(Southernhay, Basildon) (Bus Gate & Bus Lane) Order 2022 (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.9) Order 2022
Notice hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45,46,46,49,53 and Paris III and IV of Schedule 9 of the Road Traffic Regulation Act 1984. Effects of the orders:
1. To prohibit vehicles from turning right from Cherrydown West into Station Way in the Town of Basildon in the Borough of Basildon.
2. To reverse the existing one-way order on the following length of Station Way Carpark Service Road, in the Town of Basildon in the Borough of Basildon, within the circulatory system formed by Cherrydown East, Station Way and the Station Access Road, thereby only permitting vehicles to travel in an anti-clockwise direction.
3. To remove the existing one-way restrictions on the following roads in the Town of Basildon in the Borough of Basildon, thereby allowing 2 way traffic:
Road Description
Clay Hill Road From its junction with Southernhay to its junction with Cherrydown East.
Cherrydown East From its junction with Clay Hill Road to its junction with Station Way.
Station Way From its junction with Cherrydown East to its junction with Southernhay.
The one way restrictions in Schedule 13 of 'The District of Basildon (Basildon Town Centre) (Traffic Management and Consolidation) Order 1996' are hereby revoked insofar as it relates to Clay Hill Road, Cherrydown East, Station Car Park Service Road, Station Way, Station Access Road section (a) only.
4. To introduce a bus lane and bus gate on the following lengths of Southernhay in the Town of Basildon in the Borough of Basildon:
Road Restriction Description
Southernhay, Basildon Bus Lane CENTRE LANE WESTBOUND CARRIAGEWAY: From a point 50 metres east of its junction with the eastern kerb line of Clay Hill Road to its junction with the eastern kerb line of Clay Hill Road.
Southernhay,Basildon Bus Gate WESTBOUND CARRIAGEWAY: From its junction with the western kerb line of Clay Hill Road west for a distance of approximately 10 metres, thereby making Southemhay a bus only street to its junction with the eastern kerb line Station Way. EASTBOUND CARRIAGEWAY: From its junction with the eastern kerb line of Market Pavement, east for approximately 10 metres, thereby making Southernhay a bus only street to its junction with the western kerb line of Clay Hill Road.
Buses, taxis, motorcycles and pedal cycles will be permitted through the bus lane and bus gate. Schedule 14,15,16 of 'The District of Basildon (Basildon Town Centre) (Traffic Management and Consolidation) Order 1996' are hereby revoked.
5. To introduce No Waiting at Any Time restrictions on the following lengths of Ashdon Way, Basildon, 1) SOUTH WEST SIDE of entrance: from its junction with the carpark access, north west for approximately 12.7 metres. 2) NORTH EAST SIDE: From a point approximately 3.2 metres north west of its junction with the north western kerb line of Station Way, north west for approximately 57 metres. 3) SOUTH WEST SIDE of exit: From a point approximately 3.8 metres north west of its junction with the north western kerb line of Station Way, north west for approximately 54.4 metres.
6. To revoke the existing No Waiting at Any Time/No Loading at Any Time restrictions at the following locations and introduce:

Southernhay, Basildon No Stopping except Taxis SOUTH SIDE: from a point approximately 43.8 metres west of the western kerb line of Clay Hill Road, west for approximately 125 metres.
Southernhay, Basildon No Stopping except Taxis SOUTH SIDE: from a point approximately 56.3 metres east of the eastern kerb line of Station Way, east for 7am-7pm approximately 32.1 metres.
7. To revoke No Loading at Any Time restrictions on the following lengths of Southernhay, Basildon, 1) SOUTH SIDE: From a point approximately 16 metres west of the western kerb line of Clay Hill Road, west for approximately 27.92 metres. 2) SOUTH SIDE: From its junction with the eastern kerb line of Station Way, east for approximately 56.3 metres. 3) NORTH SIDE: from a point approximately 14.6 metres west of the eastern kerb line of Station Way, east to the western kerb line of the multi storey car park located on the northern side of Southernhay opposite Clay Hill Road.
8. To revoke the existing No Waiting at Any Time/No Loading at Any Time restrictions on the following length of Southernhay, Basildon, SOUTH SIDE: from a point approximately 168.8 metres west of the western kerb line of Clay Hill Road, west for approximately 15.2 metres.
9. To revoke the existing No Stopping at Any Time except Taxis & Authorised Vehicles on the NORTH SIDE of Southernhay, Basildon, from a point approximately 209 metres east of its junction with the eastern kerb line of Clay Hill Road, east for approximately 30 metres.
10. To revoke the existing No Loading at Any Time restrictions on the 1) NORTH SIDE of Southernhay, Basildon, from a point approximately 239 metres east of its junction with the eastern kerb line of Clay Hill Road, east for approximately 15.6 metres. 2) NORTH SIDE, from a point approximately 209 metres east of its junction with the eastern kerb line of Clay Hill Road, west for approximately 19.6 metres.
11. To revoke the existing No Waiting Mon-Sat 8am-6pm restrictions and replace with No Waiting at Any Time restrictions 1) on the WEST SIDE of Clay Hill Road, Basildon, from its junction with the southern kerb line of Southernhay, south for approximately 95 metres to its junction with the northern kerb line of Cherrydown East. 2) EAST & NORTH SIDE of the entrance to the multi storey carpark located on the north side of Southernhay, Basildon, from its junction with the northern kerb line of Southemhay, generally north east for approximately 55 metres. 3) SOUTH SIDE of Cherrydown East, Basildon, from a point approximately 100.3 metres west of the western kerb line of Clay Hill Road, west for approximately 29.7 metres. 4) SOUTH SIDE of Cherrydown East, Basildon, from its junction with the western kerb line of Clay Hill Road, west for approximately 7.4 metres. 5) NORTH SIDE of Cherrydown East, Basildon, from its junction with the eastern kerb line of Access Road 1, east for approximately 14.7 metres. 6) NORTH SIDE of Cherrydown East, Basildon, from its junction with the western kerb line of Access Road 1, west for approximately 9.9 metres. 7) NORTH SIDE of Cherrydown East, Basildon, from its junction with the eastern kerb line of Access Road 2, east for approximately 10.3 metres. 8) NORTH SIDE of Cherrydown East, Basildon, from its junction with the western kerb line of Access Road 2, west for approximately 3.3 metres. 9) SOUTH SIDE of Southernhay, Basildon, from its junction with the western kerb line of Clay Hill Road, west for approximately 16 metres.
12. To revoke the existing No Waiting Mon-Sat 8am-6pm restrictions across two private accesses on the NORTH SIDE of Cherrydown East, Basildon. No Waiting at Any Time restrictions are proposed to be introduced on BOTH SIDES of these two private accesses, from its junction with the northern kerb line, north for approximately 8 metres.
13. To revoke the existing No Stopping 7am-7pm except buses and introduce Limited Waiting 20 minute no return within 2 hours parking restriction on the EAST SIDE of Station Way carpark service road, Basildon, from a point approximately 11.8 metres north of the northern kerb line of Cherrydown East, north for approximately 26.4 metres.
14. To relocate the existing bus stop, which is currently located on Southemhay, Basildon in the NORTH SIDE layby, from a point approximately 141.3 metres east of the eastern kerb line of Clay Hill Road, east for approximately 49.2 metres. The bus stop will now be located approximately 20.8 metres further east and will be approximately 17.3 metres in length.
15. To Introduce No Stopping except Taxis, on Southemhay, Basildon in the NORTH SIDE layby, from a point approximately 141.3 metres east of the eastern kerb line of Clay Hill Road, east for approximately 49.2 metres.
16. The existing bus stop, which is currently located on Southemhay, Basildon in SOUTH SIDE layby, will be moved into the carriageway and will be located from a point approximately 190.6 metres east of the eastern kerb line of Clay Hill Road, east for approximately 17 metres.
17. To revoke the existing No Waiting at Any Time restrictions and introduce No Stepping except buses on the SOUTH SIDE of Cherrydown East, from a point approximately 86.3 metres east of the eastern kerb line of Station Way carpark service road, east for approximately 17 metres.
18. To upgrade the existing Puffin crossings to Toucan Crossings at the following locations: No zig zags.
19. To introduce Toucan Crossings at the following locations: No zig zags.

This Order will be incorporated into The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 [hereinafter referred to as the 2019 Consolidation Order] by substituting tile numbers TQ700 882 Rev 0 to Rev 1, TQ700 880 Rev 1 to Rev 2, TQ705880 Rev 2 to Rev 3, TQ705 882 Rev 1 to Rev 2.
This Order will also substitute tile numbers TQ740 940 revision 0 to revision 1. This is purely a map-based exercise with no amendments being made to any restrictions on the ground.
Date of operation: The Order will come into operation on 04/02/2022.

(Various Roads, Great Wakering, Rochford) (20mph Zone) Order 2022
Notice is hereby given that the Essex County Council has made the above Order under section S84 and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), S36 of Road Traffic Act 1988, Town and Country Planning Act 1990 (as amended), application 17/00862/REM, Schedule 1 of The Traffic Orders Procedures Regulations 1996 and S90A-F of the Highways Act 1980.
Effect of the order To Implement: 20mph Zone on the following roads

(Jacksons Lane, Billericay) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Jacksons Lane, Billericay in the Borough of Basildon, from its junction with Britannia Close to its junction with Jacksons Mews a distance of approximately 190m. The closure is scheduled to commence on 22nd February 2022 tor 3 days, or where stated on a valid permit (EP10000011283 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while street lighting replacement works are undertaken by Essex County Council. Alternative routes are available via
1. Valley Road, Hillside Road, Chapel Street, Sun Street, London Road, High Street, Norsey Road.
2. Norsey Road, Higrrt Street, London Road, Laindon Road, Noak Hill Road Roundabout, Noak Hill Road, Bell Hill Roundabout, Southend Road, Chapel Street, Hillside Road, Valley Road and vice versa.
The Order will come into effect on 10th February 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Twyford Avenue, Great Wakering) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of Twyford Avenue, Great Wakering in the District of Rochford, from its junction with High Street for a distance of approximately 190m in a northerly direction.
2. To temporarily introduce a 'No Waiting, No Loading and No Stopping' in that length of Twyford Avenue, Great Wakering in the District of Rochford, from its junction with High Street for a distance of approximately 190m in a northerly direction.
"The Essex County Council (Rochford District) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting, No Loading and No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The restrictions are scheduled to commence on 21 st February 2022 tor 12 days, or where stated on a valid permit (EP201EH2322597 - Essex County Council). The scheduled dates may vary tor these works with appropriate signs showing and/or displayed on one.network. The restrictions are required for the safety of the public and workforce while verge repair works are undertaken by Essex County Council.
An alternative route is available via Twyford Avenue, Mercer Avenue, High Street and vice versa.
The Order will come into effect on 10th February 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Uplands Park Road, Rayleigh) (Temporary Prohibition of Traffic) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Uplands Park Road, Rayleigh in the District of Rochford, from its junction with Station Crescent to its junction with Cotswold Avenue a distance of approximately 140m. The closure is scheduled to commence on 21 st February 2022 for 3 days, or where stated on a valid permit (EP201EH2322156 -Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while footway reconstruction works are undertaken by Essex County Council.
An alternative route is available via Station Crescent, Cotswold Avenue and vice versa. The Order will come into effect on 10th February 2022 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, Borough of Castle Point) (Temporary Prohibition of Traffic & Clearway) (No.1) Order 2022
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of road in the Borough of Castle Point as specified in the schedule to this Order.
2. A temporary "No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above length of road for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.
"The Essex County Council (Castle Point Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary 'No Waiting at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 10th February 2022, exact dates will be specified on one.network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
