ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 (1)
Temporary Parking Suspension Clifden Road, Tudor Gardens, Grove Avenue Laurel Avenue, Lion Road And Staten Gardens Twickenham (Ref: 22/021)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a rolling parking suspension in Clifden Road, Tudor Gardens, Grove Avenue, Laurel Avenue, Lion Road and Staten Gardens.
2. Whilst the works take place no person may permit a vehicle to wait or stand in the following lengths of street, at such times and to such an extent as indicated by traffic signs:-
(a) Clifden Road - both sides from its junction with Heath Road to a point outside No 50 Clifden Road and from its junction with Heath Road to a point outside No 33 Clifden Road;
(b) Tudor Gardens both sides from its junction with Clifden Road to a point outside No 30 Tudor Gardens;
(c) Grove Avenue - both sides from a point outside No 2 Grove Avenue to a point outside No 64 and No 1 to No 65
(d) Laurel Avenue - both sides from a point outside No 2 Laurel Avenue to a point outside No 66 and J/W Heath Road to No 63)
(e) Lion Road (for Storage and Welfare only) - from a point adjacent to No. 63 Laurel Ave to a point adjacent to No. 2 Grove Ave; and
(f) Staten Gardens - (for Storage and Welfare only) - from outside No 4 Staten Gardens to a point outside No 10 Staten Gardens)
3. The order will come into effect on 31 January 2022. The works are anticipated to be in progress from 31 January 2022 until 30 October. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure Church Terrace, Richmond (Ref: 22/022)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate gas main replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a road closure in Church Terrace, Richmond.
2. Whilst the works take place no person may:-
(a) permit a vehicle to proceed, wait or stand in Church Terrace between its junction with Ormond Road and Wakefield Road;
(b) permit a vehicle to wait or stand in the parking bay on the eastern side of The Hermitage outside No. 14 The Hermitage;
(c) permit a vehicle to wait or stand in the parking bays on the southwestern side of the Hermitage, outside Hermitage Lodge;
(d) permit a vehicle to wait or stand in the parking bays on the western side of Church Terrace opposite Warrington Road
3. The order will come into effect on 31 January 2022. The works are anticipated to be in progress from 31 January 2022 until 11 February 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Alternative routes for traffic affected by the closure will be available via adjacent streets as indicated by signs.
5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.
6. Nothing in the Order will apply to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension Poulett Gardens, Cross Deep Gardens, Tennyson Avenue, Radnor Road and Saville Road, Twickenham (Ref: 22/011)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a gas main replacement works they have made a temporary Traffic Order, the effect of which will be to introduce a rolling parking suspension in Poulett Gardens, Cross Deep Gardens, Tennyson Avenue, Radnor Road and Saville Road.
2. Whilst the works take place no person may permit a vehicle to wait or stand in the following lengths of street, at such times and to such an extent as indicated by traffic signs:-
(a) Poulett Gardens - From a point adjacent to 4 Cross Deep to a point adjacent to 14 Cross Deep
(b) Cross Deep Gardens - both sides from a point adjacent to 34 Cross Deep to a point adjacent to 48 Radnor Road and from a point adjacent to 36 Cross Deep to outside 61 Cross Deep Gardens;
(c) Tennyson Avenue - both sides from No 1 to No 51 Tennyson Avenue and a point adjacent to Michell House to No 52 Tennyson Avenue;
(d) Radnor Road - both sides from St James Hall to No 96 Radnor Road and from its junction with Upper Grotto Road to a point adjacent to Kestral House
(e) Saville Road, - both sides from its junction with Heath Road to a point outside No 33 Saville Road and from j/w Heath Road to No 40 Saville Road.
3. The order will come into effect on 24 January 2022. The works are anticipated to be in progress from 24 January 2022 until 30 October 2022. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

THE LONDON BOROUGH OF RICHMOND UPON THAMES (WAITING AND LOADING RESTRICTION) (CIVIL ENFORCEMENT AREA) (AMENDMENT NO *) ORDER 202*
THE LONDON BOROUGH OF RICHMOND UPON THAMES (FREE PARKING (PERSONS WITH DISABILITIES) (AMENDMENT NO *) ORDER 202* CHURCH STREET, TWICKENHAM ST GEORGES PLACE, TWICKENHAM (Reference 22/020)
1. The Council of the London Borough of Richmond upon Thames propose to make the above Orders under section 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Prescribed Routes Order will be to introduce a Pedestrian Zone in Church Street between its junction with Water Lane and a point outside No. 1 Church Street, the effect being that motor vehicles prohibited from entering and proceeding in the aforementioned length of Church Street between 10am and midnight on all days of the week. Access to Church Street will also be restricted during the same hours from Bell Lane.
3. The general effects of the Loading Places Order is to introduce a loading bay between a point outside No. 9 Church Street and a point outside No.16 Church Street and on the south-western side of Water Lane adjacent to No 1 King Street, operating between midnight and 10am on all days of the week, maximum stay 20 minutes, no return within 1 hour.
4. The general effects of the Parking Places Order is to introduce a parking place for three vehicles in St Georges Place adjacent to the south-western boundary wall of No 42 York Street, Twickenham, operating 8.30am to 6.30pm Monday to Saturday, maximum stay 1 hour upon payment made by mobile phone, no return within 1 hour.
5. The general effects of the Disabled Persons' Parking Places Order will be to introduce a disabled persons' parking bay on Church Street outside No. 3 Church Street.
6. The general effects of the Waiting and Loading Order is to introduce waiting restrictions around the full extents of St Georges Place, operating 8.30am to 6.30pm Monday to Saturday. These restrictions will replace the London Borough of Richmond (St Georges Place) Loading Area Order.
7. Copies of the proposed Orders, plans showing the location and effect of the proposals and the Council's Statement of Reasons for proposing to make the Orders: -
(a) can be inspected, quoting Reference 22/020 at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) be viewed on the Council's web-site at
8. Persons wishing to object to or support the proposals or any part thereof should write to the Head of Engineering, Traffic and Parking Policy, London Borough of Richmond upon Thames, Civic Centre, 44 York Street, Twickenham TW1 3BZ within 21 days of the date of this Notice giving the grounds of their objection. 2. The general effect of the Waiting and Loading Restriction Amendment Order will be to introduce lengths of yellow lines as set out in the schedule to this Notice.
3. The general effects of the Limited Time Parking Places Order will be to introduce parking bays in Hanworth Road, Whitton as detailed in the Schedule to this Notice.
4. The general effects of the Prohibition of Stopping Outside Schools Order will be to introduce a school keep clear marking in Kew Foot Road as detailed in the Schedule to this Notice.
5. Copies of the particulars giving details of the Order: -
(a) can be inspected, quoting Reference 21/104, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and
(b) may be viewed on the Council's web-site at
6. If any person wishes to question the validity of the Order or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
