THE COUNTY OF SOMERSET PROHIBITION AND RESTRICTION OF STOPPING. WAITING. LOADING AND UNLOADING AND ON-STREET PARKING TAUNTON DEANE ORDER 2012 (AMENDMENT NO. 41) ORDER 2022
Notice is hereby given that the Somerset County Council proposes to make the above Order under Sections 1, 2, 4, 32, 35,53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, (hereinafter referred to as 'the Act of 1984') as amended; and the Traffic Management Act 2004, (hereinafter referred to as 'the Act of 2004') as amended, and all other enabling powers.
The effect will introduce waiting and permit restrictions, within Bishop Fox Drive, Calway Road, Chestnut Drive, Fouracres Close, Fremantle Road, Fullands Road, Fullands Avenue, Gordons Close, Greenlands, Harp Chase, Mountfields Avenue, Mountfields Road, Shoreditch Road, South Road, Stoke Road, Tamar Avenue, Taunton
Proposed charges applicable Monday to Friday 9am to 5pm
Type Cost
First annual resident permit £60 per year
Vehicle emissions up to 100g/km -100% discount Vehicle emissions 100 to 110g/km - 50% discount
Second annual resident permit (if no off-road parking) £100 per year
Daily visitor scratchcard 30p per permit,
annual allocation 100 per 12 month period (sold in units of 10)
Annual visitor permit £60 per year
Legacy Permit £100 per year
Home Business Permits (annual) £75 for 12 months from date of commencement £150 per year thereafter
Home Business Permits (daily) £1.00 per day (sold in units of 10)
Eligibility for Permits All residential properties subject to this order in existence at the date of making of this order and coming into effect.
Pay and Display Up to 20 minutes - FREE (subject to the display of a free vend ticket or mobile phone session)
£1.00 per hour - maximum stay of 2 hours (payable by obtaining a pay and display ticket or mobile phone session)

Persons wishing to object to the proposed Order may do so by sending their representations in writing, quoting reference number 14102021 to Somerset County Council, Traffic Management, County Hall, Taunton TA1 4DY or by email to trafficmanagement@somerset.gov.uk stating the reasons for their objections, and received no later than 21 days from the publication date of this notice.
The names and addresses of anyone writing in may be made available for public inspection and will be included in a report that may be published on the Somerset County Council website, unless the individuals concerned state, in writing, their objection to their names and address being made so available or being included in the publication.

STATEMENT OF REASONS
Variation of the Somerset County Council on-street parking order 2012 (as amended), Taunton area of Somerset West & Taunton (Taunton Deane) by the introduction of restrictions to prohibit and restrict the waiting within the Huish area, Taunton by the introduction of pay and display / permit parking and waiting restrictions.

Reasons
Following feedback and extensive consultation with residents it is proposed to introduce various restrictions within the Huish College area of Taunton. No waiting at any time will deter vehicles from parking in inappropriate spaces, e.g. too close to junctions/access to premises and on the footway. The introduction of pay and display parking with a maximum stay of 2 hours will deter all day parking, increase the turnover and availability of parking and improve the management of the restrictions. The introduction of a free 10 and 20-minute period for parking will enable drivers to park for short periods without charge, assisting with the drop off and collection of children at the nearby school and short visits to local businesses. The introduction of Permits in residential roads will deter non­residents from parking and prioritise parking for residents and their visitors. Businesses operating from homes such as music teachers, or other businesses in the area has been recognised by the introduction of home business permits which will enable their clients to continue to park without making use of the resident visitors permits. The South Road amendment to remove a length of permit parking area between 33 South Road and the junction with Holway Avenue is being made following feedback from residents. The specific grounds which the County Council are using for the implementation of the proposed no waiting at any time restriction as above, are the following sections of the Road Traffic Regulation Act 1984:
Section 1 (a) for avoiding danger to persons or other traffic using the road or any other such road or for preventing the likelihood of any such danger arising.
Section 1 (c) for facilitating the passage on the road or any other road of any class of traffic (including pedestrians). Section 1 (f) for preserving or improving the amenities of the area through which the road runs.
In addition, thorough consideration was given to the factors set out in Section 122 of the Road Traffic Regulation Act 1984 in proposing this Traffic Order.

All the associated signing will be in accordance with traffic signs regulations and general directions 2016.

Consideration was given to the equality's duty of the County Council under Section 149 of the Equality Act 2010.
