Appointment of Independent Persons
The Council wishes to appoint two Independent Persons to assist the Monitoring Officer in their consideration of any allegations that a Member of the Council has breached the Members' Code of Conduct.
The Monitoring Officer will seek the views of an Independent Person and take account of them before making a decision on any allegation that the authority has decided to investigate.
Candidates should have -
- a keen interest in standards in public life
- a wish to serve the local community and uphold local democracy
- high standards of personal integrity
- the ability to be objective, independent and impartial
- sound decision-making skills
- effective communication skills.
The Independent Persons will be co-opted as non-voting members of the Members' Code of Conduct Committee. Meetings of the Committee are held at least twice a year, usually in the evenings.
The Localism Act 2011 prevents an Independent Person from being a Councillor or employee of the London Borough of Bexley or a relative or close friend of a Bexley Councillor, co-opted member or employee of the Council. The Independent Person should not have been a Bexley Councillor, employee or a co-opted member of the Council within the last five years.

TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC ORDER 2021 (UPPER WICKHAM LANE, WELLING)
NOTICE OF INTENTION
1. The London Borough of Bexley, being the Traffic Authority for the above mentioned road, in exercise of powers conferred by section 14( I) of the Road Traffic Regulation Act 1984, HEREBY GIVE NOTICE that, to enable the Installation of a new connection in the carriageway and footway outside 28A Upper Wickham Lane, Welling to the junction with Welling High Street, Welling, by Amberon on behalf of SGN, they intend to make an Order the effects of which will be the introduction of:
a) Prohibition of traffic (Directional Closure Southbound) from 30 Upper Wickham Lane to the junction with Welling High Street, Welling
2. The Order will come into effect on I Oth January 2022 and is valid for a period of 18 months. However the works are expected to be completed within 5 days.
3 Whilst the works are in progress, a diversion route will be provided via: Westbound: Bellegrove Road, Wickham Street Eastbound: Welling High Street, Park View Road, Crook Log, Brampton Road, Okehampton Road.
4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.

TEMPORARY RESTRICTION OF VEHICULAR TRAFFIC ORDER 2021 (OLD FARM AVENUE, SIDCUP)
NOTICE OF MAKING AN ORDER
1. The London Borough of Bexley, being the Traffic Authority for the above mentioned road, in exercise of powers conferred by section 14( I) of the Road Traffic Regulation Act 1984, HEREBY GIVE NOTICE that, to enable the replacement of certain sections of collapsed pipework in the carriageway outside 27 Old Farm Avenue, Sidcup by Cappagh Contractors they intend to make an Order the effects of which will be the introduction of:
a) Prohibition of traffic from 262 - 272 Old Farm Avenue, Sidcup
2. The Order will come into effect on 4th January 2022 and is valid for a period of 18 months. However, the works are expected to be completed within 21 days.
3. Whilst the works are in progress, an alternative route will be provided via: Cradley Road, Avery Hill Road, Halfway Street, Hollies Avenue and vice versa.
4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016,

The London Borough of Bexley, being the Traffic Authority for the above mentioned road, in exercise of powers conferred by section 14(1) of the Road Traffic Regulation Act 1984, HEREBY GIVE NOTICE that, to enable carriageway resurfacing from 22 Bristow Road to the junction with Pickford Lane, Bexleyheath by JB Riney on behalf of The London Borough of Bexley, they intend to make an Order the effects of which will be the introduction of
a) Prohibition of traffic from 22 Bristow Road to the junction with Pickford Lane, Bexleyheath
b) Waiting restriction from 22 Bristow Road to the junction with Pickford Lane, Bexleyheath
c) Loading prohibition from 22 Bristow Road to the junction with Pickford Lane, Bexleyheath
2. The Order will come into effect on 6th January 2022 and is valid for a period of 18 months. However, the works are expected to be completed within 2 days.
3. Whilst the works are in progress, an alternative route will be provided via: Hudson Road, Long Lane, Pickford Lane Hudson Road, Heathside Avenue, Pickford Lane. Franklin Road, Long Lane, Hudson Road. Franklin Road, Cannon Road, Hudson Road.
4. Nothing in this Notice will apply to anything done with the permission or at the direction of a police constable in uniform or traffic warden, to emergency service vehicles, or to vehicles being used in connection with the works.
5. The restrictions described above will apply only during such times and to such extent as shall be indicated by traffic signs as prescribed by the Traffic Signs Regulations and General Directions 2016.
