Road Traffic Regulation Act 1984 Temporary Traffic Order - (Brighton Marathon Weekend) (Temporary Traffic Regulation) Order 2022

On Sunday, 10th April 2022 the Brighton Marathon Weekend is taking place and finishes in Madeira Drive, Brighton. To facilitate its safe passage parts of the route will need to be closed to traffic and therefore Brighton & Hove City Council have made an order under Section 16A to C of the Road Traffic Regulation Act 1984 as amended, which temporarily brings into force the following traffic regulations:
1. No person shall cause or permit any

vehicle that is not participating in, or connected with the Marathon to proceed in, exit from, or turn into any of the lengths of road specified in Schedule 1 to this Order between the hours of 05.30 and 22.00 on Sunday 10th April 2022 except upon the direction or with the permission of a police constable in uniform or a uniformed marshal.
2. No parking, waiting, loading or unloading

of a vehicle is to take place on any of the lengths of road specified in Schedule 2 to this Order and which constitute the Marathon route between the hours of 18.00 on Saturday 9th April 2022 and 22.00 on Sunday 10th April 2022.
3. The current traffic flow or priority in those

lengths of road specified in Schedule 3 to this order will be rescinded between the hours of 05.30 and 22.00 on Sunday 10th April 2022 unless under the direction or permission to the contrary of a uniformed police constable or a uniformed marshal.
4. No person shall cause or permit any vehicle

that is not participating in, or connected with, the Marathon to proceed in, exit from, or turn into Madeira Drive between the hours of 00:01 on Friday 8th April 2022 and 22:00 on Monday 11th April 2022 except upon the direction or with the permission of a police constable in uniform or a uniformed marshal.
5. The current prohibition of vehicles

accessing, proceeding in and exiting Little East Street shall be suspended between the junction of Little East Street with Bartholomews and with Kings Road in order to allow access to and egress from the Laines car park between the hours of 05:30 and 22:00 on Sunday 10th April 2022 unless under the direction or permission to the contrary of a uniformed police constable or a uniformed marshal.
6. The current prohibition of vehicles except

buses and taxis shall be suspended in North Street between the junction of Western Road and North Street, Castle Square and Old Steine northbound in order to allow access and egress between the hours of 05.30 and 22.00 on Sunday 10th April 2022 unless under the direction or permission to the contrary of a uniformed police constable or uniformed marshal.
7. The currently prohibited Right Turn from

Queens Road southbound at the junction with North Street shall be suspended in order to allow traffic to proceed west on Dyke Road between the hours of 05.30 and 22.00 on Sunday 10th April 2022 unless under the direction or permission to the contrary of a uniformed police constable or a uniformed marshal.
8. The currently prohibition of vehicles

except cycles shall be suspended in Ship Street between North Street and Duke Street in order to allow access to the Laines car park between the hours of 05.30 and 22.00 on Sunday 10th April 2022 unless under the direction or permission to the contrary of a uniformed police constable or uniformed marshal.
9. The current cycle lane orders on Kings

Road on southern footway from its junction with Grand Junction Road to its junction with Kingsway, Hove; and Grand Junction Road on southern footway from its junction with Madeira Drive westwards to its junction with Kings Road shall be suspended between the hours of 05.30 and 22.00 on Sunday 10th April 2022.
10. The current traffic flow and priority on the eastbound carriageway of Kingsway (A259) between Albany Villas and Fourth Avenue will be amended to allow for the installation of a two-way contraflow traffic system between the hours of 06.00 and 16.00 on Sunday

10th April 2022 unless under the direction or permission to the contrary of a uniformed police constable or a uniformed marshal.
11. The current traffic flow and priority on the northbound carriageway of Preston Road between South Road and Cumberland Road will be amended to allow for the installation of a two-way contraflow system between the hours of 05.30 and 11.15 on Sunday 10th April 2022 unless under the direction of a uniformed police constable or uniformed marshal.

12. The pedestrian zone in Ship Street between North Street and Duke Street will be suspended between the hours of 05.30 and 17.00 on Sunday 10th April 2022 unless under the direction of a uniformed police constable or uniformed marshal.

13. The pedestrian zone in Little East Street between Bartholomews and King's Road will be suspended between the hours of 05.30 and 17.00 on Sunday 10th April 2022 unless under the direction of a uniformed police constable or uniformed marshal.

14. The pedestrian zone in East Street between North Street and Bartholomews will be suspended between the hours of 05.30 and 17.00 on Sunday 10th April 2022 and unless under the direction of a uniformed police constable or uniformed marshal.

15. The current traffic flow in East Street between North Street and Bartholomews will be rescinded between the hours of 05:30 and 22:00 on Sunday 10th April 2022. No person shall cause or permit any vehicle to proceed in East Street between Bartholomews and North Street, other than in a northbound direction, unless under the direction of a uniformed police constable or uniformed marshal.

16. No person shall cause or permit any vehicle to proceed in Bonchurch Road, other than in a northbound direction, unless under the direction of a uniformed police constable or uniformed marshal.

17. No person shall cause or permit any vehicle to proceed in Whippingham Road, other than in a southbound direction, unless under the direction of a uniformed police constable or uniformed marshal.

18. In order to allow Mill Road Brighton to be used as a park and ride area for the benefit of participants in the Marathon no person shall cause or permit any vehicle other than those listed in items 1 and 2 of Schedule 4 to this Order ("an authorised vehicle") to proceed in, exit from or turn into that length of Mill Road as is specified in item 3 of Schedule 4 to this Order between the hours of 05.30 and 22.00 on Sunday 10th April 2022 and the direction of a uniformed police constable or uniformed marshal and the driver of an authorised vehicle shall not cause or permit the vehicles to proceed along the length of Mill Road as specified in item 3 of Schedule 4 to this Order otherwise in a south westerly direction.

19. The speed limit for vehicles using the east and west bound carriageway of Kingsway (A259) between Roman Road and Fourth Avenue shall be 20mph between the hours of 09.45 to 16.00 Sunday 10th April 2022.

This order shall be cited as The Brighton & Hove (Brighton Marathon Weekend) (Temporary Traffic Regulation) Order 2022.

1. Motor vehicles adapted to carry not

more than 17 passengers inclusive of the driver and not drawing a trailer and being used to transport persons registered to participate in the Marathon.
2. Buses and coaches authorised by the

Council in connection with the use of Mill Road as a park and ride area.
3. Mill Road Brighton from a point 20 metres southwest of the southwestern kerb line of Waterhall Road south westwards for a distance of 1480 metres.
