Bishopsford Road; or

(b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in paragraph (a) above.

3. Any designated parking place situated in the road or length of road specified paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions in any emergency; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed via Morden Road, London Road and Bishopsford Road or vice^versa.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into operation on Monday 13th June 2022 and it is anticipated that the works would be carried out between 9.30am and 4.30pm daily until Thursday 16th June 2022 inclusive. However, the Order would remain in force for 12 months should further works be required.
