INVITATION TO TENDER
ADVICE SERVICES

Harlow Council Is Inviting tenders from suitably experienced and qualified/certified/registered organisations for the purpose of providing Specialist Legal Advice and Support.

The aims of the Service are;
a. To provide Services for the residents of Harlow through a range of inclusive delivery options to provide advice, signposting and direct support.
b. To work with the Council, partners, other service providers and funding agencies, as appropriate, to achieve these aims.
c. To deliver the Services impartially, confidentially and free of charge at the point of need to Service users, at all times in accordance with data protection principles
d. To maintain and further the Council's Equality, Diversity and Inclusion Policy aims as part of the service delivery.
e. Provide demonstrative flexible service delivery, with the ability to pivot and respond to the changing needs of local residents.

The services listed below are a minimum requirement of the service provision:
1. Information and signposting - (providing customers with the information they need to understand their situation. This can include signposting i.e. providing factual information about the role of another organisation or how to find or contact that organisation. Within the information service, responsibility for taking any further action rests with the service user)
2. General advice - (usually be completed within one telephone or face to face interview, although there may be some follow-up work and the service user would take responsibility for any further action)
3. Casework
4. Specialist advice / advocacy / tribunal representation -(involving detailed knowledge of the law Identifying relevant legislation and deciding how it applies to a customer's particular circumstances, including identifying the implications and consequences of such action and grounds for taking action)

Tenderers will also be given the opportunity to supply additional/ added value services at no additional cost to the Council.
