LONDON BOROUGH OF WALTHAM FOREST ROAD TRAFFIC REGULATION ACT 1984 - SECTION 35 PROVISION OF HOUSING ESTATE CAR PARK - PALMERSTON COURT E17 (OFF MISSION GROVE E17) (T25(22)) The Waltham Forest (Housing Estates Car Parks) (No. *) (Amendment No. x) Order 2022

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest propose to make the above-mentioned Order under section 35 of the Road Traffic Regulation Act 1984, as amended.



2. The general effect of the Order will be:



(i) to provide and regulate an off-street parking place (car park) called the 'Palmerston Court housing estate car park E17' to operate 'at any time', comprising of 12 permit parking bays and 1 permit holder solo motorcycle parking bay, both operating between 7.30 am and 10.30 pm Mondays to Sundays inclusive (available to resident permit holders, carers permit holders, visitor permit holders, business permit holders, tradespersons permit holders, essential user permit holders and essential user pool permit holders) (the motorcycle parking bay being only for use by solo motorcycles 'at all times'); and



(ii) to provide a ban of waiting 'at any time' by any vehicle throughout the car park other than where the parking bays referred to in sub­paragraph 21 above would be provided.



The Order would further provide for the issue of permits for certain use in and other terms and conditions of use for the car park.

3. Permits for the use of the parking bays referred to in paragraph 2 of this Notice would be available as follows properties Nos. 1 to 14 (inclusive) Palmerston Court, E17 to be eligible for 'H-PC resident permits, carers permits, visitor permits, business permits, tradespersons permits, essential user permits and essential user pool permits (excluding any car-free property*) and 'H-PC visitor permits;



'Note: Where an agreement has been made with the tenant or owner of a property situated in a road mentioned in the Schedule of this Notice under section 106 of the Town and Country Planning Act 1990, or section 16 of the Greater London Council (General Powers) Act 1974, or both, restricting the parking of anymotor vehicle in the Wadham Avenue housing estate; no permits will be granted, or as the case may be, only a limited number of permits would be granted to the tenant or owner of that property subject to the planning agreement.

4. Regarding the parking bays referred to in paragraph 2(i) of this Notice, any vehicle with a valid permit displaying the letters 'H-PC may use the 'permit holders only parking bays'; motorcycles with a valid permit displaying the letters 'H-PC may use the 'motorcycle permit holders' and 'permit holders only parking bays'.



5. The above measures are necessary to ensure that parking and waiting facilities are maintained for the use of eligible residents of the estates, their visitors, disabled persons and other permit holders agreed by the Council. These measures will also prevent parking and waiting where it could cause an obstruction, particularly to emergency services and refuse collection vehicles.



6. 'H-PC residents and business permits will be charged on a basis of C02 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents' visitor permits are obtainable as paperless permits or as scratch-cards at a rate of 70p/hour. 7. A copy of the Order, the Council's statement of reasons for proposing to make the Order and plans showing the locations and effect of the Order and other measures can be inspected until the end of a period of 6 weeks from the date on which the Order is made or, as the case may be, the Council decides not to make the Order, on request by either emailing
