LONDON BOROUGH OF MERTON
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
THE BROADWAY, SW19 (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The Council of the London Borough of Merton hereby give notice that to facilitate development works at No. 247 The Broadway, they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in The Broadway.
2. During the works, no person will cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in The Broadway, both sides, between the eastern boundary of No. 241 The Broadway and a point 7.9 metres west of the western boundary of No. 244 The Broadway.
3. The bus stop outside No. 247 The Broadway will be relocated 36 metres eastward from its current location for the duration of the works.
4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Nothing in the Order will apply to: -
(a) any vehicle being used in connection with the execution of the said works or for the loading or unloading of construction delivery vehicles; or
(b) anything done with the permission or at the direction of a police constable in uniform, a police community support officer in uniform or Civil Enforcement Officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. The Order will come into operation on Monday 3 January 2022 will remain in force for a maximum period of 13 months.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) WEST BARNES LANE, KT3 (TEMPORARY RESTRICTION OF TRAFFIC) (NO. 1) ORDER 2022
1. The London Borough of Merton Council hereby give notice that to facilitate rail lifting and inspection works at the Motspur Park Level Crossing on West Barnes Lane, KT3, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road.
2. Whilst the works take place no person would:-
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane between its junction with Claremont Avenue and a point 20 metres north-east of the Motspur Park level crossing;
(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of road specified in paragraph (a) above;
(c) enter or proceed on foot in West Barnes Lane, between a point 20 metres south-west of the Motspur Park level crossing and a point 20 metres north-east of that level crossing.
3. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. An alternative route for:-
(a) diverted vehicular traffic would be via West Barnes Lane, Claremont Avenue, Burlington Road and West Barnes Lane or vice versa;
(b) diverted pedestrians would be via Claremont Road, Public Right of Way No. 130, the footbridge at Motspur Park Station and Station Road or vice-versa.
5. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal of the Disposal of Vehicles Regulations 1986.
6. Nothing in the Order would apply to: -
(a) any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in paragraph 2 above, insofar as access is reasonably practicable without interference with the works.
7. The Order would come into operation at 11pm on 24th January 2022 and remain in force until 5am on 28th January 2022 inclusive. During this time, the works are anticipated to be carried out each night between 11 pm and 5am the next day.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(MILES ROAD, MITCHAM)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2021
1. The London Borough of Merton Council hereby give notice that to facilitate footway renewal works to be undertaken in Miles Road, Mitcham, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.
2. During the works, no person will:-
(a) cause or permit any vehicle to enter or proceed in Miles Road, between its junction with Church Road and the western boundary of No. 1 Miles Road; or
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in Miles Road, both sides, between its junction with Church Road and its junction with Frimley Gardens; or
(c) enter or proceed on the footways of the road or lengths of road specified in paragraph (b) above.
3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular traffic affected by the road closure should proceed via Church Road, Church Place, Love Lane and Frimley Gardens or vice-versa.
5. Pedestrian traffic affected by a footway closure should proceed using the footway opposite.
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order will apply: -
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency; or
(d) so as to prevent pedestrian access to premises in or adjacent to the length of road specified in paragraph 2(b) above; or
(e) so as to prevent vehicular access to premises in or adjacent to the length of road specified in paragraph 2(a) above.
8. The Order will come into operation on Monday 10th January 2022. Works are anticipated to be carried out from Monday 10th January 2022 until Friday 28th January 2022 between the hours of 8am and 5pm each day. The road closure is anticipated to be in force between 9.30am and 3.30pm each day from Monday 10th January 2022 until Friday 14th January 2022. However, the Order will remain in force for a maximum period of 12 months and its provisions will be re-introduced during that period should any further works be required.

NOTICE OF INCREASE IN PENALTY CHARGES FOR PARKING CONTRAVENTIONS
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, following approval given by the Mayor of London and the Secretary of State for Transport, will amend the Penalty Charge Banding set for penalty charges relating to the enforcement of parking contraventions in the London Borough of Merton and increase the level of penalty for a Penalty Charge Notice for parking offences.
2. From Tuesday 1 st February 2022, penalty charges for parking contraventions for all roads and public off-street car parks within the London Borough of Merton not listed in the Schedule to this Notice will be increased from Band B to Band A - Higher rate £130 reduced to £65 if paid within the 14 day statutory period starting from the date of issue of the Penalty Charge Notice or lower rate of £80 reduced to £40 if paid with the 14 day statutory period starting from the date of issue of the Penalty Charge Notice.
3. The roads listed in the Schedule to the notice that are boundary roads shared with adjoining London boroughs will continue to match the Band B penalty charge of those neighbouring boroughs. The banding of any such boundary road will be increased to Band A should this be agreed with the neighbouring borough.
