Notice is hereby given that Essex County Council has received a planning application from Sewells Reservoir Construction Limited for Retrospective permission for the establishment of a concrete block manufacturing facility at Land at: Martells Quarry, Slough Lane, Ardleigh, Essex, CO7 7RU - ESS/39/22/TEN

(Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.33)

Proposed Construction of Cycle Tracks, Crossing Points, Road Humps, and Traffic Calming Works on Crouch Street, Rawstorn Road and Balkerne Hill
Notice is hereby given that the Essex County Council proposes to make the above Order(s) under Sections 1(1), 2 (1) to (3), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the order:

A) To introduce 'No Waiting At Any Time' and 'No Loading At Any Time' on the following lengths of road in the Borough of Colchester:

E) To introduce 'Motorcycle Parking Only' (area) on the following length of road in the Borough of Colchester: Crouch Street East - NORTH SIDE: From a point 1 metre west of the common boundary of property Nos. 37/39 westwards for 6 metres.

F) To introduce 'Limited Waiting' 'Mon - Sat 8am - 6pm 30mins No return within 2 hours' and 'Permit Holders Only Zone A1' (within parallel parking bays) on the following length of road in the Borough of Colchester: Rawstorn Road - EAST SIDE: From a point 2 metres south of the north wall of Bren House southwards for 18 metres (comprising of 3 bays each 6 metres in length x 2 metres wide)

Notes:
1) To introduce the above proposed restrictions (A-F) it will be necessary to revoke all existing waiting and parking restrictions on following lengths of road in the Borough of Colchester: Crouch Street West - BOTH SIDES: From its junction with (j/w) Rawstorn Road eastwards to the j/w Balkerne Hill. Crouch Street East - NORTH SIDE: From its j/w Balkerne Hill eastwards to the west kerbline of the existing build out adjacent to property No.23; SOUTH SIDE: From its j/w Headgate westwards to the east line of the existing bus stop cage. Rawstorn Road - BOTH SIDES: From its j/w Southway (A1124), north­westwards 60 metres to a point 2 metres south of the north wall of Bren House.
2) The order for parking restriction will be incorporated into The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers TL990 247 to the next available revision number. (The adjoining Tiles TL990 250 rev. 1 & TL985 247 rev.0 are not part of this proposal; however, they may need to be substituted with the next available revision number because some of the existing restriction on Rawstorn Road that needs altering overlaps them).
3) All the given measurements, lengths of road, and descriptions are approximate.

Notice is hereby given that the Essex County Council also proposes the following:

G) To construct 'Road Humps' (75mm maximum in height, gradient 1:12), on the following lengths of road in the Borough of Colchester; under Sections 90A-H of the of the Highways Act 1980:

I) To alter the existing highway - including carriageways, footways, and close the subway-to construct 'Cycle Tracks' on the following lengths of road in the Borough of Colchester; under highway improvement powers given by Section 65 and 66 of the Highways Act 1980 and all other enabling powers:

Cycleway widths - ONE WAY: 1.5 metres maximum. The section near Headgate narrows to 1.1 metres. TWO WAY: 3 metres maximum.

J) To introduce a ''Signal Controlled Parallel Crossing Facility for Pedestrians and Cyclists' on following lengths of Balkerne Hill (A134) in the Borough of Colchester; under Sections S1(1), 2(1) to (3), 3(2), 23 and Part III of Schedule 9 of the Road Traffic Regulation Act
1984:
Location of pedestrian crossing centre line: 8 metres north of the j/w Crouch Street East.
Location of cyclist crossing centre line: 4 metres north of the j/w Crouch Street East.
Width between give way lines: 17 metres. Zigzag Lengths: Balkerne Hill (A134) Northbound: 17 metres either side of the give way lines; Balkerne Hill (A134) Southbound: 17 metres either side of the give way lines.

(Rowhedge Village), East Donyland, Colchester (20mph Speed Limit) Order 2022

Notice is hereby given that Essex County Council has made the above Order under Sections 84(1) (a) and (2) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984.
Effect of the order: To introduce a 20mph Speed Limit on the following lengths of roads (Rowhedge Village), East Donyland in the Borough of Colchester (the roads are currently 30MPH by virtue of street lighting):

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

(Various Road, Clacton-On-Sea) (The Tour Series Cycle Race) (Special Event 2022) (Temporary Prohibition of Traffic and Clearway) Order 2022

Notice is hereby given that Essex County Council in exercise of its power under Section 16A-C of the Road Traffic Regulation Act 1984 as amended, has made the above Order to facilitate the holding of the Tendring Tour Series Cycle Race 2022.
Effect of the order: To temporarily close the following lengths of roads, Clacton-on-Sea in the District of Tendring as specified between the hours of 07:00hrs and 13.59hrs.

A temporary 'No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closure to facilitate the event. Signs will be installed indicating when the No Stopping restriction will be in force.
There will be marshals posted at strategic points of the closures to maintain emergency and residential access to properties on or adjacent to the affected roads.
The Essex County Council (Tendring District) (Waiting Restriction) (Consolidation) Order 2019 will be temporarily amended to include the temporary 'No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The temporary closures and stopping restrictions are scheduled to commence on 19 May 2022 between the hours of 07:00hrs to 13:59hrs and are required for public safety while the Tendring Tour Series Cycle Race 2022 takes place.
Access for emergency vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 19 May 2022 and may continue in force for 1 day unless extended by the Secretary of State.

(Various Roads, Stanway/Birch/Copford) (Colchester Zoo 10k Running Race) (Special Events) (Temporary Prohibition of Traffic) Order 2022 (B1022 Maldon Road, Stanway) (Colchester Zoo 10k Running Race) (Special Events) (Temporary One Way) Order 2022

Notice is hereby given that Essex County Council in exercise of its powers under Section 16 A-C of the Road Traffic Regulation Act 1984 as amended, has made the above Order to facilitate the Colchester Zoo 10k Running Race.
Effect of the orders: To temporarily close the following roads in the Borough of Colchester:

The restrictions are scheduled to commence on 15 May 2022 between the hours of 8:30am and 11:00pm or where appropriate signs are showing and weather permitting and is required to facilitate the Colchester Zoo 10k Running Race. The alternative route will be via Maldon Road/Straight Road/Dugard Ave/Peartree Road/ Blackberry Road/Church Lane/London Road B1408/School Road/Birch Road/Rectory Road/ Easthorpe Road/Well Lane/Easthorpe Road/Lodge Road/Harborough Hall Road/Maldon Road B1022/Lower Road/School Hill/Birch Street/Layer Breton Hill/Layer Road B1026/ Wigborough Road B1026/Malting Green Road/Abberton Road/Bounstead Road/Berechurch Road/Gosbecks Road.
Marshalls on site will permit access for emergency vehicles and pedestrians throughout the event.
The Order will come into effect on 15 May 2022 and may continue in force for 3 days unless extended by the Secretary of State.

(Bentley Road, St Osyth) (Temporary Prohibition of Traffic) Order 2022

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Bentley Road, St Osyth in the District of Tendring, from a point approximately 60m north east of its junction with High Birch Road for a distance of approximately 360m in a north easterly direction. The closure
