NOTICE is hereby given that Brighton & Hove City Council ("the Council") has on 15th December 2021 made the Orders named below under the relevant sections of the Road Traffic Regulation Act 1984 as amended which when they come into operation on 7th February 2022 will introduce a new controlled parking scheme in the Surrender Road area ("Controlled Parking Zone 10"). The effects of the proposed Order would be as follows:-
Brighton & Hove Various Controlled Parking Zones Consolidation Order 2018 Amendment Order No.22 2021 (TRO-8a-2021)
The Order will introduce kerbside restrictions where permit holders and visitors may park within Controlled Parking Zone 10. Permits will be issued to residents, the cost of which is currently £110 per year for a first permit (Please note there is a 50% increase for high emission vehicles and a 50% reduction for low emission vehicles and costs for additional permits increase). Disabled residents who have a Blue Badge and wish to park in resident parking places will be required to purchase a resident permit for a small administrative charge only (currently £15 and for low emission £10). A resident for the purposes of this scheme is a person aged 17 years or over whose usual residence is at premises, the postal address of which is in any of the qualifying streets specified below:-
Controlled Parking Zone 10: Bavant Road, Beacon Close, Cornwall Gardens, Ditchling Road (From No.351 to Surrenden Road), Draxmont Way, Fairlie Gardens, Friar Crescent, Friar Road, Friar Walk, Harrington Road, Harrington Villas, Hollingbury Copse, Knoyle Road, London Road (east side- From Clermont Road to Surrenden Crescent), Poplar Close, Preston Drove (North side - From Preston Road to Harrington Villas. South side - From Preston Road to Preston Park Avenue), Preston Road (East side - From Preston Drove to Clermont Road), Surrenden Close, Surrenden Crescent, Surrenden Holt, Surrenden Park, Surrenden Road, The Approach, Varndean Close, Varndean Drive, Varndean Gardens, Varndean Holt, Varndean Road, Whittinghame Gardens & Withdean Crescent.
The Order also introduces to the scheme area visitor, business and carer permits all of which will be subject to restrictions. Briefly, in the case of visitor permits, applications will only be accepted from residents within the area of the scheme, there will be a limit of 100 permits issued to a resident in any 12 month period and each permit will cost £2.50 per day. Business permits will be issued to businesses located within the area of the scheme if they can prove a genuine business need for a vehicle on street. A maximum of 2 permits may be applied for by a business and they will be subject to criteria determined by the Council with each permit currently costing £450 per year (Please note there is a 50% increase for high emission vehicles and a 50% reduction for low emission vehicles). A carer permit can be applied for if the carer, who does not have to be a resident, has to visit a resident (or residents) within the area of the scheme and that resident is in need of a carer by virtue of age and or physical/mental infirmity or is a woman requiring ante or post-natal care. The carer scheme is for non-professional carers.
Please note generally that in respect of the issue of any of the types of permit referred to above, the Council will exercise its discretion to ensure as far as possible that any priority groups are issued with permits first but the Council cannot guarantee that everyone will be issued with a permit or that a parking space will be available.
The costs for permits stated in this notice and order are current as of the date at the bottom of this notice.
Parking places of the following types will be introduced in Controlled Parking Zone 10 with the hours and eligibility shown below:-
No Loading/Unloading at Any Time: Ditchling Road
No Loading/Unloading Monday to Friday 8am to 9am and 5pm to 6pm: Preston Drove
No Stopping Restrictions - Monday to Friday - 8am to 6pm on School Entrance Markings except August: Cornwall Gardens
Permit Parking Places Monday to Friday - 9am to 10am and 2pm to 3pm: Bavant Road, Beacon Close, Cornwall Gardens, Draxmont Way, Ditchling Road (From No.351 to Surrenden Road), Fairlie Gardens, Friar Crescent, Friar Road, Friar Walk, Harrington Road, Harrington Villas, Hollingbury Copse, Knoyle Road, London Road (Kingsmere), Poplar Close, Preston Drove (North side - From Preston Road to Harrington Villas. South side -From Preston Road to Preston Park Avenue), Surrenden Close, Surrenden Crescent, Surrenden Holt, Surrenden Park, Surrenden Road, The Approach, Varndean Close, Varndean Drive, Varndean Gardens, Varndean Holt, Varndean Road, Whittinghame Gardens & Withdean Crescent
Car Club Parking Places At Any Time: Knoyle Road & Surrenden Road
Disabled Badge Holders Parking At Any Time: Harrington Road, Harrington Villas, Knoyle Road, Surrenden Holt & Surrenden Road
Limited Waiting Parking Places Monday to Sunday - 9am to 6pm - 4 hours (No return within 1 hour): Knoyle Road, Harrington Road, Preston Drove & Surrenden Road
Taxi Ranks At Any Time: Surrenden Road
Pedal Cycle Parking Places At Any Time: KnoyleRoad
Electric Vehicle Charging Point: Surrenden Road
Streets eligible for a Resident's Permit for Zone 10: Bavant Road, Beacon Close, Cornwall Gardens, Ditchling Road (From the northern boundary of No.351 northwards to the northern kerbline of Surrenden Road), Draxmont Way, Fairlie Gardens, Friar Crescent, Friar Road, Friar Walk, Harrington Road, Harrington Villas, Hollingbury Copse, Knoyle Road, London Road (East side -From the northern kerbline of Clermont Road northwards to the northern kerbline of Surrenden Crescent), Poplar Close, Preston Drove (North side - From Preston Road to Harrington Villas. South side - From Preston Road to Preston Park Avenue), Preston Road (East side - From the southern kerbline of Preston Drove northwards to the northern kerbline of Clermont Road), Surrenden Close, Surrenden Crescent, Surrenden Holt, Surrenden Park, Surrenden Road, The Approach, Varndean Close, Varndean Drive, Varndean Gardens, Varndean Holt, Varndean Road, Whittinghame Gardens & Withdean Crescent. The underlying waiting restriction in the scheme area will be no waiting at any time and will be indicated by a double yellow line in the following roads:- Bavant Road, Beacon Close, Cornwall Gardens, Ditchling Road (From No.351 to Surrenden Road), Draxmont Way, Fairlie Gardens, Friar Crescent, Friar Road, Friar Walk, Harrington Road, Harrington Villas, Hollingbury Copse, Knoyle Road, London Road (Kingsmere), Poplar Close, Preston Drove (North side - From Preston Road to Harrington Villas. South side - From Preston Road to Preston Park Avenue), Surrenden Close, Surrenden Crescent, Surrenden Holt, Surrenden Park, Surrenden Road, The Approach, Varndean Close, Varndean Drive, Varndean Gardens, Varndean Holt, Varndean Road, Whittinghame Gardens & Withdean Crescent.
Brighton & Hove Outer Areas (Waiting, Loading and Parking) and Cycle Lanes Consolidation Order 2018 Amendment Order No.13 2021 (TRO-8b-2021)
This Order would revoke items that will be included in the amendment to the Brighton & Hove Various Controlled Parking Zones Consolidation Order 2018 as a result of the introduction of Zone 10.

Any person who wishes to question the validity of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirements of the Act or of any instrument made under it have not been complied with may, within six weeks from the date on which the Order was made, apply to the High Court for that purpose.
