(Charlbury Area) (Speed Limits) Order 20**
NOTICE is given that Oxfordshire County Council proposes to make the
above order under the Road Traffic Regulation Act 1984 and all other
enabling powers. The effect of the order, as a result of development of land
adjacent to the B4437 Forest Road, west of Charlbury is as follows:
To extend the existing 30mph speed limit replacing part of the existing
60mph National Speed Limit on the B4437 Forest Road by approximately
145 metres. The extended limit will cover the proposed new junction with
the access road to the 'Rushy Bank' residential development.
The Oxfordshire County Council (Charlbury Area) (Speed Limits) Order
2020 will be revoked/replaced as necessary.

Objections to the proposals specifying the grounds on which they are made and any other representations to be sent in writing to the address below no later than 15th April 2022. NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984. The effect of the orders is to introduce a new parking scheme throughout Woodstock town replacing most of the existing measures. A public exhibition is displaying from:
* Saturday 19th March: 9.30am - 12noon, Woodstock Community Centre, New Road, Woodstock.
* Monday 21st March: 6.30pm - 8.00pm, Woodstock Town Hall, Market Place, Woodstock.

Additionally, the plans and documents will be available to view in person at: Woodstock Library, The Oxfordshire Museum, Fletcher's House, Park Street, Woodstock, OX20 1SN from 10am - 1pm & 2pm - 5pm Tuesday to Friday, 10am - 12.30pm & 1pm - 4.30pm Saturday, & 2pm to 5pm on Sunday, and at County Hall, New Street, Oxford, OX1 1ND from 9am - 4pm Monday to Friday. Copies may also be made available on request. Description of the new measures are as follows: 1) Existing Waiting Restrictions to be retained:
(a) Double Yellow Lines (Prohibition of waiting at any time) will remain as currently marked in: Browns Lane, Brook Hill, Upper Brook Hill, Market Street, Market Place, High Street, Park Street, Park Lane, Chaucers Lane, Harrison's Lane, Rectory Lane, Park Lane, Hensington Road, Union Street, Cadogan Park;
1) Proposed amendments to Waiting Restrictions:
(b) Double Yellow Lines will see some additions in the following roads: Oxford Street - extension from Nos 98 westwards to the pedestrian crossing on the causeway; Oxford Street - outside the Kings Arms Hotel; Park Lane - in the vicinity of Nos.34/36; Park Street - north side - single space between the disabled bay and time limited bay.
2) Parking Places:
(a) Proposed paid parking bays (PAY AND DISPLAY) where charges will apply - 8am to 6pm, Max Stay 3 hours (no return within 1 hour)
- Woodstock (WS) residents permit holders exempt from charges and time limits:
Applies to existing time limited bays located on Market Street, Market Place, Park Street (south side), Park Street (northside) - between No.25 and the museum, High Street Car Park, High Street - south side - between No.7 and 22, Rectory Lane - both sides between No.40 and access to the Bear Hotel, Oxford Street - east side - between Nos.32 & 66, Oxford Street
- west side in front of the Kings Arms Hotel and No.41.
(b) Proposed' ultra-short stay' bays - Max stay 20 minutes, 8am to 6pm no return within an hour (No requirement to display a parking ticket):
Applies to existing time limited bays located on High Street - outside the Co-op and up to No.26, Park Street - outside the post office, Oxford Street
- between Nos 18-22, Oxford Street between No.25-31.
(c) Proposed Residents Permit Holder only parking areas - Woodstock (WS) 8am to 6pm:
Applies to all unrestricted on-street parking areas on Cockpit Close, Rectory Lane, Bear Close, Union Street, Brook Hill - from the junction with Oxford Street to the junction with Union Street, Upper Brook Hill, Chaucer's Lane, Harrisons Lane, Browns Lane, Oxford Street (service road) - spaces opposite Nos 45 to 53. New Road from its junction with Recreation Road southwards
- with the exception of proposed time limited bays outside the community centre, Oxford Street - south side - in the layby adjacent to Nos.85-87.
(d) Existing and proposed time limited bays - Max stay 2 hours, 8am to 6pm, no return within 2 hours:
Applies to existing bays located on Park Lane - north side - adjacent to No.12, Park Lane - south side - adjacent to No.7 and the public house, New Road - adjacent to the community centre.
(e) Existing Disabled Bays to be retained:
Applies to locations on High Street - south side - adjacent to No.24, High Street - north side - adjacent to the Town Hall, Park Street - north side -in front of the museum.
(f) Proposed new in-carriageway Cycle parking only:
Applies to locations on High Street - south side - adjacent to Nos.42/44, Park Street - north side - west of the boundary to No.4.
3) Eligible properties:
Residents of the following roads will be able to apply for annual Residents,
Business and Visitors' Parking Permits and a local identifier of 'WS' will be
shown on permits and on road signage at the entry points to those areas.

4) Residents permits:
Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.
5) Visitors permits:
Will be available for residents at the above eligible addresses, usually a maximum of 50 days' worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.
6) Charges:
(a) for residents permits per property will be £65 per annum.
Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £1 per permit so that the cost of the second block will
be £25.
(b) Business permits will be available where it is essential for business purposes within the Woodstock (WS) permit holder area. Permits will be limited to a maximum of two permits per business and will be vehicle specific. The charge for each will be £150 per annum or £40 for 3 months or £75 for 6 months or £115 for 9 months. The fee for a change of vehicle for business permits is £15.
(c) Contractors may apply for a permit to use a parking place at a charge of £25 for any period not exceeding a week.
7) Other Matters:
(a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order or where it has been abused. This may result in suspension of eligibility for further permits.
(b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are no waiting restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.
(c) The Oxfordshire County Council (Various Roads - West Oxfordshire) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2012 (as amended) will be amended so that roads and waiting restrictions are moved from that order into the proposed new Woodstock order.
The Oxfordshire County Council (Carers' Permit) Order 2010 is further amended to enable Carers Permit Holders to park their vehicles without restriction whilst attending patients.
It also adds recently made Controlled Parking Zone orders in Oxford for use by carers.
8) Pay & Display Parking:
Is introduced in the following roads: High Street, Park Street, Rectory Lane, Market Place, Market Street, Oxford Street (part). A parking ticket, available from nearby parking metres would be required to be displayed within the vehicle, unless a valid Woodstock Residents Permit has been issued, or a 'blue badge' is on display. The charges proposed are:

Payment for a parking ticket may be made via the County's online portal, or by the insertion of the appropriate money into a nearby ticket machine. Machine produced tickets will be displayed on a vehicle. 'Virtual' Parking Tickets obtained online will be accessible to parking enforcement officers. Vehicles must be parked within marked bays. Residents who have been issued a Residents Permit may park without time limit or charge in 'pay and display' bays.

(KINGSTON BAGPUIZE WITH SOUTHMOOR, AND LONGWORTH
PARISHES) (SPEED LIMITS) ORDER 2022
NOTICE is given that on 14th March 2022 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984 and all other enabling powers.
The order, which comes into force on 23 March introduces a new 'buffer' 40mph Speed Limit on the A415 (towards Frilford) extending south-eastwards for 365 metres from the existing Kingston Bagpuize 30mph speed limit (south of the A420 roundabout) replacing the 60mph National speed limit by the same amount.
The Oxfordshire County Council (Kingston Bagpuize With Southmoor And Longworth Parishes) (30 Miles Per Hour Speed Limit) Order 2017 is revoked/replaced.
