The Merton (Pedestrian and Cycle Zone)
(High Street. Wimbledon) Traffic Order 2022
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 21 March 2022, made the above-mentioned Order under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers, so as to continue in force indefinitely the provisions of the Merton (Pedestrian and Cycle Zone) (High Street, Wimbledon) (No. 2) Experimental Traffic Order 2020.
2. The general effect of the Order will be to create a pedestrian and cycle zone in High Street, Wimbledon the south-west to north-east arm, between its junction with Lingfield Road and its junction with the main arm of High Street, Wimbledon (generally fronting Nos. 46 to 54 High Street Wimbledon) which will operate between the hours of 9am and 4pm on Sundays.
3. Whilst the pedestrian and cycle zone is in operation:-
(a) motor vehicles will be prohibited from entering or proceeding in High Street, Wimbledon, the south-west to north-east arm, between its junction with Lingfield Road and its junction with the main arm of High Street Wimbledon, except for access to and egress from off-street private parking;
(b) parking and waiting by vehicles will be prohibited in the length of High Street Wimbledon specified in paragraph (a) above; and
(c) the parking places in the length of High Street, Wimbledon specified in paragraph (a) above will be suspended.
4. A copy of the Order, which will come into force on 1 April 2022, the Experimental Order of 2020 and other documents giving more detailed particulars of the Order, including a plan specifying the road or length of road affected by the Order, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Order was made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX.
5. Any person desiring to question the validity of the Order or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6,45,46,49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.
2. The general effect of the 'Free Parking Places' Order would be to: -
(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the 'Parking Places Amendment' Order would be to shorten in length an existing permit only parking place to enable the introduction of a disabled persons parking place in Oakwood Road and Ridge Road.
4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of roads to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail
quoting reference ES/DPPP49, no later than 15 April 2022.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE. KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate level-crossing improvement works at the northernmost level crossing on West Barnes Lane, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place, no person will:-
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the length of West Barnes Lane specified in sub-paragraph 2(a) above;
(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. The alternative routes for:-
(a) vehicles affected by the road closure will be via Claremont Avenue and Burlington Road, or vice versa;
(b) pedestrians affected by the road closure will be via the adjacent footbridge.
6. Nothing in the Order will apply: -
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions in any emergency; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.
7. The Order will come into operation at 11pm on Saturday 2nd April 2022 and remain in force until 11pm on Sunday 3rd April 2021.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
WEST BARNES LANE. KT3
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person would:-
(a) cause or permit any vehicle to enter, proceed, wait, load or unload in West Barnes Lane between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing;
(b) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) pedestrians would be via the adjacent footbridge.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.
7. The Order would come into operation at 11pm on 19th April 2022 and remain in force until 7am on 22nd April 2022 inclusive. During this time the works are anticipated to be carried out overnight between 11pm and 7am the next day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
THE BROADWAY. SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate a crane operation at No. 247 The Broadway, SW19; they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to enter or proceed in The Broadway, between its junction with Trinity Road and its junction with Latimer Road;
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in sub-paragraph 2(a) above;
(c) enter or proceed in the footway on the south side of The Broadway, from a point 9 metres east of the common boundary of Nos. 235 and 241 The Broadway eastward for a distance of 55 metres.
3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by the footway closure should proceed via the footway opposite.
6. Vehicular traffic affected by the road closure should proceed:-
(a) westbound via Kingston Road, Approach Road, Raynes Park Bridge, Coombe Lane, Lambton Road, Worple Road, Francis Grove, St George's Road, Wimbledon Bridge Road and The Broadway;
(b) eastbound via Merton High Street, Haydons Road, Queen's Road and The Broadway, or via Gladstone Road, Sir Cyril Black Way, Hartfield Road, Kingston Road and Merton Road.
7. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions in any emergency; or
(d) so as to prevent pedestrian access to the properties adjacent the work site.
8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
9. The Order will come into operation on Sunday 27th March 2022 will remain in force for a maximum period of 3 months. Works are anticipated to be carried out on Sunday 27th March 2022, with back-up dates of Sunday 3rd April 2022 and Sunday 10th April 2022.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
NEW BARNS AVENUE. CR4
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water service pipe works in New Barns Avenue, CR4, they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to enter or proceed in New Barns Avenue, between its junction with Commonside East and the north-eastern boundary of No. 477 Commonside East;
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in sub-paragraph 2(a) above;
(c) enter or proceed in the length of footway in New Barns Avenue immediately adjacent to No. 477 Commonside East.
3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Pedestrians affected by the footway closure should proceed via the footway opposite.
6. The prohibited length of New Barns Avenue is a cul-de-sac and no diversion route for vehicular traffic is required.
7. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions in any emergency; or
(d) so as to prevent pedestrian access to the property adjacent the work site.
8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
9. The Order will come into operation on Monday 4th April 2022 with works anticipated to be carried out from 4th April 2022 for five days. However, the Order will remain in force for 3 months should further works be required.

PELHAM ROAD. SW19
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate Thames Water service pipe works in Pelham Road SW19, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works no person will cause or permit any vehicle to:-
(a) enter or proceed in Pelham Road, between its junction with Gladstone Road and the common boundary of Nos. 129 and 131 Pelham Road; or
(b) wait, including for the purposes of loading or unloading, in the length of road specified in paragraph 2(a) above.
3. Any designated parking place situated in the length of Pelham Road specified in paragraph 2(a) above will be suspended.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed via Gladstone Road, Kingston Road and Russel Road or via Russel Road, The Broadway and Gladstone Road.
6. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform, or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions during any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.
7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Monday 28th March 2022 with the works expected to be completed within 5 days. However, the Order will remain in force for 3 months should further works be required.
