The Merton (Waiting and Loading Restriction) (Amendment No. 502) Order 2022
1. NOTICE IS HEREBY GIVEN that the London Borough of Merton, on 11 January 2022, made the above mentioned Orders under sections 6 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended, and all other enabling powers, so as to continue In force indefinitely the provisions of the Merton (Bus Priority) (No. 2) (Amendment No. 1) Experimental Traffic Order 2020 and the Merton (Waiting and Loading Restriction) (Amendment No. 484) Order 2020.

2. The general effect of the "Bus Priority'' Order will be to continue in force indefinitely :-

(a) the north-eastbound bus lane in the length of London Road, Mitcham, specified in Schedule 1 to this Notice which operates between the hours of 7am and 7pm on Mondays to Sundays inclusive and in which vehicles are prohibited, except buses, pedal cycles, taxis, dial-a-ride buses, solo motorcycles and certain other vehicles in certain circumstances; and

(b) the operational hours of 7am and 7pm on Mondays to Sundays inclusive for the bus lane described in Schedule 2 to this Notice.

3. The general effect of the "Waiting and Loading" Order will be continue in force indefinitely the waiting and loading restrictions which apply between the hours of 7am and 7pm on Mondays to Sundays inclusive in the length of road specified in Schedule 3 to this Notice.

4. A copy of each of the Orders, which will come into force on 20 January 2022, and other documents giving more detailed particulars of the Orders, including a plan identifying the lengths of road affected by the Orders and a copy of each of the above-mentioned Orders of 2020, can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at Merton Link, Merton Civic Centre, London Road, Morden SM4 5DX. 5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make an application for this purpose to the High Court.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

2. The main effect of the Orders would be to introduce a controlled parking zone "M4" in Cedars Road, SM4.

3. The general effect of the 'M4 Parking Places' Order would be to: -

(a) designate parking places that would operate Mondays to Fridays between the hours of 8.30am and 6.30pm inclusive in the lengths of road listed in the Schedule to this Notice,

(b) specify that-

(i) each parking place may be used, subject to the provisions of the Order, for the leaving during permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid permit or for which permits are registered as paid for in the electronic payment system. Motor cycles and vehicles displaying a "blue badge" would park free;

(ii) permits per residential address would be issued by the Council or its agents to persons whose usual place of abode is in Cedars Road and subject to sub-paragraphs (iv) to (vi) below, the charges would be £110 per annum or £55 for six months for the first permit, £160 per annum or £80 for six months for the second permit, £210 per annum or £105 for six months for the third permit and an additional £50 per annum or an additional £25 for six months for each subsequent residential permit;

(iii) charges for other permits would be, subject to sub-paragraphs (iv) to (vi) below, as follows: free for housebound or registered disabled applicants; business permits would be £331 for 6 months, annual visitor permits (one per household) would be £360, reduced to £20 for all-electric vehicles, residents would be entitled to 50 full day temporary visitors' permits at a charge of £4, 100 half day temporary visitors' permits at a charge of £3.00 per permit valid between 8.30am and 2pm Mondays to Fridays inclusive or 12noon and 6.30pm Mondays to Fridays inclusive; teacher permits would be £188 per annum and all zone trader permits would be £900 per annum, £600 for 6 months, £375 for 3 months, £150 for 1 month and £50 for 1 week;

(iv) there may be an additional £25 charge for the administration of new permits issued and renewals of permits which would be waived if the successful applicant is granted a permit within 4 weeks of the Order coming into operation and when a permit holder applies for a renewal within 4 weeks of the permit expiring;

(v) an additional charge (diesel surcharge) of £150 would apply to resident, business, teacher and trade parking permits for all diesel vehicles. Permits issued for a duration of less than a year would be subject to the surcharge on a pro-rata basis;

(vi) the resident and teacher parking permit charge for all-electric vehicles would be set at a discounted rate of £20 per annum and a reduction of £40 per annum would apply to business and trade parking permit charges for electric vehicles, pro-rata for a minimum of 6 months.

4. The general effect of the 'Waiting and Loading' Order would be to introduce waiting restrictions operating "at any time" or between the hours of 8.30am and 6.30pm Mondays to Fridays (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle for 40 minutes) in Cedars Road, SM4.

5. The general effect of the 'Free Parking Places' Order would be to amend the Merton (Free Parking Places) (Disabled Persons) (No. 1) Order 1977 so as to better reflect the current layout of the disabled persons parking place in Cedars Road.

6. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including a plan which indicates the road or lengths of road to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 7. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment and Regeneration Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to

1. CEDARS ROAD, the east side, from the common boundary of Nos. 7 and 8 Cedars Road northward for a distance of 8 metres.

2. CEDARS ROAD, the west side, from a point 10 metres south of the south­eastern kerb-line of Links Avenue southward for a distance of 7 metres.

3. CEDARS ROAD, the west side, from a point 19 metres south of the south­eastern kerb-line of Links Avenue southward for a distance of 26 metres.

4. CEDARS ROAD, the west side, from a point 2 metres south of the common boundary of Nos. 37 and 38 Cedars Road southward to a point 2 metres north of the common boundary of Nos. 23 and 24 Cedars Road.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate rail lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road.

2. Whilst the works take place no person will:-

(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between its junction with Claremont Avenue and a point 20 metres north-east of the Motspur Park level crossing;

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in paragraph (a) above;

(c) enter or proceed on foot in West Barnes Lane, between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing.

3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. An alternative route for:-

(a) diverted vehicular traffic will be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;

(b) diverted pedestrians will be via Claremont Road, Public Right of Way No. 130, the footbridge at Motspur Park Station and Station Road or vice^versa.

5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: -

(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes; or

(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above, insofar as access is reasonably practicable without interference with the works.

7. The Order will come into operation at 11pm on 24th January 2022 and remain in force until 5am on 28th January 2022 inclusive. During this time, the works are anticipated to be carried out each night between 11pm and 5am the next day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
BEVERLEY WAY, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to facilitate telecommunication works in Beverley Way(B282), they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works:-

(a) no person would cause or permit any vehicle to enter or proceed in Beverley Way from its junction with the Bushey Road southward to a point 10 metres south of a point in line with the southern building wall of the adjacent Tesco Extra store; or

(b) wait, including for the purposes of loading or unloading, in the road or length of road specified in sub-paragraph 2(a) above.

3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Alternative routes for diverted traffic would be indicated by advance warning and diversion signs on the roads affected when the works are in progress but would likely be via the A3 southbound, the Maiden Junction roundabout, the A3 northbound and the Shannon Corner roundabout.

5. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes in any emergency.

6. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

7. The Order would come into operation on Tuesday 1 st February 2022 and remain in force until 5th February 2022 with the works currently anticipated to be completed over four nights between the hours of 8pm and 6am the following day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
MARTIN WAY AND MOSTYN ROAD (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2022
1. The Council of the London Borough of Merton hereby give notice that to enable telecommunications mast repair work in Mostyn Road, they have made an Order, the effect of which will be to temporarily restrict vehicular and pedestrian traffic in Mostyn Road and pedestrian traffic in Martin Way.

2. During the works no person will:-

(a) cause or permit any vehicle to enter or proceed in Mostyn Road, from its junction with Martin Way northward for a distance of 20 metres;

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicles in the road or length of road specified in sub-paragraph (a) above;

(c) enter or proceed on the footway:-

(i) on the east side of Mostyn Road from its junction with Martin Way northward for a distance of 10 metres;

(ii) on the north side of Martin Way, from its junction with Mostyn Road eastward for a distance of 15 metres.

3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Nothing in the Order will apply to: -

(a) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(b) any vehicle being used in connection with the execution of the said works; or

(c) any vehicle being used for police, fire brigade or ambulance purposes subject to site conditions at the time of any emergency; or

(d) so as to prevent access to premises in or adjacent to the lengths of roads specified in paragraph 2 above insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the road closure should proceed by way of Cranleigh Road, Grasmere Avenue, Crown Lane and Martin Way or vice-versa.

7. Pedestrian traffic affected by the footway closures should proceed using the adjacent temporary walkway.

8. The Order will come into operation on Friday 21 January 2022 with the works anticipated to be completed the same day. However, the Order will remain in force for 3 months should further works be required.
