1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 10 May 2022, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the 'Free Parking Places' Orders will be to: -
(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Orders may be left for any period without charge;
(b) provide that the parking places will operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the 'Parking Places Amendment' Orders will be to shorten in length existing permit only parking places to enable the introduction of a disabled persons parking place in Oakwood Road, Ridge Road and Woodland Way.
4. A copy of each of the Orders, which will come into force on 23 May 2022, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

THE MERTON (FREE PARKING PLACES) (DISABLED PERSONS) (NO. 260) ORDER 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 10 May 2022, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Parking Places W2 Order will be to :-
(a) revoke the Merton (Parking Places) (W2) (No. 1) Traffic Order 2012 and re-introduce its provisions with amendments to better reflect the on-street layout in the roads or lengths of roads specified in the Schedule to this Notice; and
(b) convert certain existing parking places to resident permit holder only parking places in certain lengths of Alwyne Road, Compton Road and Worcester Road and designate additional parking places for resident permit holders only in certain lengths of Alwyne Road and Compton Road that will operate Mondays to Saturdays between the hours of 8.30am and 6.30pm inclusive, and specify that each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid resident permit, annual visitor permit, temporary visitor permit or trades permit unless a virtual permit has been paid for. Motorcycles and vehicles displaying a "blue badge" will park free;
(c) designate additional permit only parking places in certain lengths of Alwyne Road, the north side, that will operate Mondays to Saturdays between the hours of 8.30am and 6.30pm inclusive, and specify that each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit, unless a virtual permit has been paid for. Motorcycles and vehicles displaying a "blue badge" will park free;
(d) designate an additional "shared-use" parking place in Woodside, the north side, that will operate Mondays to Saturdays between the hours of 8.30am and 6.30pm inclusive, and specify that each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying:-
(i) a valid permit unless a virtual permit has been paid for. Motorcycles and vehicles displaying a "blue badge" will park free; or
(ii) a valid parking ticket unless payment has been made using "pay by phone" or a payment terminal, for a maximum period of 2 hours and no return within 1 hour and for which the usual 'W2' controlled parking zone charge apply.
3. The general effect of the 'Free Loading Bay' Order will be to:
(a) revoke the London Borough of Merton (Loading Bays) (No. 15) Order 2004;
(b) re-designate the existing free loading bay in Compton Road, the northwest side, from a point 43 metres north-east of the north-eastern kerb-line of Wimbledon Hill Road north-eastward for a distance of 5 metres, so that it operates between the hours of 8.30am to 6.30pm Mondays to Saturdays inclusive, with loading / unloading limited to 40 minutes and no return for 1 hour;
(c) specify that goods vehicles constructed or adopted for use of the carriage of goods or burden of any description may be used subject to the provisions of the Order for the purpose of continuous loading or unloading in the said free loading bay.
4. The general effect of the 'Free Parking Places' Order will be to amend the Merton (Free Parking Places) (Disabled Persons) (No. 1) Order 1977 so as to better reflect the current layout of certain disabled persons parking places in the roads or lengths of roads specified in the Schedule to this Notice.
5. A copy of the Orders, which will come into force on 16 May 2022, and other documents giving more detailed particulars of the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
6. LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(EFFRA ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate new water connection works in Effra Road, they have made an Order, the effect of which will be to temporarily restrict traffic in the said road.
2. During the works, no person will cause or permit any vehicle to:-
(a) proceed westbound in Effra Road, between the common boundary of Nos. 139 and 141 Effra Road and its junction with Haydons Road, (one-way working eastbound only);
(b) wait, including for the purpose of loading or unloading any vehicle, in Effra Road, from a point 2 metres west of the common boundary of Nos. 178 and 180 Effra Road to its junction with Haydons Road.
3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Traffic affected by the one-way restriction should proceed via Haydons Road, Queens Road, Birkbeck Road and Effra Road.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes in any emergency, subject to site conditions.
6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Monday 23 May 2022 and remain in force for up to 6 months.
