LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1976
PROPOSED VARIATION OF HACKNEY CARRIAGE FARES
NOTICE IS HEREBY GIVEN pursuant to Section 65 of the Local Government (Miscellaneous Provisions) Act 1976 that Southampton City Council proposes, subject to any objections received, to vary the table of fares applicable to hackney carriages licensed by the city council.
EFFECT OF THE PROPOSED VARIATION
The effect of the proposed variation will be to set the fares and other charges in connection with the hire of hackney carriages within the City of Southampton in accordance with the following table:-
TARIFF 1 - Daytime - for any hiring begun after 6.00 a.m. and before 11.00 p.m. except as In Tariffs 3 and 4
(a) For the first one tenth of a mile (176 yards) or part thereof: £3.20
(b) For each subsequent one tenth of a mile (176 yards) or part thereof £0.20 (d) Waiting Time - For each period of thirty seconds or part thereof: £0.20
TARIFF 2 - Nlght-Tlme - for any hiring begun after 11.00 p.m. and before 6.00 a.m. except as In Tariffs 4 below
(a) For the first one tenth of a mile (176 yards) or part thereof: £4.00
(b) For each subsequent one tenth of a mile (176 yards) or part thereof £0.25 (d) Waiting Time - For each period of thirty seconds or part thereof: £0.25
TARIFF 3 - Sundays, Bank and Public Holidays
Except as in Tariff 4 below for any hiring begun after 6:00am on a Sunday, bank or public holiday and before 6 am on the day after will attract a surcharge of £1.00
TARIFF 4 - Christmas and New Years eve For any hiring begun after 11.00 p.m. on the 24th December and
before 6.00 a.m. on the 26th December and any hiring begun One and a half times the rate of Tariff 1 after 11 pm on 31 st December and before 6am on 1 st January:
Additional Charges
MORE THAN 4 PASSENGERS -
for each person in addition to the first four passenger per hiring: £2.00
ITCHEN BRIDGE TOLLS -
If a toll is payable for crossing the Itchen Bridge, a sum equivalent to the toll paid
SOILING CHARGE - If the hackney carriage is soiled by a passenger or an animal: £70.00
DETAILS
The proposed variation of the table of fares has been restructured to a simpler format with less tariffs, using tenths of a mile as the distances for each step. The initial start up rate is increased by £0.40. The increase in fares under five miles amount to an increase of no more than 17% and is less than the Bank of England's calculation that inflation has increased by nearly 20% since 2014. The increase is greater the longer the journey but these journeys are predominantly outside of the city when drivers are able to negotiate the fare.
New Years eve tariff has been removed and New Years eve now attracts the same rate as Christmas. The Christmas time range has been reduced to cover from 11pm on Christmas eve to 6am on 26th December.
The amount for carrying more than 4 passengers has been increased to £2 for each person instead of a £1 surcharge regardless how moany passengers in excess of 4 are taken.
The additional charges relating to card payments and Docks passengers have been removed.
The proposed variation will result in the following increases in typical daytime fares (Tariff 1);

The varied table of fares will come into force with effect from 28 March 2022 unless any objections are made.

Any objections to the variation should be made in writing and sent to the Licensing Team, at the address shown below, or by email to
so as to arrive no later than 29 March 2022
If objections are received and not withdrawn the council is required to consider the objections and set the fares no later than 29 May 2022.
