SCHOOL STREETS - PEDESTRIAN AND CYCLE ZONES
CORRECTION - VARIOUS PEDESTRIAN AND CYCLE ZONE TRAFFIC ORDERS
1. Please note that the orders set out in the Schedule to this notice were made on 17 January 2022 and not on 17 January 2021 as stated in the notice of making published on 20 January 2022.

2. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court. Please note the six-week period expires on 28 February 2022.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(RIDGWAY PLACE, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate crane lifts and associated works in Ridgway Place they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person will:-

(a) cause or permit any vehicle to enter or proceed in Ridgway Place, between the common boundary of Nos. 59 and 61 Ridgway Place and the common boundary of Nos. 69 and 71 Ridgway Place; or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the length of Ridgway Place specified in sub-paragraph (a) above;

(c) enter or proceed in Ridgway Place, the south-western footway of the length of Ridgway Place specified in sub-paragraph (a) above.

3. Any designated parking place situated in the length of Ridgway Place specified in sub-paragraph 2(a) above will be suspended for the duration of the works.

4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Vehicular traffic affected by the road closure should proceed by way of Worple Road, Spencer Hill, Murray Road and Ridgway or vice-versa.

6. Nothing in the Order will apply to: -

(a) any person or vehicle engaged in the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

7. Pedestrian access to properties adjacent to the prohibited length of footway described in paragraph 2(a) above will maintained at all times.

8. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

9. The Order will come into operation on Tuesday 8 February 2022 and it is anticipated that the works will be carried out that day. However, the Order will remain in force for 3 months should further works be required.

THE MERTON (BUS PRIORITY) (NO. 2) (AMENDMENT NO. *) ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general purpose of the above-mentioned Orders would be to continue in force temporary traffic measures in Beulah Road, Graham Road and Hartfield Road until 31st July 2022.

3. The general effect of the 'Prescribed Route' Order would be, until 31 st July 2022, to prohibit:-

(a) vehicular traffic from entering or proceeding in:-

(i) Graham Road, from its northernmost junction with Hartfield Road south-westward to a point in line with the north-eastern building wall of No. 1 Graham Road;

(ii) Hartfield Road, the south-westernmost lane, between Graham Road and Beulah Road;

(b) pedestrians from entering or proceeding in the:-

(i) north-western footway of the length of Graham Road specified in sub-paragraph (a)(i) above;

(ii) south-eastern footway of Beulah Road, from its junction with Hartfield Road south-westward for a distance of 33 metres.

N.B. Vehicular and pedestrian access to properties adjacent to the closures would be maintained at all times.

4. The general effect of the 'Parking Places' Order would be, until 31st July 2022, to:-

(a) suspend the parking places in the length of Graham Road specified in sub-paragraph 3(a)(i) above; and

(b) restrict the parking places in Graham Road, the south-east side, outside Nos. 2 to 14 Graham Road for the use of permit holders only;

(c) suspend the parking places adjacent to the length footway of Beulah Road specified in sub-paragraph 3(b)(ii) above.

5. The general effect of the 'Waiting and Loading' Orders would be, until 31 st July 2022, to prohibit any vehicle from waiting, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified paragraph 3 above.

6. The general effect of the 'Car Club' Order would be, until 31st July 2022, to suspend the car club parking places in Graham Road.

7. The general effect of the 'Bus Priority' Order would be, until 31st July 2022, to suspend the length of bus lane in Hartfield Road which lies between its junction with Graham Road and its junction with Beulah Road.

8. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the lengths of road to which the Orders relate and an alternative route for diverted traffic can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden, Surrey.

9. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference NC/GRAHAMROAD, no later than 18 February 2022.

LONDON BOROUGH OF MERTON SCHOOL STREETS - PEDESTRIAN AND CYCLE ZONES PROPOSED CHANGES TO OPERATIONAL TIMES VARIOUS PEDESTRIAN AND CYCLE ZONE TRAFFIC ORDERS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the Orders listed in Schedule 1 to this notice under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Orders would be to:-

(a) revoke the Orders specified in Schedule 2 to this notice; and

(b) re-introduce their provisions so as to prohibit all motorised vehicles from entering the roads listed in column 4 of Schedule 3 to this notice, during the proposed new corresponding periods specified, with certain exemptions, including for those authorised vehicles which are specified on a white list for those roads, held and maintained by the Council.

N.B. Enforcement is carried out school term-times only.

3. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 4. Any person desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting the reference specified in column 3 of Schedule 3 to this notice in relation to each location, no later than 18 February 2022.
