Road Traffic Regulation Act 1984 - Section 14 (1)

Temporary Road Closure Middle Lane, Teddington (Ref: 22/094)

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water pipe repair and build a new chamber they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Middle Lane, Teddington.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Middle Lane, from

a point outside No. 7 Middle Lane to a point outside No, 11 Middle Lane.
3. The order will come into effect on 19 April 2022. The works are anticipated to be in progress from 19 April 2022 until 03 May 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. An alternative route for vehicles affected by the closure will be available via the Causeway, Broad Street and Elleray Road and vice versa.

5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

6. Nothing in the Order will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) emergency service vehicles, subject to site conditions at the time of any emergency.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension Powder Mill Lane & Various Roads, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas main replacement works they have made a temporary Traffic Order, the effect of which will be to introduce parking suspensions in the following roads Powder Mill Lane, Bird Walk, Cheyne Avenue, Lyndhurst Avenue, and Woodlawn Crescent, Twickenham.

2. Whilst the works take place no person may permit a vehicle to wait or stand in the following roads Powder Mill Lane, Bird Walk, Cheyne Avenue, Lyndhurst Avenue, and Woodlawn Crescent, at such times and to such an extent as indicated by traffic signs and/or cones. The suspensions will be on a rolling basis.

3. The order will come into effect on 18 April 2022. The works are anticipated to be in progress from 18 April 2022 until 01 July 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTIONS) (CIVIL ENFORCEMENT AREA) (NO. 1) EXPERIMENTAL ORDER 2022
BURTONS ROAD, HAMPTON HILL AREA

1. The Council of the London Borough of Richmond upon Thames on 13 April 2022 made the above Orders under sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. The Orders shall come into effect on 25 April 2022.

2. The general effect of the Orders are:-

(a) Between 7am and 7pm, on Mondays to Fridays inclusive, there will be a prohibition of motor vehicles, except those exempted by the Council, in the following locations:-

(i) Burtons Road, eastwards from Uxbridge Road;

(ii) Burtons Road, eastwards from St James' Road;

(iii) Burtons Road, eastwards from Seymour Road;

(iv) Burtons Road, the railway bridge, west-bound;

(v) Albert Road, north-easterly from its junction with Park Road.

(b) Between 4pm and 7pm on Mondays to Fridays inclusive, introduce a banned right turn for motor vehicles proceeding south-westerly in Albert Road, into Park Road;

(c) At all times, no person shall cause or permit any vehicle to enter Queens Road at its junction with Uxbridge Road.

(d) To introduce lengths of double yellow lines ("no waiting at any time") in lengths of the following roads; Brooklands Place at its junction with Windmill Road, Burtons Road, Fitzwygram Close at its junction with Windmill Road, Greenwood Lane at its junction with Windmill Road Queens Road, Sanders Place at its junction with Windmill Road, Seymour Road, at its junction with Burtons Road, St James Avenue at its junction with Windmill Road, St James Road, at its junctions with Burtons Road Uxbridge RoadnVincent Row, at its junction with Windmill Road and Windmill Road, both sides.

3. Copies of further details regarding the scheme: -

(a) can be inspected, quoting Reference 22/098, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council's web-site at

4. In pursuance of section 10(2) of the Road Traffic Regulation Act 1984 the Assistant Director, Traffic and Engineering of the London Borough of Richmond upon Thames, as the specified officer, or some person authorised in that behalf by that officer may, if it appears to that officer or to that person essential in the interests of the expeditious, convenient and safe movement of traffic, or of the provision of suitable and adequate parking facilities on the highway, or for preserving or improving the amenities of the areas through which the roads affected by the Orders run, modify or suspend the Orders or any provision thereof.

5. If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions should be reproduced and continued in force indefinitely by means of Orders under section 6 of the said Act of 1984. Persons wishing to object to or support the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months referred to above (i.e. by 28 October 2022) send a statement in writing of their objection and the grounds of that objection to the address below.

7. If any person wishes to question the validity of this Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

Temporary Bus Lane Suspension Richmond Road, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate utility works that they intend to make a Temporary Traffic Order the effect of which

is to introduce a bus lane suspension in Richmond Road, Twickenham.
2. Whilst the works take place, all the bus lane on the north­western side of Richmond Road between a point outside No. 33 Richmond Road and a point outside No. 71 Richmond Road shall be suspended..

3. The order will come into effect on 26 April 2022 will be in force at all times from 26 April 2022 until 28 April 202 where relevant signs are placed. The order will remain in force for a period of 18 months, or until the works are completed, whichever is the sooner.

4. Nothing in the Order applies to:

(a) any vehicle being used, or any person in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for police, fire brigade or ambulance purposes.

SOUTH KEW EXTENSION - KB

1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Parking Places Order will be to extend the KB Controlled Parking Zone to Chaucer Avenue, Chilton Road, Darell Road, Garrick Road. Marksbury Avenue, Niton Road, The Haven and Thompson Avenue . The zone will operate between 10am and Noon on Mondays to Fridays inclusive.

3. The general effect of the Parking Places Supplementary Provisions Permits Order will be to set the charges for parking permits as described in Schedule 1 to this Notice

4. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in various lengths of the roads within the zone operating at any time and between 10am and Noon on Mondays to Fridays inclusive.

5. Within the zone, there will be designated permit holder only parking places where only vehicles which display a valid resident's permit, a valid business permit, a residents' visitor permit, a multi-zone business permit or an operational permit may park during the controlled hours.

6. The charges for resident and business parking permits are given in Schedule 1 to this Notice.
