(Epping Forest District Council) (Prohibition of Stopping) (Civil Enforcement Area) (Amendment No.20) Experimental Order 2022
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 has made an Order under Sections 9 and 10 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984.
The effect of the Order: To introduce an experimental "No Stopping At Any Time - Red Route" on Avey Lane, Church Lane, Church Road, Claypit Hill, Cross Roads, Forest Side, Lippitts Hill, Manor Road, Mott Street, Pauls Nursery Road, Pynest Green Lane, Road Between Manor Road and Avey Lane, Wake Road and Wellington Hill & access road to Forest Visitor Centre; to introduce an experimental "No Stopping - Red Route (8am -10pm at any time between 01 Apr and 31 Oct)" on Avey Lane, Church Lane, Church Road, Claypit Hill, Cross Roads, Earl's Path, Fairmead Road, Forest Side, Manor Road, Mott Street, Pauls Nursery Road, Rangers Road, Road Between Manor Road And Avey Lane, Wake Road and Wellington Hill.
This Order will be incorporated on an experimental basis into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by introducing tile number TQ400 950 and replacing tile number TQ400 965 with revision 1; TQ400 967 with revision 1; TQ400 970 with revision 1; TQ400 972 with revision 1; TQ400 975 with revision 1; TQ400 977 with revision 2; TQ400 980 with revision 1; TQ405 950 with revision 1; TQ405 952 with revision 1; TQ405 972 with revision 1; TQ405 975 with revision 1; TQ405 977 with revision 1; TQ405 980 with revision 1; TQ405 982 with revision 1; TQ410 967 with revision 2; TQ410 970 with revision 2; TQ410 972 with revision 2; TQ410 977 with revision 2; TQ410 980 with revision 1; TQ410 982 with revision 1; TQ410 985 with revision 1; TQ410 987 with revision 1; TQ410 990 with revision 1; TQ410 992 with revision 1; TQ410 995 with revision 1; TQ415 965 with revision 2; TQ415 967 with revision 1; TQ415 985 with revision 2; TQ415 987 with revision 1; TQ415 990 with revision 1; TQ420 990 with revision 2; TQ420 992 with revision 1 and TQ425 992 with revision 2.
Date of operation: The Order will come into effect on Monday 6th June 2022 and may last up to 18 months. Any alterations to this Order which will render it less restrictive may be authorised by the Parking Partnership Group Manager without the requirement to re-advertise the Order under Section 10(2) of the said Act, and after consultation with the Chief Officer of Police.

Objections: The Council will consider in due course whether the provisions of the experimental order should be continued in force indefinitely. Within a period of six months beginning from the date on which the experimental order came into force, or if that order is varied by another order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, any person may object to the making of an order for the purpose of such indefinite continuation. Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.26) Order 2022
Notice is hereby given that Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Part III of Schedule 9 of the Road Traffic Regulation Act 1984.

(A414 Between Southern Town Boundary and Harlow Mill Roundabout, Harlow) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of A414 Between Southern Town Boundary and Harlow Mill Roundabout, Harlow in the District of Harlow, from its junction with Edinburgh Way for a distance of approximately 795m in both directions.
2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in that length of A414 Between Southern Town Boundary and Harlow Mill Roundabout, Harlow in the District of Harlow, from its junction with Edinburgh Way for a distance of approximately 795m in both directions for the duration of the closure only.
"The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The closure is scheduled to commence on 16th June 2022 for 7 nights (20:00-05:00), or where stated on a valid permit (EP20153066213 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while remedial surfacing works are undertaken by Essex County Council. An alternative route is available via Edinburgh Way, Howard Way, Fifth Avenue, First Avenue, Velizy Avenue, Third Avenue, Second Avenue, A414 Between Southern Town Boundary and Harlow Mill Roundabout and vice versa. The Order will come into effect on 26th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
(Abbess Road, Little Laver/Abbess Beauchamp and Berners Roding) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Abbess Road, Little Laver/ Beauchamp and Berners Roding in the District of Epping Forest, from a point approximately 730m northeast of the junction with Little Laver Road for a distance of approximately 185m in a northeasterly direction. The closure is scheduled to commence on 1st June 2022 for 2 days, or where stated on a valid permit (MX060291910303 -Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water An alternative route is available via Abbess Road, School Lane, Green Hill Road, Anchor Lane, Potash Road, Watery Lane, Little Laver Road and vice versa. The Order will come into effect on 26th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
(Broomstick Hall Road, Waltham Abbey) (Temporary Introduction of a Clearway) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily introduce a 'No Waiting, No Loading and No Stopping' in that length of Broomstick Hall Road, Waltham Abbey in the District of Epping Forest, from its junction with The Gladeway for a distance of approximately 145m in a northeasterly direction.
"The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The restriction is scheduled to commence on 7th June 2022 for 1 day, or where stated on a valid permit (BC008WD2LMR4T1 - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The restriction is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
The Order will come into effect on 26th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier
(Various Roads, District of Epping Forest) (Temporary Prohibition of Traffic, Temporary Introduction of a Clearway and a 30mph Speed Limit) (No.5) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of road in the District of Epping Forest as specified in the schedule to this Order.
2. To temporarily introduce a 30mph speed limit on those lengths of road in the District of Epping Forest as specified in the schedule to this Order
3. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
