LONDON BOROUGH OF SUTTON
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton made the following Orders on 28 February 2022 under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 , as amended -
(a) The Sutton (Charged-For Parking Places) (Amendment No. 66) Order 2022 and
(b) The Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 66) Order 2022
2. The principal objectives of the Orders are; (a) to introduce disabled bays to provide a parking facility for disabled persons where a high level of parking makes reasonable means of access difficult, and revoke those parking bays that are no longer required; and (b) to ensure that the Orders match conditions as they exist on site.
3. The general effect of the Orders will:-
(a) provide new disabled person's parking places, 6.6 metres in length, in which vehicles displaying a disabled person's badge may park at any time, at the following locations:-
(i) outside Nos. 50 and 52 Bernard Road, Wallington
(ii) outside Nos. 13 and 15 Bridle Path, Wallington
(in place of the existing uncontrolled footway parking bay, 2 wheels on the footway);
(iii) opposite No. 28 Brown Close, Wallington
(iv) opposite Nos. 8 to 10 Burgess Road, Sutton (in place of existing permit holder only bay)
(v) outside Nos. 4 to 6 Constance Road, Sutton (in place of existing permit holder only bay)
(vi) outside No. 38 Peterborough Road, Carshalton (in place of the existing uncontrolled footway parking bay, 4 wheels on the footway)
(vii) outside Nos. 16 and 18 Sorrento Road, Sutton (in place of existing permit holder only bay)
(viii) outside Nos. 81 and 83 Tharp Road, Wallington
(ix) outside Nos. 19 to 25 Whitehorn Avenue, Coulsdon
(x) outside Flats 1-16, No. 24 Mill Green Road, in Wolseley Road, Mitcham Junction
Please note that the disabled person's parking place proposed on 16 September 2021 the London Gazette in Antrobus Close, Sutton at the rear of No. 45 Gander Green Lane, Sutton has been withdrawn.
(b) revoke existing disabled person's parking places at the following locations:-
(i) outside No. 32 and 34 Albion Road, Sutton (converts back to a permit holder only bay);
(ii) outside No. 5 Beddington Grove, Wallington;
(iii) outside No. 6 Belmont Road, Wallington;
(iv) outside No. 19 Blenheim Road, Sutton;
(v) outside Nos. 2-16 Bloxworth Close, Wallington;
(vi) on the traffic island on Buckhurst Avenue, Carshalton (converts to an unrestricted footway bay, 4 wheels on the footway);
(vii) outside Nos. 51 and 53 Constance Road, Sutton (converts to a permit holder only bay);
(viii) outside No. 62 Dale Park Avenue, Carshalton;
(ix) outside No. 6 Godalming Avenue, Wallington;
(x) outside No. 70 Grennell Road, Sutton;
(xi) outside No. 29 Hunston Road, Morden (converts to an unrestricted footway bay, 4 wheels on the footway);
(xii) outside No. 57 Lower Road, Sutton (converts to a permit holder only bay);
(xiii) outside Nos. 34 and 36 Mellows Road, Wallington;
(xiv) outside No. 80 Park Hill, Carshalton;
(xv) outside No. 13 Priory Crescent, Cheam;
(xvi) outside Nos. 20 and 21 Shrubland Grove, Worcester Park;
(xvii) outside Nos. 1 and 2 Stanhope Road, Carshalton; and
(xviii) outside No. 70 Wigmore Road, Carshalton
(c) amend the map-based tiles to the schedule attached to The Sutton (Charged-For Parking Places) Order 2017 and to the Sutton (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) Order 2017 so as to more accurately represent the existing layout to match conditions as they exist on site.
Note: there will be no change to the restrictions as currently marked and signed on-street as a result of this amendment.
4. Copies of the Orders, which will come into force on 7 March 2022 and of the Orders that will be revoked or amended by these Orders, the Council's Statement of Reasons for making the Orders and plans showing the locations and the effects of the Orders may be inspected at the Council's Civic Offices, St Nicholas Way, Sutton, Surrey, SM1 1EA between 9am and 5pm on Monday to Friday.
5. If any person wishes to question the validity of these Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court
