CROYDON COUNCIL
FAIRFIELD HALLS FORECOURT, PARK LANE, CROYDON, PROPOSED INTRODUCTION OF AN OFF-STREET CAR PARK
The Croydon (Off Street Parking Places) (No.H7) Traffic Order 20-
1. NOTICE IS HEREBY GIVEN that Croydon Council propose to make the above Traffic Order under Sections 32, 35, 124 of, and Parts I to IV of Schedule 9 to the Road Traffic Regulation Act, 1984 as amended and all other enabling powers.
2. The general effect of the Order would be:
(a) To designate the area described in the Schedule to this Notice as a 24-hour off-street public car park;
(b) All vehicles left in the car park specified in the Schedule to this Notice must be parked within marked bays;
(c) Vehicles that are not parked within marked bays or not parked in accordance with the signs and surface markings displayed would be liable to receive a Penalty Charge Notice;
(d) To update the regulations referenced in the Order to reflect the introduction of the new Civil Enforcement Regulations 2022.
3. Copies of the proposed Order and all related documents can be inspected until the last day of a period of six weeks beginning with the date on which the Order is made or, as the case may be, the Council decides not to make the Order, between 9am and 4pm on Mondays to Fridays by appointment with the Parking Design Team, at Bernard Weatherill House, 8 Mint Walk, Croydon, CRO 1EA (telephone 020 8726 6000 and ask for Parking Design). Alternatively all related documents or further information can be requested by email to Parking.Design@croydon.gov.uk.
4. Persons desiring to object to the proposed Order should send a statement in writing of their objection and the grounds thereof to the Order Making Section, 6th Floor, Zone C, Bernard Wetherill House, 8 Mint Walk, Croydon, CRO 1 EA or email Parking.Design@croydon.gov.uk quoting the reference PD/CH/H7 by 26 May 2022.
5. The Order is intended to designate a new off-street car park in the Fairfield Halls forecourt to provide 24-hour off-street parking for members of the public.

The forecourt area marked as a parking place, accessed from and bounded by Barclay Road to the south, Fairfield Halls and Croydon College to the east, Park Lane to the west and College Road to the north.

ROAD TRAFFIC REGULATION ACT, 1984, SECTION 14 AS AMENDED AND THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991
KESTON ROAD, THORNTON HEATH TEMPORARY RESTRICTION OF PARKING
1. Croydon Council HEREBY GIVES NOTICE that to facilitate cable installation works, they have made an Order the effect of which would be to temporarily restrict parking in Keston Road.
2. Whilst the said works are taking place, rolling parking suspensions and temporary waiting and loading restrictions operating 'at any time' will be introduced in Keston Road.
3. The Order will come into operation on 09 May 2022 and it is anticipated that the works will be completed on 06 June 2022. However, the Order will remain in force for a maximum duration of 18 months to be reintroduced if further works are required.
4. These restrictions shall not apply in respect of:
(a) a vehicle being used to carry out the said works;
(b) a vehicle being used for fire brigade, ambulance or police purposes;
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 AND ALL OTHER ENABLING POWERS
FURTHER EXTENSIONS OF EXISTING TEMPORARY PROHIBITIONS OF VEHICULAR TRAFFIC & PARKING - VARIOUS ROADS
1. Croydon Council, HEREBY GIVE NOTICE that the Secretary of State has issued a direction under Section 15 of the Road Traffic Regulation Act 1984 to extend the temporary prohibitions specified in the Schedule to this Notice for a further six months to allow for the introduction of experimental traffic schemes.
2. Whilst the said Orders continue in force:-
(i) The roads listed in column one of the Schedule to this Notice will be closed at their junctions with the roads shown in column 2 of that Schedule;
(ii) parking in small sections of the roads listed in column one of the Schedule to this Notice will be suspended as necessary to provide turning areas and waiting and loading restrictions will apply "at any time";
(iii) alternative routes are shown in the Schedule to this Notice.
3. The restrictions shall not apply in respect of:
(a) a pedal cycle;
(b) a vehicle being used for fire brigade, ambulance, or police purposes;
(c) anything done with the permission of a police constable in uniform or a civil enforcement officer;
(d) a vehicle being used for the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity, or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.
4. The duration of the Orders, which originally came into operation and were due to expire on the dates shown in the Schedule to this Notice, will be extended for six months, as per the new expiry dates of extended restrictions specified in that Schedule.

RYDONS LANE, COULSDON TEMPORARY RESTRICTION OF TRAFFIC
1. Croydon Council HEREBY GIVES NOTICE that to facilitate telegraph pole replacement works, they intend to make an Order the effect of which would be to temporarily restrict traffic in Rydons Lane.
2. Whilst the said works are taking place Rydons Lane will be closed between the common boundary of Nos. 23 and 25 Rydons Lane and a point 45 metres north-east of that common boundary.
3. Whilst the closure is in operation the alternative route for traffic will be via Rydons Lane, Stites Hill Road, Homefield Road, Waddington Avenue, Caterham Drive, Rydons Lane and reversed, as appropriately signed.
4. The Order will come into operation on 26 May 2022 and it is anticipated that the works will be carried out within approximately two days. However, the Order will remain in force for 18 months to be reintroduced should further works be required.
5. The restriction shall not apply in respect of:
(a) any vehicle involved in carrying out the said works;
(b) any vehicle being used for fire brigade, ambulance or police purposes;
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.

WADDINGTON WAY, UPPER NORWOOD TEMPORARY RESTRICTION OF PARKING
1. Croydon Council HEREBY GIVES NOTICE that to facilitate water main replacement works, they intend to make an Order the effect of which would be to temporarily restrict parking in Waddington Way, Upper Norwood.
2. Whilst the said works are taking place, parking will be suspended and temporary waiting and loading restrictions operating 'at any time' will be introduced in Waddington Way between its junctions with Spa Hill and Spurgeon Road.
3. The Order will come into operation on 23 May 2022 and it is anticipated that the works will be completed on 19 June 2022. However, the Order will remain in force for a maximum duration of 18 months to be reintroduced if further works are required.
4. These restrictions shall not apply in respect of:
(a) a vehicle being used to carry out the said works;
(b) a vehicle being used for fire brigade, ambulance or police purposes;
(c) anything done with the permission of a police constable in uniform or a Civil Enforcement Officer.
