1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield on 26 January 2022 made the following Orders under sections 6 and 84 of the Road Traffic Regulation Act:
* the Enfield (Prescribed Routes) (No. 2) Traffic Order 2022;
* the Enfield (Waiting and Loading Restriction) (No. 208) Traffic Order 2022;and
* the Enfield (20 m.p.h. Speed Limit) (Amendment No. 1) Traffic Order 2022.
2. The Orders referred to in paragraph 1, which will come into force on 27 January 2022, will continue in force indefinitely the provisions of:
* the Enfield (Prescribed Routes) (No. 4) Experimental Traffic Order 2020;
* the Enfield (Waiting and Loading Restriction) (No. 185) Experimental Traffic Order 2020; and
* the Enfield (20 m.p.h. Speed Limit) (Amendment No. 1 (Experimental Traffic Order 2020.
3. The general effect of the Orders is, on a permanent basis, to:
(a) close Palmerston Road N22 to through traffic, except pedal cycles, in both directions (a planter and bollards have been placed outside No. 153 Palmerston Road);
(b) ban the right turn by vehicles, except pedal cycles, from Palmerston Road N22 into Kelvin Avenue N13 (traffic islands have been constructed in Palmerston Road to physically prevent the turn);
(c) remove the existing width restriction in Warwick Road N11, outside No. 3 Warwick Road;
(d) close Warwick Road N11 to through motor traffic in both directions by prohibiting northbound motor vehicles from traveling further north than the common boundary of Nos. 3 and 5 Warwick Road and southbound vehicles from traveling further south than that common boundary;
(e) prohibit vehicles, except pedal cycles, from entering or leaving:
(i) Maidstone Road N11 at its junction with the eastern side of Warwick Road N11; and
(ii) York Road N11 at its junction with Brownlow Road N11.
(Planters and bollards have been placed in Maidstone Road and York Road at the above junctions.);
(f) introduce waiting restrictions and a ban on loading or unloading vehicles to operate "at any time" in certain lengths of York Road N11 near its junction with Brownlow Road N11 and Maidstone Road N11 near its junction with Warwick Road N11;
(g) impose a 20 m.p.h. maximum speed limit on motor vehicles proceeding in Beech Road N11, Elvendon Road N13, Goring Road N11, Hardwicke Road N13 and in parts of Brownlow Road N11 and Queens Road N11.
4. Copies of the Orders, and any other relevant documents, can be inspected at the Town Library, 66 Church Street, Enfield EN2 6AX, on Mondays to Fridays between 9am and 5pm inclusive until the end of six weeks from the date on which the Orders were made. 6. Any person desiring to question the validity of the Orders or of provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulation made thereunder has not been complied with in relation to the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
