(Off-Street Parking Places) ORDER March 2022

NOTICE IS HEREBY GIVEN that Epsom & Ewell Borough Council in exercise of its powers under Sections 32 33 35 and 38 of the Road Traffic Regulation Act 1984 and Schedule 9 to that Act, the Traffic Management Act 2004 and Regulation 7 of the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 and all other enabling powers make the above Order.
The Epsom & Ewell Borough Council (Off Street Parking Places) Order March 2022 is to come into force on Monday 14th March 2022.
A copy of the Order and corresponding maps may be inspected on the Council's website at

. If any person wishes to question the validity of the Order or any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date below, apply for the purpose to the High Court.
The effect of the Order, the charges which will apply, and the restrictions which affect the off-street car parks are set out In the schedule and summarised as follows:

1. Revoke the Council's current EPSOM AND EWELL BOROUGH COUNCIL (Off Street Parking Places) ORDER April 2020

2. To update and amend the Council's current Off Street Parking Places Order to include:
a) The introduction of permit and cashless parking options in the Kingston Road Car Park (Stoneleigh Parade).
Parking up to 3 hours (No return 1 hour) Free
Parking up to 5 hours (8:30am - 6:30pm) £4
Parking over 5 hours (8:30am - 6:30pm) £6
Evening parking (6:30pm - 8:30am) £1
Sunday parking over 3 hours £1
Annual resident permit £390
Annual Business / Non-resident permit £715
b) The removal of the entry and exit barriers in the Town Hall (rear) and Hope Lodge car parks. The car park system to be replaced by a pay and display option offering cash and card payments along with a cashless parking option enabling payment by app or mobile phone.
c) The introduction of enforcement for the following off street contravention codes in Borough Council car parks where electric vehicle chargepoints are installed:
71 Parked in an electric vehicle's charging place during operating hours without charging
80 Parked for longer than permitted
The maximum designated time for charging will be 4 hours.
