The Waltham Forest (Prescribed Routes) (HW Area No. 2/2017) (Amendment No. 1) Traffic Order 2022
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest ('the Council') on 10th February 2022 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders will be to introduce new or extend existing lengths of 'at any time' waiting restrictions (double yellow lines) at the locations specified in Schedule 1 to this Notice, converting existing lengths of 'single yellow line' waiting restrictions where needed; and
3. The general effect of the Orders in other roads would be, in:
(a) Buckingham Road E10 - north-west side - to convert LNE permit holders' parking space between a point 1 metres south-west of the northeast boundary of No. 1 north-eastwards for a distance of 5.6 metres and introduce a single yellow line waiting restriction operating Mondays to Saturdays 8am to 6.30pm;
(b) Clifford Road E17 - north side - to convert FR permit holders' parking space between the east boundary of No.31 Walthamstow Business Centre eastwards for a distance of 6.4 metres and introduce a single yellow line waiting restriction operating Mondays to Fridays 10am to 4pm;
(c) Coleridge Road E17 - south-east side - convert the caterers only parking place to a HS permit holder parking place operating between 8am and 6.30pm Mon-Sat;
(d) Devonshire Road E17 (DEV) - south-west side - to remove the whole 'single yellow line' outside Nos. 61 DEV and extend the adjoining permit holders' parking places operating Mon Fri 8am to 12.30pm and 2.30pm to 6.30pm and Sat 8am to 6.30pm;
(e) Douglas Avenue E17 (DOU) - north east side - to convert BP permit holders' parking space outside No. 81 DOU and extend the single yellow line waiting restriction situated north of that property southward by 2.1 metres operating Mondays to Sat 8am to 6.30pm;
(f) Forest Glade E11 (FOG) - south-east side - to remove the whole 'single yellow line' outside Nos. 20 FOG and extend the adjoining permit holders' parking places operating Mon - Fri 10am to 4pm;
(g) Fyfield Road E17 (FY) - west side - remove a permit holder parking place (disused advisory disabled parking bay) outside No. 119 FY and replace with a single yellow line waiting restriction operating between 10am and 4pm Mon-Fri (connecting the same waiting restrictions either side of that bay)
(h) Hainault Road E11 (HN)-
a. northwest side - to relocate the partial footway Pay by Phone parking place outside No. 61 and 65 HN so that it is fully in the carriageway
b. south-east - to remove the Pay by Phone parking place opposite a point between Midland Road and No. 61 HN and replace with double yellow line "at any time" waiting restrictions
(i) Higham Hill Road E17 (HGH) - north-east side - to remove the free partial footway parking place between Nos. 178 and 192 HGH and replace with double yellow line "at any time" waiting restrictions
(j) Hookers Road E17 - south side - convert 7 metres of permit parking space opposite Nos. 6a and 7 HK to double yellow line "at any time" waiting and loading restrictions to provide space on the carriage for cycle hangar apparatus provided under powers of section 63 of the Road Traffic Act 1984
(k) James Lane E11 (JM) - north-west side - convert:
a. a 28.5-metre section of permit parking space situated opposite Nos. 49 to 55 JM; and
b. a 10-metre section of permit parking space situated opposite Nos. 39 to 41 JM to double yellow line "at any time" waiting restrictions
(I) Knebworth Avenue E17 (KNE) - north west side - to convert BP permit holders' parking space outside No. 16 KNE and extend the single yellow line waiting restriction situated at that location south-westward for an additional 3.5 metres to operate Mondays to Sat 8am to 6.30pm;
(m) Lindley Road E10 (LIN) - east side - to remove the whole 'single yellow line' immediately south of No. 2 LIN and extend the adjoining permit holders' parking places operating Mon - Fri 8am to 6.30pm;
(n) Lytton Road E11 (LYT) - to convert 8 metres of permit holders' parking space between Nos. 35 and 39 LYT to a single yellow line waiting restrictions operating between Mon-Fri 10am to 4pm;
(o) Manor Road E10 (MAN) - south-west side - to convert a GS permit holders' parking place Nos. 67 and 69 MAN and introduce a single yellow line waiting restriction operating Mondays to Saturdays 8am to 6.30pm;
(p) Mansfield Road E17 (MAN) - south east side - to remove the whole 'single yellow line' outside Nos. 72 and 74 MAN and extend the adjoining permit holders' parking places operating Mon - Sat 8am to 6.30pm;
(q) Murchison Road E10 (MUR) - north-west side - to convert 6.7 metres of GGE permit holders' parking space opposite Nos. 279 to 285 MUR to double yellow line "at any time" waiting restrictions (extending the existing double yellow lines opposite No. 287 MUR in a south-westerly direction);
(r) Preston Road E11 (PRE) - south-east side - convert 5.4 metres of permit parking outside No. 1 PRE space to a single yellow line waiting restrictions operating 10am to 4pm Mon- Fri (extending the existing outside No. 1 PRE);
(s) Rale Lane E4 - the whole road - provide a restricted no waiting or loading "at any time" zone (entry and exit sign plates only without road markings)
(t) Roberts Road E17 (ROB) - north side - convert 4.5 metres of a permit parking place opposite Nos. 5, 10 - 12 Kings Farm to double yellow line "at any time" waiting restrictions
(u) Southcote Road E17 (SOC) - south-west side - convert 5 metres of permit parking space between Nos. 89 and 91 SOC to a single yellow line waiting restrictions operating between 8am and 6.30pm Mon-Sat
(v) Spencer Road E17 (SP)- both sides - convert permit parking space between its northern extremity and the common boundary of Nos. 59 and 61 SP to double yellow line "at any time" waiting restrictions;
(w) Upper Walthamstow Road E17 (UP) - north-west side - convert 5.5 metres of permit holder parking space (disused advisory disabled parking space) outside No. 13 UP and replace with a single yellow line waiting restriction operating between 10am and 4pm Mon-Fri connecting the same waiting restriction north-east of that bay)
(x) Woodstock Road E17 - convert permit holders' parking space situated between the southernmost boundary of No. 11 Belle Vue Road northwards for a distance of 4 metres to double yellow line 'at any time' waiting restrictions;
4. FURTHER NOTICE IS HEREBY GIVEN that the Council under the same RTRA sections mentioned in item 1 made minor amendments/corrections to existing traffic order schedules of on-street arrangements and Articles in relation to certain provisions, or as the case may be, prohibitions already existing on the highway, namely in:
(a) Higham Hill Road E17 - a correction to traffic order schedule of arrangements - north-east side - between its junction with Hamilton Road and Green Pond Road - removal of double yellow line "at any time" waiting restrictions;
(b) James Lane E11 - a correction to traffic order schedule of arrangements - both sides - addition of double yellow line "at any time" waiting restrictions. The remainder of the road between Hospital Road and Whipps Cross Road; and
(c) The Waltham Forest (Prescribed Routes) (HW Area No. 2) Traffic Order 2017 - Article correction.
no changes will be made on street with regards to all the Order amendments mentioned in item 4 above except for the erecting of signs indicating 'no motor vehicles' at modal filters (closures to vehicular traffic) existing in Barrett Road E17, Roland Road E17, Aubrey Road E17 and Church Hill Road E17.
5. FURTHER NOTICE IS HEREBY GIVEN that the proposals advertised on 2nd July 2021:
(a) in 'Higham Hill Road E17 (HGH) - west side - to remove a free short stay parking place situated between Nos. 313 and 321 HGH and to replace with double yellow line "at any time" waiting restrictions', and
(b) in Blandford Crescent E4 (BLA) - its south-easternmost arm
(i) south-east side - between a point in line with the north-east facing wall of No. 19 BLA and its south-western extremity
(ii) the whole south-west side; and
(iii) north-east side - measured in straight line between its southwestern extremity north-east for a distance of 10.5 metres (line will curve to the end of the south-westernmost arc); are all deferred until further notice; and at a future date, will either be made as either previously proposed, amended or abandoned.
6. FURTHER NOTICE IS HEREBY GIVEN that the proposals advertised on 9th September 2021 in Rosslyn Road (ROS) E17 - south-west side - to convert 6.5 metres of permit parking space between Nos. 5 to 9 ROS to a single yellow line waiting restriction operating Mon-Fri 10am to 4pm (to allow adequate space for dropped kerb access) is to be made without modification as previously proposed.
7. Copies of the Orders, which will come into operation from 10th February 2022 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing

8. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court.
