M4 MOTORWAY (JUNCTIONS 5 TO 15) TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that National Highways intends to make an Order on the M4 Motorway in the Unitary Authorities of Slough, Windsor & Maidenhead, Buckinghamshire Council, Reading, Bracknell Forest, West Berkshire, Swindon, and Wiltshire under Sections 14(1) (a), 14(1)(c), and 14(7) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be to: -
1. authorise the overnight closure, in phases, of-
(a) both carriageways of the M4 between Junction 5 (A4) and Junction 15 (A419/ A346), and all slip and link roads leading to and from this length;
(b) the entire circulatory system at M4 Junction 8/9 (A308(M)/A404(M)), Junction 13 (A34) and Junction 15 (A346/A419);
(c) the hard shoulder adjacent to the lengths of carriageway and slip roads described in 1. (a) above; and
(d) any emergency refuge area adjacent to the lengths of carriageway in 1. (a) above.
2. authorise the overnight suspension of the Motorway Regulations prohibiting use of the outside lane by HGVs the lengths of carriageway described in 1. (a) above.
3. impose a mandatory overnight 50mph speed limit on the lengths of carriageway described in 1. (a) above.
4. authorise overnight hard-shoulder running on the hard shoulder adjacent to the lengths of carriageway and slip and link roads described in 1. (a) above.
These measures would be in the interests of road safety while contractors undertake Programmed Cyclical Maintenance (bridge maintenance, drainage, lighting, signage, inspections and surveys, maintenance and clearance of vegetation, litter picking and clearance, road sweeping, emergency crossing point maintenance, road markings and road studs, electrical loop works, barrier maintenance and clearance of injurious weeds). The duration of each closure would vary depending on the nature of the maintenance work being undertaken on each occasion. The programme of works would start on or after 2nd January 2021. Overnight closures taking place on the M4 and connecting roads between Junctions 5 and 15 would be in operation between 21:00 and 06:00 (maximum period). Planned maintenance work would be scheduled to avoid disruption during known peak periods, although essential maintenance may be necessary during these periods to prevent the need for emergency works. In such cases less disruptive options would be considered. The Order would come into force on 2nd January 2022 and shall remain in force until 24th December 2022. During closures above, traffic affected would be diverted via other junctions of the M4, or by using the M25, A404(M), A4, A33, A34, A308, A308(M), A322, A329(M), A338, A339, A419, A3044, A3113, A3290, A4155, B3270 and the B4192. The diversion in operation would vary according to the closure in force, and the diversion roads listed above are the agreed routes, but these may change depending on local conditions. The temporary carriageway, slip and link roads closures, speed limits, hard shoulder and outside lane running, and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
