14(1) (5) & (7) Notice of Temporary Traffic Order
Williamscot (Wardington) A361 Prohibition of Vehicles, 30mph Speed Limit and 7.5t Weight Restriction Date of Order: 9 May 2022 Coming into force: 16 May 2022 This Order is being introduced because of carriageway surfacing works which are anticipated to be completed 24 May 2022. The works active between 7.30pm and 6am affect the length of the A361 south of Williamscot from Wardington Road to Banbury Road, Chacombe. The effect of the Order is to: Prohibit use by motor vehicles between 7.30pm and 6am daily; Also, a 24 hour restriction will apply for a 30mph speed reduction; and 7.5tonne weight restrictions on the unnamed road to Chacombe running south-eastwards from the A361, Williamscot Road and The Plantation to prevent use by HGVs. The relevant part of the Oxfordshire County Council (Wardington Parish) (Speed Limits) Order 2020 (50mph) shall be temporarily suspended for the duration of the Works. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed/ restricted sections of road. The diversion route for traffic is via A361, A45, A425, A423, A361. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. Great Bourton, School Lane Prohibition of Through Traffic Date of Order: 28 February 2022 This Order was introduced because of water main renewal works planned to commence 7 March but the date has again been revised to 23 May, and is anticipated to be completed 19 July 2022. The effect of the Order is to temporarily prohibit any vehicle proceeding in sections of School Lane as work progresses. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic affected by the closure is via Crow lane and Main Street and vice versa. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner. (Ref. 1. (Steeple Barton & Westcot Barton Parishes) (Speed Limits) Order 20** 2. (Enstone Parish) (Speed Limits) Order 20**
NOTICE is given that Oxfordshire County Council proposes to make the above order under
the Road Traffic Regulation Act 1984 and all other enabling powers.
The effect of the orders - due to road safety concerns raised by the Parish Council is as follows:
1. To introduce a 20mph speed limit throughout Steeple & Westcot Barton, with the existing 30mph speed limit being replaced, leading outwards to the following points:

a. B4030 Enstone Road - a point 327 metres southwest of its junction with the unnamed road to Sandford St Martin,

b. B4030 North Street - a point 140 metres northeast of its junction with Holliers Crescent,

c. Church Lane - a point 575 metres east of its junction with Mill Lane (an extension of 211 metres),

d. Kiddington Road - a point 330 metres south of its junction with South Street (an extension of 226 metres),

e. Worton Road - a point 122 metres north of its junction with Hillside Road, and

f. Sandford St Martin Road - a point 308 metres northwest of its junction with the B4030 Enstone Road.

2. To introduce a 30mph speed limit at the western end replacing the existing 60mph National Speed Limit as follows:

? B4030 Enstone/Middle Barton Road - from a point 285 metres southwest of its junction with Sandford St Martin Road south-westwards for a distance of 295 metres.

3. To introduce 40mph speed limits on two roads at the eastern end of the village, replacing the existing 60mph National Speed Limit as follows:

a. B4030 North Street - from a point 140 metres northeast of its junction with Holliers Crescent eastwards to a point 55 metres east of its junction with Duns Tew Road, and

b. Duns Tew Road - from its junction with the B4030 North Street north-eastwards for a distance of 105 metres.

4. To introduce a 50mph speed limit on the B4030 between Enstone & Hopcrofts Holt, replacing the existing 60mph National Speed Limit as follows:

a. Between the existing 40mph east of the B4022 junction at Church Enstone & the existing 30mph at Gagingwell,

b. between the existing 30mph at Gagingwell & the newly proposed 30mph limit at the western edge of Westcott Barton, and

c. from the newly proposed 40mph at the eastern end of Middle Barton to its junction with the A4260 at Hopcrofts Holt.

5. In order to help manage compliance with the proposed 20mph limit, new traffic calming features - in the form of build-outs with priority traffic flow could be introduced on the B4030 Enstone/Middle Barton Road as follows:

? where the proposed 30mph meets the 20mph speed limit at the western end of the village, and

? outside the Rectory at St Edwards Church.

? At the bridge over the River Dorn a potential priority traffic flow with additional signs & lines and narrowing feature is also being considered.

The Oxfordshire County Council (Enstone Parish) (Speed Limits) Order 2018, and The Oxfordshire County Council (Steeple Barton & Westcot Barton Parishes) (Restricted Roads) Order 2001 will be revoked/replaced as necessary
