(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking
Places) (Civil Enforcement Area) (Amendment No.23) Order 202*
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.
The effect of the Order: This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 'the 2019 Order' by:

1. The following definition in Article 3 of the 2019 Order listed in this Notice as Article 1 (a), shall be replaced by the following definition in Article 1(b) of this Notice:

(a) "the 2007 Regulations" means the Civil Enforcement of Parking Contraventions (England) General Regulations 2007;

(b) "The 2022 Regulations" Means the Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging Guidelines and General Provisions) (England) Regulations 2022.

2. The following definition in Article 3 of the 2019 Order listed in this Notice as Article 2(a), shall be replaced by the following definition in Article 2(b) of this Notice:

(a) "penalty charge notice" has the same meaning given by Regulation 8(1) of the 2007 Regulations;

(b) "Penalty Charge Notice" means a notice described in Section 78 of the 2004 Act having effect as if issued or served by a Civil Enforcement Officer or posted by the enforcement authority under any regulations for the time being in force under Section 78 of the 2004 Act.

3. The following provisions in Article 109 of the 2019 Order listed in this Notice as Article 3(a), shall be replaced by the following provisions in Article 3(b) of this Notice:

(a) The Penalty Charge shall be payable not later than 16.00 hours on the Applicable Date subject to the provisions of the Penalty Charge and the 2007 Regulations;

(b) The Penalty Charge shall be payable not later than 16.00 hours on the Applicable Date subject to the provisions of the Penalty Charge and the 2022 Regulations.

(Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.43) Order 202*

Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.
The effect of the Order: This Order will be incorporated into The Essex County Council (Harlow District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 'the 2019 Order' by:

1. The following definition in Article 3 of the 2019 Order listed in this Notice as Article 1 (a), shall be replaced by the following definition in Article 1(b) of this Notice:

(Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.21) Order 2022

Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984.
The effect of the Order: To introduce 'No Stopping At Any Time' red route restrictions in Waltham Abbey in the District of Epping Forest on:

1. the junctions of: Honey Lane and Eastbrook Road; Honey Lane and Rounton Road; Rounton Road and Honey Brook, replacing current double yellow line restrictions; Honey Lane and Stoneshotts; Meadow Close and Stoneshotts; Honey Brook and Stoneshotts: Rosebank and Honey Brook; Honey Brook and Woodbrook Gardens;

2. the junction of Honey Lane and Rose Bank, as 10 metre junction protections, replacing current double yellow line restrictions, apart from the east side of Rose Bank where the red route restriction will extend from the junction with Honey Lane to the northern boundary of No. 34 Honey Lane;

3. the turning head of Woodbrook Gardens from outside No. 16 to outside No. 24.

This Order will be incorporated into The Essex County Council (Epping Forest District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by replacing the TL390 002 with revision 1 and TL390 005 with revision 2.
Date of operation: The Order will come into operation on Monday 13th June 2022.

Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Hoe Lane, Nazeing) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hoe Lane, Nazeing in the District of Epping Forest, from its junction with Palmers Grove for a distance of approximately 30m in a northeasterly direction. The closure is scheduled to commence on 6th June 2022 for 5 days, or where stated on a valid permit (EC30043978328 - UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by UK Power Networks.
An alternative route is available via Hoe Lane, Palmers Grove and vice versa.
The Order will come into effect on 19th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Lippitts Hill, Waltham Abbey) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Lippitts Hill, Waltham Abbey in the District of Epping Forest, from a point approximately 80m northwest of its junction with Clovis Close for a distance of approximately 100m in a northwesterly direction. The closure is scheduled to commence on 8th June 2022 for 3 days, or where stated on a valid permit (BC1170000000000167464L2C - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while duct laying works are undertaken by Openreach.
An alternative route is available via Lippitts Hill, Church Road, Mott Street and vice versa.
The Order will come into effect on 19th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Mount End Road, Theydon Mount) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Mount End Road, Theydon Mount in the District of Epping Forest, from a point approximately 300m northeast of its junction with Mount Road for a distance of approximately 50m in a northeasterly direction. The closure is scheduled to commence on 8th June 2022 for 3 days, or where stated on a valid permit (MX06047027/NG - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water.
An alternative route is available via Mount End Road, Mount Road, Banks Lane and vice versa.
The Order will come into effect on 19th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Weald Hall Lane, North Weald Bassett) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Weald Hall Lane, North Weald Bassett in the District of Epping Forest, from its junction with Brookfield for a distance of approximately 45m in a westerly direction. The closure is scheduled to commence on 6th June 2022 for 12 days, or where stated on a valid permit (MX044291774702 - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while remedial works are undertaken by Affinity Water

The Order will come into effect on 19th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Deepdene Road, Loughton) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Deepdene Road, Loughton in the District of Epping Forest, from its junction with Bushfields to its junction with Chequers Road a distance of approximately 100m. The closure is scheduled to commence on 27th May 2022 for 1 day, or where stated on a valid permit (BC008WD4HNG7X - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead cabling works are undertaken by Openreach.
An alternative route is available via Chequers Road, Bushfields and vice versa.
The Order came into effect on 5th May 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Hoe Lane, Lambourne) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hoe Lane, Lambourne in the District of Epping Forest, from a point approximately 490m southeast then south of its junction with New Road for a distance of approximately 25m in a southerly direction. The closure is scheduled to commence on 23rd May 2022 for 5 days, or where stated on a valid permit (MX06021555/NG - Affinity Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while new connection works are undertaken by Affinity Water.
An alternative route is available via Hoe Lane, Manor Road, New Road and vice versa.

(Norwood End, Fyfield) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Norwood End, Fyfield in the District of Epping Forest, from its junction with Greens Farm Lane for a distance of approximately 200m in a northeasterly direction. The closure is scheduled to commence on 26th May 2022 for 1 day, or where stated on a valid permit (BC008WCTNRW0N - Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole installation works are undertaken by Openreach.
