NOTICE OF PUBLICATION OF A STATEMENT OF COMMUNITY CONSULTATION AND NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER

LONDON LUTON AIRPORT LIMITED ("LLAL"), trading as Luton Rising,
of Hart House Business Centre, Kimpton Road, Luton, LU2 0LA ("the Applicant") proposes to make an application ("the Application") under section 37 of the Act to the Secretary of State for Transport for a Development Consent Order ("DCO") for the proposed expansion of London Luton Airport in south east Luton.
In accordance with section 47 of the Act, this notice publicises where and when the Statement of Community Consultation (SoCC) can be inspected. The SoCC sets out how the Applicant will undertake its consultation. Additionally, the Applicant has a duty to publicise the proposed Application under section 48 of the Act in line with Regulation 4 of the 2009 Regulations. In accordance with those provisions, this notice also summarises the main proposals and explains where the consultation documents can be viewed.
Since the sections 47 and 48 notice published in October 2019, there have been changes made to the project and it has therefore been decided to carry out a further round of statutory consultation.
Summary of proposed works
The project will build on the current operational airport with the construction of a new passenger terminal and additional aircraft stands to the north east of the runway. This will take the overall passenger capacity to 32 million passengers per annum. In addition to the above and to support the initial increase in demand, the existing infrastructure and supporting facilities will be improved in line with the phased growth in capacity of the airport. Key elements of the project include:
- Extension and remodelling of the existing passenger terminal (Terminal 1) to increase capacity
- New passenger terminal building and boarding piers (Terminal 2)
- Earthworks to create an extension to the current airfield platform, material for these earthworks would be generated on site
- Airside facilities including new taxiways and aprons, together with relocated engine run-up bay and fire training facility
- Landside facilities, including buildings which support the operational, energy and servicing needs of the airport
- Enhancement of the existing surface access network, including a new dual carriageway road accessed via a new junction on the existing New Airport Way (A1081) to the new passenger terminal along with the provision of forecourt and car parking facilities
- Extension of the Luton Direct Air to Rail Transit (DART) with a station serving the new passenger terminal
- Landscape and ecological improvements, including the replacement of existing open space
- Further infrastructure enhancements and initiatives to support the goal of a net zero airport operation by 2040, with interventions to support carbon neutrality being delivered sooner including facilities for greater public transport usage, improved thermal efficiency, electric vehicle charging, on-site energy generation and storage, new aircraft fuel pipeline connection and storage facilities, and sustainable surface and foul water management installations

The project is an Environmental Impact Assessment development, as defined by The Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. An Environmental Statement will be submitted as part of the Application. Preliminary environmental information can be found in the Preliminary Environmental Information Report ("PEIR"), which forms part of the consultation material.
Consultation on the proposals will take place from Tuesday 8 February to Monday 4 April 2022. This consultation will take a 'digital first' approach, with an online virtual consultation running alongside 13 face-to-face consultation events. The online virtual consultation can be accessed at www.lutonrising.org.uk and will be available at any time throughout the consultation period. Copies of all the consultation materials listed below (including documents, plans and maps showing the nature and location of the proposed development) will be available for inspection free of charge during the consultation online at www.lutonrising.org.uk and at the document inspection venues listed in the table below.

An electronic copy of the consultation materials can also be supplied free of charge on a USB drive. Those without computer access can request a printed copy of the Consultation Brochure and Consultation Response Form. The full suite of printed consultation documents will be made available for purchase at the cost of £260 plus postage. All document requests are limited to one per household or organisation. Requests for alternative formats of the consultation documents will be considered on a case-by-case basis.

Any person may comment on the proposals or otherwise respond to this publicity. When providing your response, please include your name and address or, if you would prefer your comments to be anonymous, your postcode only. Please also confirm the nature of your interest in the scheme. Please supply any response via one of the following methods:

At the consultation events: Consultation Response Forms can be completed and submitted at a consultation event.
By email or post: completed Consultation Response Forms, and any other comments, can be emailed to 2022consultation@lutonrising.org.uk or returned by post (no stamp required) to FREEPOST FUTURE LUTON 2022.
Responses must be received no later than 11:59 pm on Monday 4 April 2022. The Applicant will consider and have regard to all responses when developing the proposals for the scheme once the consultation has closed. Responses will be reported in a Consultation Report which will form part of the Application. This will be taken into consideration by the Planning Inspectorate when deciding whether the Application can be accepted for examination. Therefore, in providing any comment, it should be noted that the substance of it may be communicated to others as part of the Consultation Report.
Personal information that is supplied to the Applicant in response to this consultation will be treated confidentially and processed and handled in accordance with the Data Protection Act 2018. The information may be disclosed to or shared with LLAL's connected companies, agents, contractors and advisors who provide services to LLAL in connection with the preparation of an application for development consent under the Act. This will allow LLAL to fully consider the responses and use them in the preparation of application materials. Upon submission of LLAL's Application or in connection with LLAL's application for any consents or licences from the Civil Aviation Authority, the Secretary of State or the Civil Aviation Authority may require LLAL to supply copies of all consultation responses received. If a request is made, LLAL is under a legal obligation to supply such copies. By submitting a consultation response to LLAL, a respondent agrees that we may supply a copy of their response to the Secretary of State via the Planning Inspectorate if required to do so, or to the Civil Aviation Authority if requested.
