LONDON BOROUGH OF MERTON
SCHOOL STREETS - PEDESTRIAN AND CYCLE ZONES
VARIOUS PEDESTRIAN AND CYCLE ZONE TRAFFIC ORDERS
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 23 February 2022, made the Orders mentioned in Schedule 1 to this notice under sections 6 and 124 of, and Part IV of the Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers, so as to continue in force indefinitely the provisions of the experimental Orders specified in Schedule 2 to this notice, as modified on 20 January 2021 under s.10(2) of the said Act.
2. The general effect of the Orders will be to prohibit all motorised vehicles from entering the roads or lengths of road listed in column 3 of Schedule 3 to this notice, during the corresponding periods specified in column 4 of Schedule 3 to this notice, with an exemption for those authorised vehicles which are specified on a white list for each road, held and maintained by the Council.
N.B. Enforcement is carried out school term-times only.
3. A copy of the Orders, which will come into force on 28 February 2022, the Experimental Orders of 2020 and other documents giving more detailed particulars of the Orders, including the notice of modification and plans specifying the roads affected by the Orders, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX. 4. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(LONDON ROAD AND PITCAIRN ROAD. MITCHAM) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton, hereby give notice that to facilitate cover replacement works in the carriageway of London Road near its junction with Pitcairn Road, Mitcham, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.
2. During the works, no person would cause or permit any vehicle to:-
(a) enter or proceed in:
(i) Pitcairn Road, from its junction with London Road, Mitcham, westward for a distance of 12 metres; or
(ii) London Road, the westernmost lane, between the common boundary of Nos. 90 and 92 London Road and a point 5 metres north of Pitcairn Road;
(b) wait, including for the purpose of loading or unloading a vehicle, in the lengths of road specified in sub-paragraphs 2(a)(i) and (ii) above.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes during any emergency; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference.
5. Vehicular traffic affected by the road closures should proceed by way of London Road, Victoria Road, Taylor Road and Fleming Mead or vice-versa.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order would come into force on Wednesday 9th March 2021 and it is expected that the works would be completed the same day. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(11
(GLADSTONE ROAD. SW19) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate footway renewal works to be undertaken in Gladstone Road, SW19, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in Gladstone Road, both sides; or
(b) enter or proceed on the footways of the road or lengths of road specified in paragraph (a) above.
3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016. The works zone will be up to 50 metres on one side of the road at a time, and will move as works progressed. However, parking will be prohibited on both sides of the length of road affected by the works zone.
4. Pedestrian traffic affected by a footway closure should proceed using the footway opposite.
5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
6. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian access to premises in or adjacent to the road or lengths of road specified in paragraph 2(a) above.
7. The Order will come into operation on Monday 28th February 2022 and it is anticipated that the works will take 10 weeks to complete. However, the Order will remain in force for a maximum period of 12 months and its provisions will be re-introduced during that period should any further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14m
(BURSTOW ROAD. WIMBLEDON CHASE)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in Burstow Road, Wimbledon Chase, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the worksite) no person would cause or permit any vehicle to:
(i) enter or proceed in Burstow Road, from the south-eastern kerb-line of Toynbee Road southward for a distance of 43 metres;
(ii) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a)(i) above;
(b) the north-eastbound one-way working in Burstow Road would be suspended between its northernmost junction with Dennis Park Crescent and its junction with Toynbee Road and two-way traffic permitted.
3. Any designated parking place situated in the road or length of road specified in paragraph 2(a) above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent vehicular access to premises in or adjacent to the roads or lengths of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the works.
6. Vehicular traffic affected by the road closure should proceed via Lower Downs Road and Toynbee Road or vice-versa.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
8. The Order would come into operation on Monday 14th March 2022 and it is anticipated that the works would be completed by Sunday 15th May 2022. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(COOMBE LANE. RAYNES PARK)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice, that to facilitate the installation of new gullies in Coombe Lane, Raynes Park, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.
2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Coombe Lane, the north side, between the common boundary of Nos. 52 and 54 Coombe Lane and the eastern kerb-line of Amity Grove.
3. Any designated parking place situated in the length of road specified in paragraph 2 above would be suspended for the duration of the works.
4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order would apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order would come into operation on Monday 7th March 2022 and it is anticipated that the works would be completed within 6 weeks. However, the Order would remain in force for 12 months should further works be required.
