Traffic Management) Order 2022
NOTICE is given that on 9 May 2022 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The ongoing program is to introduce more Low Traffic Neighbourhoods (LTN's) to prevent motorised through-traffic thereby encouraging active, healthy and sustainable forms of travel and calmer residential areas. East Oxford for the purposes of this order constitutes three areas:
1. Divinity Road area, bounded by Morrell Avenue and Cowley Road between Bartlemas Lane and Union Street
2. St Clements area, bounded by Morrell Avenue, St Clements and Cowley Road between Union Street and The Plain roundabout
3. St Marys area bounded, by Cowley Road and Iffley Road between Howard Street and The Plain roundabout.
Prohibition of Motor Vehicles:
The effect of this order, which comes into force on 20 May 2022 is to place lockable gates/ bollards as Traffic Filters at the following locations to prevent through traffic:
* Divinity Road near junction with Warneford Road,
* Southfield Road junction with Minster Road,
* Princes Street junction with Cowley Road,
* Rectory Road junction with Cowley Road,
* Bullingdon Road junction with St Marys Road,
* Circus Street junction with Cowley Road,
* James Street junction with St Marys Road,
* Marston Street junction with Cowley Road,
* Stockmore Street junction with Cowley Road,
* Temple Street junction with Cowley Road,
* Leopold Street junction with St Marys Road,
* Barnet Street junction with Silver Road,
* Howard Street junction with Silver Road,
* Magdalen Road junction with Hertford Street.
Each restriction point is supported by double yellow lines (No Waiting at Any Time) to prevent obstruction. There are small sections of Residents Permit Parking and a section of Cycle Parking which are shortened to enable operation of the gates, and the relevant parts of existing Traffic Orders (mentioned below) covering these areas are temporarily varied accordingly.
Residents Parking Permit Holders:
Residents of local Controlled Parking Zones (CPZs) affected by the restricted access are permitted by the Council to use neighbouring permit parking areas, such that residents of Magdalen North CPZ may park in the Magdalen South CPZ area, and vice versa. Also, residents of Magdalen South CPZ may park in Cowley Marsh CPZ and vice versa. Exemptions:
Standard access exemptions will apply to emergency service vehicles, roads and utility
services maintenance, and refuse vehicles, where compliance would unduly interfere with
usual operations. E-scooters and cyclists are also exempt form the restrictions.
The County Council may at their discretion provide a gate key subject to certain conditions
for essential operations and safety purposes.
One Way Streets:
The one-way restriction in Magdalen Road will be removed completely. One-way traffic in Howard Street will be reduced in length by moving the restriction to operate between Silver Road and Iffley Road in that direction. Two-way cycling is permitted throughout.
Legal:
This Experimental Order will remain in force for a maximum period of 18 months. If the provisions of this experimental Order are made permanent the measures may (as appropriate) be incorporated into (1) The Oxfordshire County Council (Oxford - Divinity Road Area) (Controlled Parking Zone and Waiting Restrictions) Order 2012 (as amended), (2) The Oxfordshire County Council (East Oxford) (Controlled Parking Zone Waiting Restrictions and Traffic Management) Order 2010 (as amended), (3) The Oxfordshire County Council (Oxford - Magdalen Road North Area) (Controlled Parking Zone and Waiting Restrictions) Order 2012 (as amended), (4) The Oxfordshire County Council (Oxford - Magdalen Road South Area) (Controlled Parking Zone and Waiting Restrictions) Order 2019 (as amended), and (5) The Oxfordshire County Council (Parking Places for Pedal Cycles, Oxford) Consolidation Order 2009 (as amended), (6) The Oxfordshire County Council (Oxford Area -Various Streets) (Traffic Management) Order 2022, and (7) The Oxfordshire County Council (Oxford - Cowley Marsh Area) (Controlled Parking Zone and Waiting Restrictions) Order 2020 (as amended) which will be further amended accordingly. Comments:
The Council will be considering in due course whether the provisions of this experimental Order should be continued in force indefinitely. Any person may object to the making of an order for the purposes of such indefinite continuation within a period of 6 months beginning (a) with the day on which the experimental Order comes into force (20 May 2022) or (b) if that Order is varied by the Council or modified by the Council's Director pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification comes into force.
