Gorchymyn Cydgyfnerthu Sir Gaerfyrddin (Ac Eithrio Caerfyrddin, Llanelli a Rhydaman] (Cyfyngu ar Aros, A Mannau Parcio ar y Stryd) (Amrywiad Rhif 37) 2021

HYSBYSIR trwy hyn fod Cyngor Sir Caerfyrddin yn bwriadu gwneud Gorchymyn dan Adran 1 (1), 2(1) i (3), 4(2), 1 2 4 a Rhan IV o Atodlen 9 i Ddeddf Rheoleiddio Traffig Ffyrdd 1984 ("y Ddeddf") fel y'i diwygiwyd a Deddf Rheoli Traffig 2004.
Effaith y Gorchymyn fydd diwygio Gorchymyn Cydgyfnerthu Sir Gaerfyrddin (Sir Gaerfyrddin ac eithrio Caerfyrddin, Llanelli a Rhydaman) (Cyfyngu ar Aros a Mannau Parcio ar y Stryd) 2004 ("Y Gorchymyn Cydgyfnerthu") (sydd yn darparu ar gyfer cymryd camau gorfodi sifil mewn perthynas a thorri'r gwaharddiadau a'r cyfyngiadau ar aros) drwy gyfnewid y cynlluniau sydd ynghlwm wrth y gorchymyn arfaethedig am y cynlluniau rhif cyfatebol a oedd ynghlwm wrth y gorchymyn.
Canlyniad y diwygio arfaethedig fydd:

1. Gwahardd Aros ar unrhyw adeg ar y darnau ffordd ac ar yr ochrau ffordd a nodwyd yn Atodlen 1 i'r Hysbysiad hwn.

2. Ymestyn Gwahardd Aros ar y darnau ffordd ac ar yr ochrau ffordd a nodwyd yn Atodlen 2 i'r Hysbysiad hwn.

3. Gwahardd Aros/Llwytho/Dadlwytho ar y darnau ffordd ac ar yr ochrau ffordd a nodwyd yn Atodlen 3 i'r Hysbysiad hwn.

4. Gwahardd Aros ar y darnau ffordd ac ar yr ochrau ffordd a nodwyd yn Atodlen 4 i'r Hysbysiad hwn.

5. Dirymu'r Gwahardd Aros/Cyfyngu ar Aros ar unrhyw adeg ar y darnau ffordd ac ar yr ochrau ffordd a nodwyd yn Atodlen 5 i'r Hysbysiad hwn.

6. Dirymu'r "Parcio i Breswylwyr" ar y darnau ffordd ac ar yr ochrau ffordd a nodwyd yn Atodlen 6 i'r Hysbysiad hwn.

7. Dirymu Gorchymyn Cydgyfnerthu (Sir Gaerfyrddin ac eithrio Caerfyrddin, Llanelli a Rhydaman) (Cyfyngu ar Aros a Mannau Parcio ary Stryd) (Amrywiad Rhif 30) 2019 i'r graddau y mae hyd y ffyrdd yn ymwneud a'r Atodlen.

Bydd darpariaethau'r eithriadau arferol sydd yn y Gorchymyn Cydgyfnerthu yn weithredol mewn perthynas a'r darnau ffordd a'r ochrau ffordd y cyfeirir atynt yn yr Atodlen. Mae'r rhain yn cynnwys hawl teithwyr i esgyn i gerbyd neu ddisgyn ohono, llwytho a dadlwytho nwyddau, cyflawni gwaith adeiladu a gwaith arall, cyflawni dyletswyddau neu bwerau statudol a galluogi cerbyd i gael petrol, olew, dwr neu aer o unrhyw garej sydd ger y cyfryw ddarnau ffyrdd y mae'r cyfyngiad arfaethedig yn effeithio arnynt. Hefyd, mae'r Gorchymyn Cydgyfnerthu yn cynnwys y consesiynau parcio arferol (lie bo'n briodol) ar gyfer pobl anabl yn unol a'r Cynllun Bathodynnau Glas.
Ceir manylion llawn y cynigion yn y Gorchymyn drafft a gellir archwilio copi ohono, ynghyd a'r cynlluniau a atodwyd iddo sy'n dangos y darnau ffordd yr effeithir arnynt, a datganiad ynghylch rhesymau'r Cyngor dros fwriadu gwneud y Gorchymyn, ar wefan Cyngor Sir Caerfyrddin. www.sirgar.llyw.cymm neu drwy gysylltu a'r cyfeiriad e-bost isod yn ystod yr oriau agor arferol.

The County of Carmarthenshire (With the Exception of Carmarthen Llanelli and Ammanford) (Waiting Restriction and Street Parking Places) Consolidation (Variation No 37) Order 2021
NOTICE is hereby given that the Carmarthenshire County Council on the 23 of May 2022 made an Order under Sections 1 (1), 2(1) to (3), 4(2), 1 2 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 ("the Act") as amended and Traffic Management Act 2004.
The effect of the Order is to amend The County of Carmarthenshire (County of Carmarthenshire with the Exception of Carmarthen Llanelli and Ammanford) (Waiting restrictions and Street Parking Places) Consolidation Order 2004 ("The Consolidation Order") (which provides for decriminalised enforcement of contraventions of waiting prohibitions and restrictions) by substituting the plans annexed thereto with the corresponding number plans annex to the order.
The consequence of the amendment will be to:

1. Prohibit Waiting at any time in the length of roadway and on the side of roadway specified in Schedule 1 to this Notice.

2. Extend the Prohibition of Waiting at any time in the length of roadway and on the side of roadway specified in Schedule 2 to this Notice.

3. Prohibit Waiting/Loading/Unloading at any time in the length of roadway and on the side of roadway specified in Schedule 3 to this Notice.

4. Limit Waiting in the length of roadway and on the side of roadway specified in Schedule 4 to this Notice.

5. Revoke the Limited Waiting/Prohibition of Waiting in the length of roadway and on the side of roadway specified in Schedule 5 to this Notice.

6. Revoke the Resident Parking in the length of roadway and on the side of roadway specified in Schedule 6 to this Notice.

7. To Revoke (The County of Carmarthenshire (with the exception of Carmarthen, Llanelli and Ammanford) (Waiting Restrictions and Street Parking Places) Consolidation (Variation Number 30) Order 2019 insofar as the lengths of roadways relates to the Schedule.

The provisions for the usual exemptions contained in the Consolidation Order will apply in relation to the lengths of road and sides of road referred to in the paragraph above. These include the right for passengers to board and alight from a vehicle, for the loading and unloading of goods, for the carrying out of building operations and other works, for the performance of statutory powers or duties, and to enable a vehicle to take in petrol, oil, water or air from any garage situated adjacent to such parts of the roads affected by the proposed restriction. In addition the Consolidation Order contains the usual parking concessions (where appropriate) for disabled persons in accordance with the Blue Badge Scheme.
The Order will come into operation on the 6th day of June 2022 and a copy of the Order may be inspected by contacting the email address below during the usual office hours.
Any person who desires to question the validity of this Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Act or on the grounds that any requirement of the Act or of any instrument made under it has not been complied with in relation to the Order, may, within six weeks of the date on which the Order was made apply to the High Court for this purpose
