2. The general effect of the 'Free Parking Places' Order would be to: -
(a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as "the Blue Badge") issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.
3. The general effect of the 'Parking Places Amendment' Orders would be to shorten in length existing permit or pay and display parking places to enable the introduction of disabled persons parking places at the locations described in the Schedule to this notice.
4. The general effect of the "Waiting and Loading" Order would be to amend the Merton (Waiting and Loading Restriction) Order 1977 so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) would be prohibited at any time in:-
Brenley Close, CR4,
(a) the south-eastern extremity of the cul-de sac end, and
(b) the north-east side of the cul-de-sac, from its south-eastern extremity north-westward for a distance of 6.6 metres.
5. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.
6. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively e-mail

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(LONDON ROAD AND PITCAIRN ROAD, MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton, hereby give notice that to facilitate cover replacement works in the carriageway of London Road near its junction with Pitcairn Road, Mitcham, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.
2. During the works, no person will cause or permit any vehicle to:-
(a) enter or proceed in:
(i) Pitcairn Road, from its junction with London Road, Mitcham, westward for a distance of 12 metres; or
(ii) London Road, the westernmost lane, between the common boundary of Nos. 90 and 92 London Road and a point 5 metres north of Pitcairn Road;
(b) wait, including for the purpose of loading or unloading a vehicle, in the lengths of road specified in sub-paragraphs 2(a)(i) and (ii) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes during any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.
5. Vehicular traffic affected by the road closures should proceed by way of London Road, Victoria Road, Taylor Road and Fleming Mead or vice-versa.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into force on Wednesday 9th March 2022 and it is expected that the works will be completed the same day. However, the Order will remain in force for a period of 3 months should further works be required.
LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(LOWER MORDEN LANE, SM4) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate telecommunication works to be undertaken in Lower Morden Lane, SM4, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would:-
(a) enter or proceed on the northern footway of Lower Morden Lane, from its easternmost junction with the Beverley Roundabout to a point 4 metres east of the western boundary of No. 94 Lower Morden Lane; or
(b) cause or permit any vehicle to proceed in Lower Morden Lane, between its easternmost junction with the Beverley Roundabout and the common boundary of Nos. 186 and 188 Lower Morden Lane other than in a westbound direction (vehicles would be prohibited from using the eastbound lane); or
(c) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in Lower Morden Lane, both sides between its easternmost junction with the Beverley Roundabout and the common boundary of Nos. 186 and 188 Lower Morden Lane.
3. Any designated parking place situated in the length of Lower Morden Lane specified in paragraph 2(b) above would be suspended for the duration of the works.
4. The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by the road closure should proceed using the Beverley Roundabout, Tudor Drive(B279) and the A24.
6. Pedestrian traffic affected by the footway closure should proceed using the footway opposite and the footways around the Beverley Roundabout.
7. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraphs 2(a) and 2(b) as applicable, insofar as access is reasonably practicable without interference with the said works.
9. The Order would come into operation on Tuesday 22nd March 2022, with the works anticipated to be carried out over two days between the hours of 10am and 4pm. However, the Order would remain in force for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(BURSTOW ROAD, WIMBLEDON CHASE)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in Burstow Road, Wimbledon Chase, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the worksite) no person will cause or permit any vehicle to:
(i) enter or proceed in Burstow Road, from the south-eastern kerb-line of Toynbee Road southward for a distance of 43 metres;
(ii) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a)(i) above;
(b) the north-eastbound one-way working in Burstow Road will be suspended between its northernmost junction with Dennis Park Crescent and its junction with Toynbee Road and two-way traffic permitted.
3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency or
(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the works.
6. Vehicular traffic affected by the road closure should proceed via Lower Downs Road and Toynbee Road or vice-versa.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order will come into operation on Monday 14th March 2022 and it is anticipated that the works will be completed by Sunday 15th May 2022. However, the Order will remain in force for 3 months should further works be required.

(LOVE LANE, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate new build construction works at Nos. 131-135 Love Lane, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Love Lane, the north-west side, from the common boundary of Nos. 127 and 129 Love Lane north-eastward to a point 6 metres north-east of the northeastern boundary of Nos. 29 Love Lane.
3. Any designated parking place situated in the length of road specified in paragraph 2 above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes in any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order would come into operation on Tuesday 15 March 2022 and would remain in force for 12 months.

(COOMBE LANE, RAYNES PARK)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice, that to facilitate the installation of new gullies in Coombe Lane, Raynes Park, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Coombe Lane, the north side, between the common boundary of Nos. 52 and 54 Coombe Lane and the eastern kerb-line of Amity Grove.
3. Any designated parking place situated in the length of road specified in paragraph 2 above will be suspended for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
