1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the "Waiting and Loading" Orders would be to further amend the Merton (Waiting and Loading Restriction) Order 1977 and the Merton (Waiting and Loading Restriction) (Wimbledon Park) (No. 4) Order 2011 so that-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in the roads or lengths of road described in Schedule 1 to this Notice;

(b) the waiting restriction in the road or lengths of road specified in Schedule 2 to this notice would be changed from single yellow line waiting restriction to double yellow lines no waiting at any time restriction.

3. The general effect of the 'Parking Places' Order would be to replace the parking place outside of No. 61 Dora Road with a single yellow line waiting restriction operating between the hours of 11am and 3pm Mondays to Fridays.

4. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

the arm fronting Nos. 19 to 37 Heathfield Drive, the south-east side, from a point 2 metres north-east of a point in line with the south-eastern building wall of No. 39 Heathfield Drive, north-eastward for a distance of 5 metres.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 15 March 2022, made the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

2. The general effect of the 'Free Parking Places' Order will be to: -

(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.

3. The general effect of the 'Parking Places Amendment' Orders will be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations described in the Schedule to this Order.

A copy of each of the Orders, which will come into force on 28 March 2022, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.
Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 3) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate level-crossing improvement works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place, no person would:-

(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the length of West Barnes Lane specified in sub-paragraph 2(a) above;

(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. The alternative routes for:-

(a) vehicles affected by the road closure would be via Claremont Avenue and Burlington Road, or vice versa;

(b) pedestrians affected by the road closure would be via the adjacent footbridge.

6. Nothing in the Order would apply: -

(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions in any emergency; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above.

7. The Order would come into operation at 11 pm on Saturday 2nd April 2022 and remain in force until 11pm on Sunday 3rd April 2021.

LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
THE BROADWAY, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate a crane operation at No. 247 The Broadway, SW19; they intend to make an Order, the effect of which would be to temporarily restrict vehicular and pedestrian traffic in the said road.

2. During the works, no person would:-

(a) cause or permit any vehicle to enter or proceed in The Broadway, between its junction with Trinity Road and its junction with Latimer Road;

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in sub­paragraph 2(a) above;

(c) enter or proceed in the footway on the south side of The Broadway, from a point 9 metres east of the common boundary of Nos. 235 and 241 The Broadway eastward for a distance of 55 metres.

3. Any designated parking place situated in the road or length of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Pedestrians affected by the footway closure should proceed via the footway opposite.

6. Vehicular traffic affected by the road closure should proceed:-

(a) westbound via Kingston Road, Approach Road, Raynes Park Bridge, Coombe Lane, Lambton Road, Worple Road, Francis Grove, St George's Road, Wimbledon Bridge Road and The Broadway;

(b) eastbound via Merton High Street, Haydons Road, Queen's Road and The Broadway, or via Gladstone Road, Sir Cyril Black Way, Hartfield Road, Kingston Road and Merton Road.

7. Nothing in the Order would apply: -

(a) to any vehicle being used in connection with the execution of the said works; or

(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) to any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions in any emergency; or

(d) so as to prevent pedestrian access to the properties adjacent the work site.

8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order would come into operation on Sunday 27th March 2022 would remain in force for a maximum period of 3 months. Works are anticipated to be carried out on Sunday 27th March 2022, with back-up dates of Sunday 3rd April 2022 and Sunday 10th April 2022.

(a) convert sections of existing parking places in lengths of roads generally fronting the locations referred to in the Schedule to this notice, to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations, to facilitate vehicle crossovers;

(b) remove a crossover in Craven Gardens, SW19; adjacent to the rear garden of No. 132 Queens Road and install two shared-use parking places.

3.
